"So, we can basically confirm this was Hiruzen Sarutobi's plan, right?"

Inside the shrine, Shisui and the other three stared gravely at Yuhara. He had just explained everything he'd done and the conclusions he'd reached.

It made them realize this wasn't just some small matter.

After all, under Yuhara's probing, Hiruzen had shown great reluctance, but his actions matched the intelligence almost perfectly.

That guy really won't give a single coin, but he's more than happy to stuff people into the Uchiha ranks.

"Yeah, unless something's off, this intel is the real deal."

"Clan Leader… isn't this basically declaring war on Konoha?"

He glanced at Sō and Takechi too—none of them looked great.

Shisui looked calm, but puzzled, as if waiting for an explanation.

Yuhara couldn't help but laugh. He was now sure of one thing—

These guys had no idea how much power the police force actually had.

These so-called familiar duties—when paired with Yuhara's restructured chart—revealed the police department was a monstrous entity.

It had enforcement, judiciary, and military authority all in one!

And Yuhara hadn't added anything extra—he just broke those powers into departments.

They wanted to slap themselves. They'd had a gold mine under their noses and never realized.

The force had been created by the Second Hokage—a guy known for hating Uchiha.

Why give them such massive authority?

But he had other ideas.

"By act… you mean take missions?" Shisui guessed.

Yuhara explained.

Big villages often controlled small ones. But those small countries would resist, forming uprisings.

To avoid embarrassment, big villages outsourced these jobs to mercenaries.

"We'll take the other side—defend small nations from mercenary attacks.

And let's be honest—Konoha doesn't want the other big villages to get too powerful either."

Everyone frowned at first, then nodded.

They'd all seen war. They weren't naïve.

This kind of work, if it helped Konoha, eased their conscience.

It wasn't uncommon—like how Ōnoki hired the Akatsuki.

But they'd avoid dealing with major villages to prevent trouble.

Small nations were the best bet—and Yuhara had more in mind.

Konoha won't fund us? Fine. We'll make our own damn money."

The others were speechless.

That was… not what good guys do.

Still, Yuhara didn't care anymore.

Everyone was fired up—well, except Shisui, who kept his cool but was happy inside.

For him, the clan and the village meant everything. This new path gave him hope.

After all the wild stuff Yuhara had pulled, Shisui was used to it by now.

But he still had one question: what about Hiruzen?

He had lost all faith in the old Hokage—first with Itachi, now this.

He wanted him gone—for the clan and the village's sake.

Later, when the others had left, Shisui asked Yuhara directly.

Yuhara stroked his chin.

"This move by Hiruzen was basically a declaration of war.

He thinks he has a counterplan.

We must appear trustworthy and responsible to the rest of Konoha.

They had to prepare well—Hiruzen wouldn't go down easy.

He also needed to talk with Hiashi Hyūga and Shikaku.

Yuhara had said it before: the Hokage belongs to Konoha, but Konoha belongs to everyone.

If Hiruzen thought he could act like a dictator, he had another thing coming.

"Honestly, if I had Uchiha Madara's power, I'd just walk in and take him out.

But ruling by fear leads nowhere.

That's what Danzo did, and I won't become that guy.

If we can solve things within the rules, we should.

Yuhara made his decision.

He'd get rid of Hiruzen.

Only one name came to mind—Jiraiya.

"Shisui, when you go on missions outside the village, keep an eye out for Jiraiya."

"Jiraiya-sama?" Shisui blinked. "You want to…?"

Yuhara smiled.

"Yup. He might just become Lord Jiraiya.

With one more title in front…
