The title of Warlord of the Sea (Shichibukai) is a way to give structure to this chaotic pirate force by creating seven targets. The Shichibukai represents the pinnacle that pirates can normally achieve. 

For any pirate seeking both fame and fortune, the quickest path is to replace one of the Shichibukai. At the same time, the Shichibukai themselves must have sufficient strength and prestige; otherwise, how could they be qualified to exacerbate infighting among pirates?

What the World Government needs to do is endorse the title of Shichibukai, ensuring it doesn't lose its value.

Therefore, the Shichibukai cannot lose.

At the very least, they cannot be publicly defeated by some unknown pirate who hasn't been recognized by the World Government.

The Kuja Pirates— estimating the cost of eliminating them would be high— led Sengoku to believe it would be better to let them replace one of the current Shichibukai...

This would help determine the current state of the petrified Vice Admiral Momonga.

Is he alive or dead?

If he's dead, or if he's still alive, these two different scenarios would determine how the Marines should approach the Kuja Pirates.

If Vice Admiral Momonga is still alive while petrified, what are the potential dangers of him remaining in this state? Is delaying his recovery detrimental to him? If it's possible to restore him, what are the conditions?

As Kong flipped through the documents, he saw information about various Devil Fruits with petrification abilities, along with corresponding assessments: how the petrification works, whether the fruit has appeared before, who the users are, and so on.

Sengoku calmly summarized the findings and concluded, "Right now, we can narrow it down to two Devil Fruits: the Paramecia-type Love-Love Fruit and the Mythical Zoan-type Medusa Fruit. Based on Lieutenant Hina's report, one of the Kuja Pirates is a winged snake Zoan user, likely the flying serpent from the legend of the Gorgon Sisters. Therefore, it's more probable that Vice Admiral Momonga was petrified by the Medusa Fruit. However, we can't rule out the Love-Love Fruit, as theoretically, it could also petrify someone instantly... That said, there's information suggesting a suspected Love-Love Fruit user appeared in Mariejois. I've sent people to confirm, but there's no news yet."

"Celestial Dragons, huh..." Kong naturally understood the implication. He was well aware that many Celestial Dragons enjoyed feeding Devil Fruits to their slaves for entertainment.

"A Vice Admiral from Marine Headquarters?" Sandersonia wasn't overly surprised, given that they had recently defeated two Marine Headquarters Vice Admirals on Magnifi Island. She suddenly leaned closer to Princess Jolyne, studying her face with a puzzled expression. "Princess, your skin... it seems a bit rougher than before!"

"..." Before Robin could respond, Liam's voice came from above. "Looking for someone? It wouldn't happen to be me, would it, Vice Admiral?" He had somehow appeared on the highest point of the ship's roof, hands in his pockets, looking down at the Marine Vice Admiral riding on the sea.

The two sea kings at the ship's bow gradually slowed, and the ice stopped spreading. Kuzan's bicycle wheels ceased turning as he planted one foot on the ice, which solidified into a large platform for him to stand on.

Kuzan said, "Giorno, or should I call you... Dio Brando?"

"Heh!"

Liam neither confirmed nor denied it, then took a step forward into the air, descending straight toward Aokiji below.
