Bai Zhongqi had no intention of holding an endlessly long summit. It wasn't a summit to showcase a global presence to the people. It had a very specific purpose: to coordinate the powers of various nations, twist them into a single rope, and together confront the impending Teizene invasion.

At the summit, Bai Zhongqi laid down several principles. This was also the first time he was so explicit in his involvement in global political affairs, appearing very directly and dominantly as a leader without a second to his statements. He did not carry titles like President of the World or Chairman of Earth, nor did he have the status of President of the Star Alliance. The Star Alliance in fact had no supreme Chancellor; the speaker of the Star Alliance council was someone else. But it was beyond doubt that this Iridium Star council speaker was accountable to the Iridium Star Chancellor.

"...I reiterate, the Star Alliance strictly forbids any free-riding behavior in the matter of resisting alien invasion. All nations and entities benefiting from the Star Alliance's action to protect Earth have an obligation to be accountable to the Star Alliance, to accept its arrangements and command. At such a critical moment of crisis for Earth, all nations should set aside all prejudices and join the Star Alliance."

This Chancellor had always given off a rather mild impression to the people of Earth, but at the summit, Bai Zhongqi left no room for discussion or face-saving. What he proposed was beyond dispute.

It was clear that getting all countries to join the Star Alliance was a very difficult task, but Bai Zhongqi made it plain: The Star Alliance would continually destroy the governments of countries unwilling to cooperate with the Star Alliance, until a sensible regime emerged. Politicians sitting in these seats were no fools; before, they had thought the Iridium Star people might still be communicable or even negotiable. But now, the Iridium Star people themselves considered it a matter of existential survival, and they certainly wouldn't let these folks cause trouble before them.

Since all countries should contribute to the defense of Earth and are beneficiaries of resisting the external invasion, there shouldn't be any nations freeloading, which means not participating in the Star Alliance, not contributing funds, not providing troops, not making efforts, yet reaping the benefits in the end.

Especially at this time, Country C consistently aligned with Iridium Star. Bai Zhongqi also dismantled Lighthouse Country's political structure, supporting Camason to ascend to power, with Lighthouse Country also expressing the desire to join the Star Alliance and the determination to defend Earth. The two most important countries in the world had reached a consensus on this issue, and other nations largely followed suit—domino effect.

On the second evening, during a closed-door meeting within Iridium Star, Du Peng, as one of the main negotiators of the Star Alliance, reported other countries' attitudes to Bai Zhongqi.

"Principally, virtually all countries are ready to sign the memorandum for accession, becoming associate member partners of the Star Alliance. We didn't make detailed demands about specific aspects. Considering the different situations of each country, we have allowed a generous amount of time for transition and reform. Most urgent is the new admits to the Alliance, who, according to the agreement, will enter a state of first-level war readiness, adjusting national production and activities to a wartime footing. The conscription quotas for each country have also been completely issued. Although the total amount is rather large, the burden is shared, so most countries regard it as acceptable."

Bai Zhongqi nodded lightly; indeed, for war preparations and future development of the Star Alliance, he had used some tricks. For instance, on the government level, regimes that contributed the most and cooperated the best would receive extra favor in future technological and resource development; soldiers from various countries participating in the war would also be properly settled afterward and would have the right to acquire a piece of land in other administrative planets of the Star Alliance.

Other parts requiring coordination from other countries include constructing defensive structures and military bases on the planetary surface, as well as a few logistics facilities and manufacturing plants."

Bai Zhongqi wasn't in the mood to force all countries in the world to undergo a rapid transition to an interstellar civilization like Country C at this time; he didn't have the extra energy for it. But certain necessities remained, such as transforming Earth into a porcupine-like planetary defense fortress.

Most of the planetary defense weapons were actually positioned in orbit; the reason being simple: the planet's powerful gravity meant that any weapon launched from the surface, including beam weapons, were greatly affected by gravity, which was naturally very uneconomical. Hence, most of the planet's surface weapons were intended for combatting enemies entering the atmosphere.

Logistics facilities are also quite understandable. Manufacturing facilities were considered for various reasons. Factories capable of producing weapons would enable the Star Alliance to arm most Earthlings. With a large arsenal, Earthlings could turn the planet into a fiery zone difficult for the Teizene invaders to traverse, even if Earth were defeated.

Guerilla warfare on the chaotic planetary surface, akin to urban combat in modern battlefields, would occupy a lot of the attacker's energy, last indefinitely, and be immensely costly.

The Iridium Star people were accustomed to using planetary bombardment weapons to scourge lands, while the Teizene invaders were coming for sustenance and would avoid using massive destruction planetary bombardment weapons as much as possible to capture more people.

All the military bases, logistics facilities, and manufacturing plants, even if located within the territory of partner nations, would be under the management authority of the Star Alliance side, with host nations not having the right to operate or command these facilities.

On the third day of the summit, representatives of nations around the globe signed the "Star Alliance Earth Defense Agreement" with Bai Zhongqi, whether willingly or under duress. The preparatory measures outlined in the agreement would also be supervised by departments of the Star Alliance. Country C took on a major role in the conscription plan, providing 500,000 soldiers to the Universe Army and incorporating all 2 million active-duty military into the Earth Defense Force. Lighthouse Country promised to send 200,000 soldiers to the Universe Army and, after restructuring and streamlining its active-duty military, would add 1 million personnel to the Earth Defense Force.

In the first phase of the war preparation plan, Bai Zhongqi would establish a Universe Army of 2 million and an Earth Defense Force of 10 million. Both forces would be under the unified command of the Star Alliance Defense Department and the Joint Chiefs of Staff.
