Chapter 130: [130] Ascending the Divine Steps
Money matters—no matter the world.
Even in this chakra-powered ninja world, it holds true. Why else would the Uchiha run so many hot springs and inns? Or why would the Nara raise deer for antlers and meat?
Forget the clans—ninja take dangerous missions mainly for good pay.
Yuhara's olive branch had two goals: one, to prevent a scandal, he needed sensory-type ninja to quietly clean up certain things. Two, he aimed to pull the Ino-Shika-Chō alliance to his side.
When he met with Nara Shikaku again, Yuhara led with Void Step—not just to show he could quietly take out Hiruzen if he wanted, but also to make his abilities clear for what came next.
It was part warning, part trust. Shikaku could understand, but yeah—it did leave a bad taste.
So Yuhara had to offer something in return to ease that discomfort. Giving up real benefits through cooperation? Perfect strategy.
"A clean two-for-one," he thought.
He could show tangible profit, win trust, and most importantly—tie them to him. No one could turn down that combo.
Shikaku was tempted. As Minister of Administration, he knew how much weapon stock Konoha had—and how much of it got destroyed after expiration.
He also knew how costly that maintenance was.
And truth was, Konoha had too much.
Founded by two powerhouse clans, hoarding mines all over—Konoha had never lacked weapons. Even selling half wouldn't cause problems.
Most supplies were only issued freely during wartime. Day-to-day, ninja bought their own kunai and tags.
That policy boosted the economy, but it also meant most ninja never ran out of gear.
So unloading soon-to-expire stock wasn't a big deal. Ethically shady? Maybe. Practically? Totally fine.
Shikaku had long wanted to sell surplus weapons. It would seriously boost Konoha's economy.
But Hiruzen always blocked it—first for Konoha's image, then post-war to avoid offending other nations. And that? Was a dumb move.
"If the village won't do it and the stuff's just going to expire, better we sell it ourselves!"
That was Shikaku's honest view. Still, as Minister, he had to prioritize the village's interest.
But Hiruzen's behavior—again with the Hyuga, now with the Uchiha—was out of line. Was he treating Konoha like personal property?
So Shikaku agreed to work with Yuhara.
He knew exactly what this partnership meant, and that was his answer.
"Your plan's solid," Shikaku said, "but you've missed a few things. Like route logistics, or exit clearance for ninja. But I can help."
Then he went straight to business.
"As for the split—Ino-Shika-Chō want 50%. I hope you won't mind."
He added, "Akimichi and Nara will handle logistics and transport. Yamanaka will cover security. I can also grease the wheels to push through your... less 'Hokage-approved' requests."
"And don't forget intelligence. You've sent Shisui to investigate, but I can get better data than he can."
Yuhara frowned at the 50% demand—but after listening, he had to admit, their support was a huge boost.
Honestly, he even felt like not giving them 50% might be stingy.
Still, profits were no joke. But since he needed help now, 50% was doable.
"Deal," Yuhara said. "But I have one condition—I need intelligence on other villages' wartime hiring practices."
That threw Shikaku for a loop.
"Minister Yuhara, what are you guys planning? Just how deep is the gap created by your Police Department reforms?"
Yuhara didn't give a full answer, but his reaction said plenty.
With the Police Department holding that much power, Shikaku would've been a fool not to think about this angle.
In the end, they sealed the deal. Shikaku also offered a gesture of commitment.
Once the reforms were officially announced, he'd send his clan members to join the Police Department.
"What a sharp guy," Yuhara thought.
This was miles ahead of their last meeting—back then Yuhara hoped for help. Now Shikaku was volunteering it.
All his efforts over the last year were finally paying off.
He'd stayed disciplined, knew what lines not to cross, actively reshaped himself, and made his vision clear to everyone.
The result wasn't a finished masterpiece—but it was something close. Shikaku's choice today proved that.
Before, he just acknowledged Yuhara as part of the clan-ninja circle. Now, he saw him as a partner.
"But… Hiruzen's still a sticking point. Impeaching a Hokage isn't easy."
Though they had an agreement, Shikaku was cautious when it came to Sarutobi Hiruzen. He needed more allies, both in numbers and clout.
And solid proof of negligence. Only then could they act.
Yuhara agreed. That's why he'd reached out to Kakashi.
"Wait... Could this intel have come from Kakashi?"
