Officials followed up by explaining how these innovations were being integrated into the region's infrastructure and daily life. Merchants will distribute these goods from the Land of Snow to major cities in various countries, including the great ninja villages, primarily targeting the wealthy and shinobi. For now, our main products will include electricity-generating devices and energy sources such as batteries while making others as affordable as possible for others after the rich and nobles use them for a while."

Aside from Dodai's speech currently, the Kumogakure Research Institute has mastered electricity generation through coal combustion and lightning chakra, allowing shinobi to charge batteries directly. Under Ron's guidance, research into solar power has also begun, with experimental panels already visible on the mountaintops surrounding the Hollow Mountain Research Institute. At present, the Land of Lightning operates with a fully integrated electrical system powered by coal-burning plants. However, future plans aim to transition to solar energy or a diversified mix of power sources. Additionally, Ron has speculated that petroleum, if it can be refined without waste, might become a viable energy option, especially if future territorial expansions reach the Land of Wind, which he believes holds vast underground natural resources.

However, while Kumogakure can develop its own infrastructure, implementing similar changes in other nations remains a significant challenge. Without the approval of their Daimyo and respective ninja villages, and most importantly, without financial backing, large-scale electrical expansion beyond the Land of Lightning is not feasible.

Dodai continued, "In the future, we will gradually expand our market, making these innovations accessible to the working class and collaborating with influential merchants who possess stronger networks and greater resources. If such middlemen emerge, we stand to gain immense wealth, but attracting attention is inevitable. However, money is not our primary goal. Instead, we must prioritize acquiring regional resources, rare materials, and overlooked substances that other nations have yet to find use for. What one country considers worthless may become invaluable in our hands, as many of the materials used by the research institute now are not collected or used by others in the world.

"With the Land of Snow established as the central trade hub for the ninja world, its harsh environment naturally deters invasion, and its trade routes will be safeguarded by Kumogakure's shinobi. Furthermore, both the Land of Lightning and the Land of Snow now possess fully developed harbors, ensuring that even in times of war or conflict, trade can continue via the sea."

Dodai then addressed the broader geopolitical strategy, stating, "To the outside world, the Land of Lightning's advancements in various fields will be seen as a response to our defeat at the hands of Konoha four years ago. Meanwhile, the Land of Snow and the merchants within our trade network will be protected by Kumogakure's shinobi under the guise of providing security for business operations. As our influence in this new field remains uncontested, direct conflict with competitors will be minimal as there is none yet, though greedy individuals and rogue ninjas may still pose challenges."

"More importantly, by publicly focusing on commerce rather than overt military or political influence, we will lower the guard of other nations. As our technology becomes widely adopted, even if rivals grow wary or envious of our success, they will be unable to act against us without disrupting their own economic benefits. Our trade system will create jobs across multiple nations, as we prioritize resource acquisition over monetary gains, so for others to use our products, someone has to collect the resources we trade with."

Dodai's expression grew more serious as he laid out the long-term vision. "With war looming within the next five years, the Land of Lightning will soon establish itself as a major food supplier, second only to the Land of Fire. Many nations will welcome this, as it strengthens their own positions. Furthermore, by offering ninja resources and advanced technological warfare products to villages outside of Konoha, we can secure favorable trade agreements while reinforcing the balance of power as we leave the conflict!"

"It is unlikely that the combined forces of the Land of Wind, the Land of Earth, and the Land of Water will ever truly overpower Konoha. However, by selling crucial resources to Konoha through the black market at inflated prices, we can ensure that global hostility toward Konoha remains strong. This will fuel the tensions necessary to keep the entire ninja world on edge while we quietly continue strengthening ourselves in the shadows as a seemingly neutral and isolated power focused solely on internal development and trade."

As Dodai concluded, a heavy silence filled the room. Those present understood the brilliance of this strategy; it was not merely about wealth but about reshaping the entire geopolitical landscape of the ninja world, they could not help but be excited!
