Chapter 73 – "Roots of the Rot"

The morning sun broke through Konoha's skyline with a golden hush, its light spilling over tiled rooftops, the Hokage Monument, and the freshly swept streets. But within the heart of the Hokage Tower, the air was far colder.

Tsunade stood at her desk, hands pressed against polished wood, brows furrowed in grim focus. Her sleepless night didn't show in her posture, her spine was straight, her chin high, but her eyes simmered with controlled fury. Shizune watched from a few paces behind, concern flickering in her gaze.

Hajime stood silently across from them, his presence more commanding than loud. He looked as he always did, tall, calm, deliberate, but this time, he carried a thick scroll sealed with three separate wax sigils.

Tsunade unrolled it across the desk.

It wasn't just paper.

It was a map.

Konoha's underbelly, its forgotten alleys, closed-off passages, crumbling infrastructure, and storage bunkers, every hidden base, tunnel route, and Root cache Hajime had sensed through his enhanced perception. Each was marked with surgical precision.

"There's too many," Shizune murmured. "Some of these locations are beneath the civilian districts. Others are near old ANBU training grounds…"

Tsunade's eyes narrowed. "One's under the orphanage," she whispered.

Hajime nodded. "I confirmed it myself."

Tsunade's hands curled into fists, knuckles creaking. She turned slowly, motioning to Shizune. "Get Homura and Koharu. Don't tell them why. Just say it's a private session."

"Yes, milady," Shizune said quickly, and vanished with a puff of movement.

Hajime didn't speak. He didn't need to. Tsunade could already feel the storm building in her chest.

Minutes passed.

The door opened again, and the two elders entered, Homura Mitokado with his usual walking cane and lined face, Koharu Utatane with pursed lips and a look of ever-present skepticism. They bowed slightly, eyes already searching.

"What's this about, Tsunade?" Homura asked calmly. "A morning council, without the Council?"

Koharu added sharply, "Is something wrong with the Fire Daimyō's latest decree?"

Tsunade didn't answer them immediately. Instead, she turned the scroll around and slid it across the table. "Do these locations mean anything to you?"

The elders leaned closer. Their expressions shifted, flickers of confusion, then tension.

Koharu straightened. "These are sealed bunkers. Some of these were decommissioned decades ago."

Homura's voice tightened. "Why are you showing us this?"

Tsunade's eyes sharpened. "Because they're not empty. They're active. Root bases."

Koharu opened her mouth, then paused. The silence gave her away more than any denial.

Tsunade's voice turned cold. "So. You knew."

Homura inhaled slowly, placing a hand on the table. "We knew Danzo kept a few operations running. Unofficially. As a safeguard."

"A safeguard," Tsunade repeated, her tone bitter.

"He feared you might not be strong enough to hold the village together," Koharu said quietly. "We feared it too."

Tsunade's jaw clenched.

"You mean," she said softly, "that after everything, after Orochimaru, after Hiruzen, you still thought the answer was more shadows?"

"The Root program was always meant to protect the Leaf," Homura insisted. "You know how fragile peace is. Danzo was a necessary contingency."

Hajime stepped forward. His voice was even. "He kidnapped children."

The elders turned to him, startled at the interruption.

"He trained them into killers. He brainwashed them. Some of those children are still living in the dark beneath your feet." Hajime's silver eyes glinted. "And you allowed it."

Tsunade slammed her palm down. The table cracked.

"Don't talk to me about necessary!" she shouted. "You old fools stood by while Danzo built a private army under the noses of your own people! He sabotaged my authority, he undermined Konoha's principles!"

Shizune had reentered by then and flinched at the sound.

"You thought Root was a safety net," Tsunade spat. "It's a parasite. And now it's my responsibility to carve it out."

Koharu straightened stiffly. "If you move too aggressively, you'll destabilize the power structure. Do you really think your Jōnin will accept turning against one of their own?"

Tsunade's voice lowered, dangerous and still.

"I don't need their permission."

She turned to Hajime. "Bring them in."

With a faint shimmer of distortion in the air, several masked ANBU appeared behind the elders, blades drawn, not pointed at them, but blocking the exits.

Tsunade raised her voice. "By authority of the Hokage, effective immediately, both of you are placed under investigation for negligence and abetting illegal operations within the village. You are not to leave this tower until further notice."

Homura's eyes widened. "You would imprison the elders?!"

"You let a war criminal grow roots under my office. Be grateful I'm not charging you with treason," Tsunade snapped.

The old man looked toward the ANBU. No support there. Not anymore.

"Take them to the upper floor. No contact with the outside. I want guards on them at all hours," Tsunade ordered.

The ANBU moved without hesitation. Koharu said nothing as she was escorted out. Homura muttered under his breath, but he went.

Tsunade exhaled sharply.

"Shizune. Call every active Jōnin in the village. We're going to war with our own shadows."

Later That Morning – Jōnin Briefing Room

Within the Hokage Tower, several high-ranking shinobi had gathered.

Kakashi Hatake stood leaning against a pillar, one hand in his pocket, visible eye narrowed in curiosity. Might Guy sat upright, arms folded and serious for once. Kurenai and Asuma stood near the front, exchanging quiet glances.

Tsunade stepped up to the dais with a stack of files in her hand. Behind her stood Hajime, silent and unmoving as stone.

"There's no easy way to say this," Tsunade began. "But Konoha has been compromised."

That got their attention.

"Danzo Shimura has been operating Root in secret. Against direct orders. Using stolen resources. Kidnapping children through the orphanage and forcibly training them into operatives."

Murmurs filled the air.

Kakashi's eye narrowed. "I thought Root was dismantled years ago."

Tsunade nodded. "So did I. Turns out Danzo just changed his methods, and kept the rot hidden behind the walls."

She pointed to the map Hajime had prepared, now unfurled across the central table. Dozens of marked locations.

"These are his bases. This is where the cancer is hiding."

Might Guy's voice was grim. "What do you need us to do?"

"Mobilize," Tsunade said. "I want every available ANBU and Jōnin divided into teams. You raid these locations. Capture everyone you find. Do not kill unless absolutely necessary."

She looked around the room. "This is not a coup. This is a cleansing."

The room nodded slowly.

Then Hajime stepped forward. "I'll handle Danzo himself."

Everyone turned toward him.

Tsunade didn't interrupt.

Hajime's voice was calm, almost detached. "He'll run. Or he'll fight. Either way… it ends."

Tsunade nodded. "Dismissed. Move within the hour."

The Jōnin vanished in bursts of motion.

As the room emptied, Tsunade turned to the window. Outside, the village bustled unaware. But soon, Konoha would remember.

No more secrets.

No more shadows.

Only light.
