Genshin Impact: I, Heavenly Principle, Will Make Teyvat Supreme

Chapter 238: A New Hierarchy—Primordial Gods and Almighty Gods

"The original divine hierarchy was suited for the galactic scale. Now that we've risen sharply to the single-universe level, the gaps between each divine tier have become unimaginably vast—especially between Primary Gods and Supreme Gods."

"These two ranks in particular must be overhauled."

Noah held the Heart of Teyvat in his hand and willed it to respond.

The current divine system of Teyvat appeared before him.

It was a branching diagram—a map of the universe's rules.

The tree diagram was enormous, with countless laws—so many that even a Primary God couldn't tally them all in a lifetime.

It divided into the laws of the great universe, small universes, major timelines, planar worlds, planetary systems...

The Great Universe's laws formed the trunk, timelines were the branches, planar and planetary laws were the twigs, each splitting further into countless types.

And the rules continued to multiply.

This was because the Teyvat Universe was now producing an endless stream of new timelines and planar dimensions—naturally spawning more laws.

Even similar rules of fire or water contained subtle differences, thus being classified as separate laws.

The Voice of the Cosmos echoed from the Heart of Teyvat.

"Recalibration of the universal divine hierarchy initiated!"

"Based on calculations, the divine system will be divided into three major stages."

[Stage One: Mortal to Planetary/Planar Divinity]

Lighting 1–3 Constellation Stars will progressively unlock human potential to reach the natural limits of life, categorized by performance level.

First Star: roughly house-destroying power

Second Star: roughly building-destroying power

Third Star: roughly block-destroying power

Fourth Star: contact with the divine essence begins; roughly city-destroying power

Fifth Star: small-nation level

Sixth Star: large-nation level

Lower God tier: newly ascended deities with continent-level power; all cultivation systems fully unlocked.

Middle God: masters of a wisp of a law, formed into a divine authority; surface-level performance.

Upper God: possesses laws sufficient to rule their own existence; becoming the embodiment of law; planet-level performance.

"These constitute the first stage: divinities that govern planetary and planar laws."

[Stage Two: Divinities of the Great Universe]

True God tier: Upper Gods who elevate planetary/planar laws into cosmic-scale laws, evolving into conceptual deities; stellar-level power.

Primary God tier: masters of at least 50% of a cosmic law's concept; complete conceptual liberation; can draw limitless power from their law; nebula-level performance.

God-King tier: recipients of Truth's blessings who comprehend cosmic Truths; galaxy-level or beyond.

[Stage Three: Supreme Divinity]

Supreme God tier: comprehension of 30% of universal Truth; condenses all mastered laws and truths into Supreme Origin Power and a Supreme Halo, entering the supreme domain; supergalactic-level performance.

Primordial God tier: comprehension of over 10,000 cosmic laws and concepts; condenses Creation Authority.

Creates personal small universes and time-space; becomes the primordial force of their own universe.

Gathers the total might of their created small universe; enters the primordial domain; cosmic-structural level performance.

Almighty God tier: comprehends all cosmic laws and concepts; becomes a universe themselves.

Possesses the power to create a great universe; omniscient and omnipotent both within their own universe and in the main universe.

Noah looked at the freshly formed divine hierarchy and smiled.

"As expected of me. Ascendants from infinite timelines and planes continue to elevate their rules into cosmic laws—constantly enriching both the quality and quantity of the Great Universe's rule set."

"The increasing number of Great Universe laws feeds back into the timelines and planes, allowing more ascendants to emerge—a perfect cycle."

"Then, let's begin implementation."

With a thought, Noah initiated the transformation. The divine hierarchy of the entire universe shifted.

All gods were shocked by the sudden change.

But soon, some gods who understood what was happening stepped forward to explain.

Adjustments to the divine hierarchy had happened many times before—only newly ascended gods who hadn't experienced such changes panicked.

Now, the power of every god perfectly matched the rank they were meant to have.

Stage One gods were numerous, accounting for over 99% of all gods in the universe. Those at the Great Universe stage were exceedingly few.

But there was no rush—after all, the ascension to the Great Universe had only just occurred.

After completing all this, Noah returned to his courtyard.

He didn't immediately go play with his little angels but instead went straight to the Temple of Truth.

This temple was now the convergence point of all truths and laws in the Great Universe.

Only gods at the Supreme God tier or higher could enter. Any being below that rank would be assimilated and erased by the dense laws within.

In essence, it was the very nexus of the Great Universe.

As soon as Noah stepped inside, he saw the Infinite Dragon God, Ophis, floating mid-air and watching him.

"I was still asleep when the sudden surge in truth density woke me up. My power also rose to the single-universe level. You've done something remarkable."

Noah looked up—and saw straight into Ophis's loose lantern pants, frowning.

"You lazy little dragon—among all the bearers of Truth, you're by far the laziest. Even the Red Dragon God Emperor is endlessly creating worlds in the Dimensional Gaps."

"You've been sleeping since the beginning—slept all the way to single-universe level. No, more like strong single-universe level."

As the embodiment of the Ouroboros, Ophis's power was tied to the density of Truth. And now that the Ouroboros had reached strong-single-universe level, so had she.

Ophis descended and landed before Noah. "Then, is there anything you need me to do?"

Noah waved dismissively. "Forget it. Just go back to sleep."

In truth, there wasn't much Ophis needed to do—her existence alone was immensely beneficial to the Great Universe.

Ophis yawned in response. "Oh, I understand."

"You finally returned."

Phanes appeared, her presence suffusing the temple with the aura of Human Principle. In her hands floated a grand, ancient tome—the Chronicle of Ages.

"I've completed organizing all the details and advantageous directions for the Solar Sovereignty Contest and Divine Collective Gift Games."

"We just need you to unlock the Great Universe permissions."

