The meeting room atop the Hokage Tower was dim, lit only by natural light filtering through the slats of half-drawn blinds. A large tactical map of the Elemental Nations stretched across the central table, held down at the corners by weighted kunai. Small colored markers dotted the borders, blue for Konoha patrols, red for known activity from foreign shinobi.
Shikaku Nara stood beside it, hands in his pockets, back slouched just slightly as he stared at the most recent set of pins.
"It's not just speculation anymore," he said at last. "We confirmed it. Hidden Cloud scouts crossed the northeastern border three nights ago. Twice."
Tsunade folded her arms across her chest, brow furrowed. "They engaged?"
"No. Avoided contact. Tracked by our patrols, but slipped away before confrontation. Their movements were tight. Tactical. This wasn't some rogue team, they were sanctioned."
Across the table, Inoichi Yamanaka and Shibi Aburame stood in silence, listening. Each had a report scroll tucked into their sleeves, though neither had needed to open them. Shikaku had already summarized it all.
"They came in through the forest ridge east of Sazanami Point. Only for a few minutes. Then again through the old trade road trails near the hot springs. Always in pairs. Always sensor-type movements."
Tsunade scowled. "They're probing."
Shikaku gave a slow nod. "Testing our border reactions. Seeing how fast we respond. Seeing who responds."
He tapped a finger against one of the red markers. "They were careful. No jutsu signatures, no skirmishes, no messages sent through lightning birds. They're gathering data, not pushing for a fight. Yet."
Tsunade turned away from the table, pacing to the window. Outside, the village looked as peaceful as ever. Civilians walked the streets below. Vendors shouted across the market. Children laughed in the academy courtyard.
It was a lie.
"Kumogakure thinks we're fractured," she said quietly. "Hiruzen's gone. Orochimaru's invasion wounded our pride. And now they hear whispers of internal purges, elders being dismissed, Danzo dead."
Shikaku raised an eyebrow. "To the outside, it looks like a civil war."
"They're vultures," she muttered. "Circling."
Inoichi finally spoke. "We intercepted a diplomatic courier two days ago from one of the minor outposts near the Land of Frost. The scroll's contents were light, but the timing... coincides with these incursions."
"They're testing," Shibi added, "whether the Fifth Hokage is weaker than the Third. Whether Konoha has lost its deterrents."
Tsunade narrowed her eyes.
"They think I'm bleeding."
Shikaku let out a breath. "To be fair, we haven't exactly sent the opposite message. Most of the world doesn't know what Hajime did."
Tsunade's expression shifted slightly. "And I'm keeping it that way."
Shikaku nodded. "Still. They don't know who killed Danzo. They just know Root is dismantled and the elders are under house watch. Rumor paints the picture of a village in chaos, with a reckless young Hokage, and a missing power structure."
He paused. "If they knew the truth... if they knew what that boy was…"
"They'd be terrified," Tsunade finished for him. "Which is why they must not know. Not yet."
She turned back to the table and tapped her nail against a northern route marker. "I want counter-recon units deployed within 48 hours. No aggression, just tracking. Keep them nervous."
"I'll mobilize them discreetly," Shikaku said. "I'll also brief the Nara, Yamanaka, and Akimichi tracking squads personally. Only need a few of us to know what to look for."
"Good," Tsunade muttered. "Let them think we're asleep. Then make them realize we never were."
There was a short pause.
Then Shikaku tilted his head. "Permission to speak freely?"
Tsunade gave a single nod.
"Even if they did know about Hajime… they wouldn't believe it. They'd write it off as rumor. One Jonin apprentice raised by the Slug Princess? A medical prodigy, maybe. But not someone who could kill Danzo Shimura and walk away without a scratch."
Tsunade gave a faint smirk. "Let them underestimate him. That's what killed Danzo."
They both fell into a short silence. The tension wasn't fear, it was preparation. The air was heavy not with dread, but with the weight of decisions being made, of gears turning beneath the surface.
"I'll pass orders down to border stations," Shikaku added. "And I'll make sure any contact with Cloud gets flagged and rerouted through my desk."
Tsunade turned her gaze back to the map. "They send another scout team across our soil... I want them tagged and herded back over the line. Subtly. But firmly. We're not their playground."
"Understood."
The meeting slowly dissolved. Inoichi left without a word. Shibi bowed briefly and followed. Shikaku lingered a moment longer.
As he reached the door, he looked over his shoulder. "You think they'll back off?"
Tsunade's golden eyes narrowed. "No. But they'll hesitate."
She stepped back to her desk and pulled open a drawer, revealing a sealed mission folder marked in red.
"And that hesitation will be enough."
Shikaku gave a final nod. "Troublesome as ever."
Then he left.
The room fell into silence.
Outside, the sun rose higher over Konoha. But far to the northeast, in the shadowed passes of the border, storm clouds were beginning to gather.

Tsunade stared at the crimson-sealed folder in her hand.
Red missions were not for field captains. Not for standard recon. Not even for most ANBU.
These were contingency orders, missions to be deployed only when diplomacy cracked and shadows needed sharper teeth.
She broke the wax seal.
Inside were a few thin sheets of paper. At the top: Operation Gale Mirror.
She read it again, lips tight.
Target: Cloud Province Border, Sector Seven
Objective: Intercept and identify unauthorized Hidden Cloud movements
Secondary Objective: Deploy a chakra-tagged shadow clone equipped with Sealing Ink to lure out enemy infiltration cells
Team Suggestion: ANBU Group Two or Hajime (if available) (newly added by Tsunade)
Notes: This is a passive-aggressive deterrent. Do not escalate unless provoked. Delay intel transfer to Fire Daimyō unless direct confrontation occurs.
She closed the file and looked out the window toward the distant horizon.
The Hidden Cloud had always been bold, but now they were getting too close.
And unlike Hiruzen, she wasn't interested in turning a blind eye to military threats.
She set the folder on her desk and pressed the intercom seal.
"Shizune. Bring me Commander Yugao. Quietly. And see if Hajime is back in the Tower."
A pause.
"Yes, milady," came the soft reply.
Tsunade exhaled.
If the Hidden Cloud wanted to poke the sleeping tiger...
Then they'd learn this Hokage didn't sleep anymore.
