"I have absolutely no opinion on that," stated Cluck (Chicken), one of the Twelve Zodiacs, a plant hunter, musician, and dancer.
"Regardless of our opinions, let's wait for the Chairman," Pyon replied to the complaints. "It's been a while since we've all been together."
"Using this much force against one kid is excessive," said Saiyu (Monkey), a bounty hunter and martial artist, one of the Twelve Zodiacs.
Kanzai glared at Saiyu, who had just arrived. "Aren't you a bounty hunter? This bounty should be tempting enough."
Saiyu sat down, looking coldly at Kanzai. "Yes, but I have other targets. I'll deal with that kid soon enough."
Pyon started to speak, but was interrupted.
"Are we starting to argue before the meeting even begins?" This was Ginta (Sheep), a poaching hunter and assault team member, the tenth member to arrive.
The meeting room became lively. Dome prepared to leave.
At the entrance, the eleventh member arrived: Pariston Hill (Rat), a three-star Hunter and Vice Chairman of the Hunter Association.
He smiled. "Is everyone here?" He looked around. "Ging Freecs is last, as usual."
Mentioning Ging made the others grimace. Time was running out, and Ging was still absent.
Pariston chuckled. "He probably won't come."
Pyon stood up. "That bastard! He treats this meeting like nothing! That lazy guy should be removed from the Zodiacs!"
Netero appeared at the doorway. He looked at everyone. "Is everyone here?"
"Chairman!" Everyone stood, including Pariston, who grinned. "Chairman, Ging is absent again."
The mention of Ging caused headaches for everyone, even Netero, who nevertheless valued him. Pyon was about to speak when Netero interrupted.
"Let's start without him."
Everyone sat down. Pyon stared at Netero, wondering why he was so tolerant of Ging, which she believed was why Ging skipped the meeting. She sat down.
Netero sat calmly. "You know what happened recently. Give me your opinions."
Pariston, as a Zodiac member and Vice Chairman, spoke first.
"I'm surprised. The Association hasn't seen such a heinous Hunter in a long time." He feigned horror, then looked at Netero.
"Whatever we do, let's revoke Loki's Hunter license first. What do you think, Chairman?"
Netero looked at Pariston. 'This guy is still trying to get at me.' He didn't answer, remaining silent. Pariston smiled. "I'm done."
He sat, watching everyone. 'Even now, the Chairman isn't giving up on Loki.' Pariston's statement clarified Netero's attitude.
If Netero agreed, he'd have to deal with Loki and the anti-Chairman faction wanting to change the Hunter Association's Tenets.
Revoking Loki's license would violate the Tenets. One exception would lead to another, and the anti-Chairman faction would push for reform. That would be worse than Loki.
After Pariston, Mizaistom stood.
"Chairman, this is unprecedented. Loki's threat is serious. We should form an extermination team immediately."
Before Mizaistom finished, Saiyu chuckled. "Heh!"
Mizaistom paused. "We need to capture or eliminate Loki. We can't let this continue."
"Loki's current power isn't something to worry about," Kanzai said. "That level of Nen must have come at a great cost. He might die soon."
Others agreed. Loki's power was likely due to Restrictions and Oaths, making it less worrisome.
"Kanzai's right, but we can't ignore it," Pyon said seriously. "From his first attack—destroying a building to kill a few Phantom Troupe members—he's reckless."
She thought of Ging, who was reckless but mindful of consequences. Loki was different.
"He lured people to kill them all. He's a merciless devil."
"They were just Nen beginners who thought they were strong. They knew he was S-Class and still went after him," Saiyu retorted. He didn't think Loki was a threat to the Association or the Zodiacs. He was just a nuisance.
"Saiyu, don't underestimate him," Mizaistom warned.
Saiyu glared at him.
"Others?" Netero asked.
The others exchanged glances.
"Chairman, I'll speak for them," Pyon said. "We have no opinion. This isn't our specialty. Leave it to you."
Netero chuckled. "This is my fault. I released that monster."
It sounded boastful rather than apologetic. The Zodiacs looked displeased.
Pyon was about to speak when...
Boom! A window shattered. Wind rushed in. A low growl echoed.
Pariston smiled. 'I've studied Loki's data, but experiencing this power firsthand is different. Astonishing. Powerful. Those flames are almost hell flames.'