It was a sudden thought—but he quickly shook his head. If Kakashi had sent it, he'd have done so openly. Unless... he didn't trust Yuhara?
Maybe. But still—he wasn't some monster.
Whoever sent the intel would slip up eventually. No need to stress it now.
Another thing had crossed Yuhara's mind—he didn't really hate Jiraiya.
Which made sense. Personality-wise, Jiraiya wasn't Hokage material. But qualifications? Absolutely.
"But this isn't even the biggest win today," Yuhara smiled to himself.
He activated his system interface.
[Bound Clan: Uchiha]
[Status: Relatively Balanced—You've resolved internal conflicts and eliminated one major external threat, but growth depends on multiple factors, and danger still exists]
[Prosperity: 16888 (Base prosperity: 10000)]
[Points reached 1000—Skill draw available]
[Recommendation: Continue moderate reforms, integrate fully into Konoha, and guide the clan's long-term development]
Yuhara nodded, satisfied.
He hadn't earned a massive number of points, but it was enough to trigger another skill draw.
And if everything in motion played out right—his next jump would be even bigger.
"I just hope RNG is on my side this time."
Three skill options popped up:
[Soul Furnace (Passive): Gain 5–25 soul power from each enemy defeated based on their strength. Every 100 soul power increases your soul or physical stats. No usage limit.]
[Duel Dance (Passive): Instantly detect an opponent's weak point. Striking it restores chakra and stamina. Can be used for sustained combat and one-hit kills.]
[Ascending the Divine Steps (Passive): As your strength grows, your bloodline and abilities will undergo restoration or massive enhancement.]
Yuhara blinked at the screen—then almost smacked himself.
Three passives. All crazy powerful. Was he dreaming?
Everyone knew—passives were often the strongest abilities in any game. They defined a character's growth cap.
He'd just hit the jackpot.
"Soul Furnace… wasn't that Sion's passive?"
He wasn't a Sion main in his past life, so he couldn't recall the exact effect—but the point was clear.
This was built for battlefield monsters. It boosted soul and physical stats—in this world, that meant Yin and Yang release.
An ability that enhanced both Yin and Yang chakra? Perfect for Yuhara's future war missions.
And he already had ways to harvest kills. The synergy was ridiculous.
As for Duel Dance? One glance and he wasn't impressed.
Spotting enemy weaknesses? Useful. But he had Mangekyō Sharingan—he could do that already.
"Compared to my Sharingan, that's just flashy junk," Yuhara muttered.
Then he turned to the third.
At first glance, it stunned him—not because it was weak, but because it was terrifyingly strong.
He remembered this one. It was a reworked passive from that angel champ. A powerhouse, even post-nerfs.
"Restores bloodline and boosts ability...?"
Yuhara was sold. This was the one.
In the ninja world, strength and bloodline were everything.
The strongest clans were all old bloodlines—Uchiha, Senju, Hyuga, Kaguya.
And those bloodlines weren't created—they were inherited. Their power lived in their DNA.
Some awakened it through chakra fusion. Others were just born with it.
And those born-with-it types—yeah, they were monsters.
Uchiha, Senju, Hyuga, Kaguya. All of them had original, inborn bloodline powers.
The roots of that? The Ōtsutsuki.
Kaguya birthed it all. Her sons—Hagoromo and Hamura—split that power. Hamura stayed on the moon. His descendants lost strength over time.
Yuhara believed Hyuga and Kaguya clans were diluted versions of that branch.
So at its core, this whole world's chaos came from Ōtsutsuki family drama.
Even if each clan had different ancestors, their base bloodline was the same.
To truly protect his clan and his life, Yuhara saw two paths:
Repair his DNA to recover that lost Ōtsutsuki might.
Master all chakra types to form Kekkei Mōra—bloodline transcendence.
But #2 was a nightmare. Only two people in history fused three chakra types. None ever reached seven.
So for Yuhara, option one—Ascending the Divine Steps—was the clear winner.
He exhaled slowly, sure of his decision.
"Soul Furnace is tempting—fast Yin-Yang gains, perfect for war... but Ascending is the long game."
Furnace gave fast returns. Ascending needed milestones.
"Kai'Sa hits her power at 16. Sion gets passive at level 1. Totally different curves," he sighed.
But he wasn't in a rush. His power was already solid.
He was strong, fast, and mobile. He could afford to plan for the future.
"I choose Ascending the Divine Steps."
[Chosen Ability: Ascending the Divine Steps]
[Activating...]
