Although the concept of shopping centers doesn't exist globally yet, that doesn't mean Donnie can't create one. As long as it's there, naturally, there will be consumers.

No matter the situation, the perfect image of Atlantic City in Donnie's mind should be such that every tourist who comes to Atlantic City, after emptying their wallets, not only doesn't feel that Atlantic City is a trap but instead plans to bring even more cash on their next visit.

It should be a bewitching city where everyone yearns to return!

Donnie could even take advantage of Atlantic City's unique attributes to develop an even more extensive grey industry here!

All consumables that can ignite human desires should be visible in this city!

When Donnie shared these thoughts with Nucky, Nucky was already becoming restless with excitement, saying, "If that's the case, then Atlantic City won't just be the entertainment capital of the United States, it will be the entertainment capital of the world!"
