"Well," Tobirama sighed, "Looks like I'm destined to be the only responsible one in this family. Might as well get back to those approval papers. At least one of us should be running the village while the other one plays the hero."
As he sat down to tackle the mountain of paperwork, Tobirama couldn't help but think there had to be a more efficient way to handle all these tasks. Suddenly, a lightbulb went off in his head. "Maybe I should invent a jutsu to help me get through this faster," he mused, a smile creeping onto his face.
With newfound determination, Tobirama began to work on upgrading the clone jutsu that could allow him to be in multiple places at once. He wanted something more effective than the standard Clone Jutsu, something that could retain and transfer experiences and memories back to the original. Inspired by Hashirama's Wood Clone Jutsu, which had similar capabilities.
Tobirama delved into intense research and experimentation. After days of meticulous work, he finally succeeded.
"Shadow Clone Jutsu!" Tobirama exclaimed, watching as several copies of himself appeared around the room. Each clone grabbed a stack of papers, ready to tackle the workload together. "This should speed things up considerably."
He couldn't help but chuckle, imagining Hashirama's reaction. "Maybe now I can keep up with all this paperwork. And who knows, I might even find some time to do some proper research."
In the Second Hokage Tobirama's World, Tobirama is quite different from how he was in the Hashirama's world. Here, he is the Hokage himself, and many tasks can be delegated to others. He can let others approve those documents because, after all, he is the boss and he has privileges.

Minato's face remained calm as he listened. "Alright, I understand," he said. Then, he murmured to himself, "Obito..."
After entering the office, Minato knew the truth: the mastermind behind the Nine-Tails Rebellion was none other than Obito. He was also aware that Obito was secretly manipulating others within the Akatsuki organization, conducting various activities around the world that threatened the safety of the entire ninja world.