Noah's golden eyes gazed at the suddenly appearing Phanes, a smile playing at the corners of his lips.

From Phanes radiated the essence of civilization, will, desire... and many other abstract concepts—as if she herself had become these very ideas.

Human Principle was a unique existence, distinct from the other truths of the universe yet connected to them. It represented the spirituality of the entire universe, encompassing intellect, spirit, and even concepts like fate.

While not technically a Truth, Human Principle resembled one. It was something the universe absolutely could not lack.

Thus, it was in some ways even more fundamental than a single universal Truth.

Phanes remained the strongest among the Holy Gods, having reached the level of strong single-universe.

Although Mio and Ophis were also at strong single-universe level, there were still power disparities within the same tier.

Noah had not revised the Holy God hierarchy.

The Holy Gods were, after all, partial executors of his authority—and maintainers of Heavenly Principles.

They could be seen as Lords of Truth: beings who wielded the Truths of the Great Universe itself, or incarnations of those Truths.

In the future, some gods would surely evolve their own laws into Truths, but by then Teyvat would be nearing a multiversal level.

And at that point, Noah would no longer be concerned with any individual Lord of Truth.

By then, the Holy Gods would already be granted multiversal authority.

A new tier—Lord of Truth—would be established above the Supreme God hierarchy.

The division of Supreme Gods into three levels had been necessary.

At the scale of the Great Universe, the gap between tiers had become absurd.

Primordial Gods, with the power to create small universes, could trap lesser Supreme Gods within them—permanently sealing them away. That was dimensional suppression at its finest. To call them all just "Supreme Gods" would be laughable.

Almighty Gods, capable of creating an entire standard great universe, were omniscient and omnipotent.

At their level, even a casual finger tap could shatter countless small universes. A single blow could affect an entire great universe.

That enormous disparity had made it essential to redefine the three stages.

The same logic applied to the universal divine hierarchy.

True Gods corresponded to Tier 3 Primary Gods.

Primary Gods corresponded to Tier 2.

God Kings to Tier 1.

Under the old system, Tier 3 Primary Gods had stellar-system-level power, while Tier 1 had galaxy-level.

Calling both "Primary Gods" despite such a chasm? The gods themselves would never accept it.

It would only make Tier 3 and Tier 2 Primary Gods seem like clowns.

Phanes frowned as Noah silently smiled at her. "What are you smiling at? Did I say something wrong?"

Noah came back to himself and shrugged. "Come on, my dear wife. The universe has only just evolved. Everything is just beginning to stabilize, and the gods haven't even fully digested their new power yet."

"Launching two major Gift Games that impact the whole cosmos in such a state would place serious strain on the divine systems that have only just grown to this scale."

"Even if they weren't harmed by it, it would still slow their growth."

Phanes sighed in the end. "I understand. Then, is there something you need me to do?"

"Eh?"

Noah was surprised. "I thought you'd say something like, 'They're just gods—sacrificing for the Great Universe is their duty.'"

Phanes replied helplessly, "Even if I wanted to say that, you wouldn't allow it. And I can't go against your will anyway."

Humm~

A gentle light of holy salvation shimmered as Mio, once the Spirit of Origin and now the rightful God of the Cross—Lord of the Holy Faith—appeared beside Phanes, smiling warmly.

"Sister Phanes' impatience is no match for our dear husband, after all. It's no surprise—they're personality opposites, you know~"

Mio was still dressed in her pure white ceremonial gown, resembling a wedding dress. However, this was no mere ceremonial garb, but divine regalia. Though it appeared defenseless, it could withstand even the detonation of the Great Universe itself.

Noah flicked her forehead playfully.

"You dare tease this Heavenly Principle? Mio, you're getting bolder by the day."

Mio clutched her head and crouched down dramatically, her eyes teary—though she felt no pain. She was simply putting on a show for her dear husband.

"Not at all... I've been diligently developing the Scripture System lately."

Phanes, choosing to ignore her less-compatible sister, sighed. "So, what are you planning next, Supreme Sovereign, Lord Heavenly Principle?"

Noah spread his hands. "Must there be a clear goal? Can't it be for joy alone?"

"My dear wife, you must understand—gods are not born with inherent meaning. That meaning is something we bestow upon ourselves. In short, because I feel like it."

"Beings like us are not defined by external purposes."

"For example, your endless drive to develop Human Principle—that's something you chose for yourself. In fact, it even limits you."

"With your personality, had you not met me, you'd probably never have reached your current level. You might not even have reached the nebula tier in your entire life."

Phanes was momentarily stunned into silence.

It was true—Noah had guided her every step of the way. She hadn't even struggled much on her own.

Noah patted her on the shoulder. "Alright, enough philosophizing. There's actually something important now."

"The universe has become vast, but life and civilization only exist at the center. At this rate, even after ten billion years, we might not spread civilization across the cosmos."

"Therefore, I must convene a divine assembly of all gods ranked True God and above to discuss universal development."

"Summon them all to the Hall of All Gods."

The Hall of All Gods was now located at the very center of Teyvat's uppermost layer.

It was unimaginably massive—ten thousand light-years across, comparable in scale to a galaxy..

Naturally, it had to be large enough to host the entire divine collective of the Great Universe.

"Understood," Phanes replied solemnly. Then, remembering Noah's earlier lecture, her expression softened.

But doubt lingered in her heart.

Could it really be... that her own personality had hindered her ability to contribute meaningfully to the development of Human Principle?

Mio couldn't help but snicker. Once again, Sister Phanes had been disarmed by her husband's twisted logic.

Noah grinned. Ah, this was exactly how you tease a stern, no-nonsense goddess properly.

...

At the same time, Phanes used the Cosmic Nexus to transmit the call to the Divine Assembly to all gods ranked True God and above across the universe.
