Blue Pole Star, One Month Later

Blue Pole Star had undergone a tremendous transformation. The concept of sects had been eradicated across all three continents, and not only that—every single kingdom had fallen without exception. A new power had risen, known as the Tian Empire, and the ruler of this empire, which now dominated the three continents, was Emperor Tian.

Emperor Tian was the most prominent figure on Blue Pole Star. To many, he was a source of terror, feared for his brutal methods in eliminating anyone who opposed him. Yet, to others, especially the ordinary humans who had long been oppressed by the sects and cultivators, he was like a saint. These ordinary people had always been suppressed and persecuted by the cultivators, but now, under Emperor Tian's rule, they found a glimmer of hope.

Emperor Tian's policies were straightforward. He promised prosperity and a flourishing life to all his subjects and followers, while vowing destruction and annihilation to anyone who opposed him. This was not empty rhetoric. Over the past month, the three continents had witnessed the destruction of all who dared to defy him. More importantly, they saw how he changed laws and established numerous institutions that benefited the people, especially the poor and needy.

The first and most significant change was in taxation. He reduced the previously unreasonable taxes to just 10% of crops or one million gold coins per year. Moreover, everyone was exempt from taxes for a full 10 years, as the people's conditions were far from ideal due to the sects and cultivators monopolizing resources—from food and drink to training materials.

After addressing legal issues, Emperor Tian built schools in every city and village, providing free education in various fields such as blacksmithing, agriculture, and more. Even more remarkably, everyone could now learn combat techniques for free without needing specific qualifications or paying exorbitant amounts of money for a few combat techniques.

As for the cultivators, Yu Tian established a Cultivators' Guild, similar to the adventurers' guilds in light novels. He allowed everyone to register, enabling them to collaborate with others. The guild issued quests that rewarded cultivators with points, which could be exchanged at any branch of the guild for money, food, treasures, resources, combat techniques, and more.

Of course, strict laws were put in place, and no one was allowed to break them. Clear penalties were established for any violations, though the punishments were not always final—they varied depending on the severity of the offense.

This wasn't all. Now, everyone could apply for government positions. The Tian Empire needed a lot of manpower at the moment, and even if people couldn't attain high-ranking positions like mayors or ministers, they could still become government employees. This alone was enough, as government employees received good salaries and excellent treatment for themselves and their families.

As for positions like ministers and city governors, these were assigned to members of Heaven's Secret Sect and Frozen Cloud Asgard, as they were the most trustworthy. The women of these sects were responsible for these roles, learning from Caiyi and Xueyan how to govern and manage, thereby assisting Yu Tian.

As for Yu Tian himself, he had become a true emperor over the past month through diligent study and the gradual return of his memories as the Nirvana Devil Emperor. These memories allowed him to recall much of his past when he ruled over billions of devils and humans.

Yu Tian wasn't the only one helping the empire progress. Karen also wielded significant power, which she used effectively. She built numerous entertainment and tourist attractions, such as a regular zoo and another containing Profound Beasts, as well as museums and more.

Technological advancement was progressing rapidly, especially in areas related to comfort, with clothing being a top priority. Karen wanted to obtain real undergarments, not just strips of cloth, and this was quickly implemented. Over 10,000 people were trained in the craft of making women's undergarments, and they began their businesses in various locations across the three continents.

As for governing the three continents, Yu Tian primarily resided in the Illusory Demon Realm. He divided the three continents into seven states, each governed by one of his wives, who were given absolute freedom in managing their states. Essentially, the seven states were further divided into seven cities, each ruled by a trusted individual.

Thus, a complete and integrated system for managing the entire empire was established. Yu Tian didn't forget about the library either. A branch was built in every city and state, all connected to the main library, which was a floating island in the sky. This island moved constantly, never staying in one fixed location. Feng Hua'er was put in charge of it, as this role suited her perfectly. She wanted to train in peace and didn't have to do much in the library, as others worked in her stead. She only needed to intervene in unexpected situations.

And so, Blue Pole Star was progressing for the better. While it was impossible for it to become like modern Earth, it was far better than before, when it was a lawless land where only the strong had rights.