As the system activated, Yuhara's body began to heat up.
Chakra surged uncontrollably. His eyes snapped into Sharingan mode—then quickly evolved into Mangekyō.
His chakra flared. His Mangekyō spun violently, releasing a strange pressure.
Then he felt a familiar yet foreign power stir within.
"Is this... the same energy Shisui and Fugaku have?"
The power was real. And it was restoring what Yuhara had lost.
But something was off—he wasn't in pain.
Both Shisui and Fugaku had reacted strongly to this energy. Yuhara felt discomfort, but that was it.
Could it be Ascending's effects? Or maybe his body, already strengthened by the Darkin Scythe, was just that tough?
Probably both.
He knew Hashirama's body was on another level—able to self-heal nearly anything. That let him go toe-to-toe with Madara.
And Madara's physique wasn't weak either. You couldn't wield Susanoo with a frail body.
Even Sasuke and Itachi suffered intense pain just using Susanoo. The chakra strain was insane.
But Yuhara? Barely a tickle—just some eye fatigue and chakra drain.
"Yup. Physique's king in every world."
He examined the skill:
[Ascending the Divine Steps Activated]
[Three stages: Rising, Devotion, Transcendence]
[Current Level: Rising]
[Effect: Initiates genetic restoration and chakra enhancement]
[Warning: Process will be extremely painful—unless the host strengthens their physique in advance]
Exactly what he expected. Pain-free because he was already toughened.
The power matched Shisui's and Fugaku's experiments. That confirmed the process worked.
Great news. Now he could scale it up to the whole clan.
"A stronger clan means a safer future—for them and for me."
He was happy.
And another thought hit him: if these were the three skill stages, were they tied to power milestones?
He had Mangekyō now. Rising must cover that. Devotion might kick in at Eternal Mangekyō. Transcendence... Rinnegan?
No—Transcendence probably went beyond Rinnegan. Madara reached true godhood only after absorbing the Ten-Tails.
Maybe Transcendence meant Six Paths-level.
Or maybe not even that was the end…
But that was future Yuhara's problem.
Right now, he couldn't even see the door to Eternal Mangekyō yet. Still too far.
One thing was clear—his power was steadily rising.
Slowly, but steadily. And he could boost it further by mastering new chakra types or refining current ones.
Tedious work—but he wouldn't slack. Not when he had Shadow Clones.
"Second Hokage's best invention—no contest."
Thinking of the clone back at headquarters, Yuhara smiled.
Then he looked back down at his paperwork. As head of the Police Department, he felt a bit guilty.
He'd barely been in the office.
Any other department, and he'd have been suspended by now.
But the Police Department was under Uchiha control. So no one said a word.
Fugaku still handled most of it anyway. Maybe he should bring the guy back as deputy?
"Sounds like a solid plan," Yuhara mused.
He checked another file.
"The Hyuga are progressing nicely. Training and assessments done."
Hyuga Gen, a branch family member, had joined during Yuhara's awakening. Same age as Kakashi—an elite with full Three-War experience.
Yuhara didn't know how Hiashi convinced him, but his attitude was excellent.
No complaints, no drama—just obedience and commitment.
That impressed Yuhara. And showed Hiashi was serious about working together.
"Definitely a good sign. I'll have to talk to Hiashi soon."
Hyuga was a top-tier clan. Their disgust toward Hiruzen was just as deep as Uchiha's.
A natural ally. One worth keeping close.
He might even loop them into the whole weapons business.
"Come to think of it, this arms-dealing setup's kinda hilarious. Like something out of America's CIA handbook."
The Police Department was like the DoD. Shikaku was the Secretary of State. Together, they were arming smaller countries for coups.
"Yup. Very America-core."
The ninja world's five great powers were all shady like that. Konoha included.
But that's just how the world worked.
Yuhara didn't care about the weapons side.
All he knew was—with Shikaku's help, his request got approved. And he'd scored exclusive rights to handle expired weapons.
That was originally Akimichi territory. But since they were partners now—it was basically his.
All this for 50% of the profit? Absolute steal.
"With all this stock—plus the expired batch—even at bargain rates, we're going to be rich!"
If this went smoothly, the Police Department would never lack funds again.
KNOCK KNOCK KNOCK
Yuhara snapped out of his thoughts as someone knocked on the office door.
He called them in—then lit up with a grin.
Shisui was back.
