Why does Cooper insist on placing an HRT team by Joe Ga's side?

He doesn't genuinely want to protect Joe. He knows that when P.B decides to respond, these people are prepared.

Embedding a team is because Cooper needs an excuse for the FBI to get involved!

This guy has no small ambition. He wants to stand in a neutral position, using Rashiri's dirt, to mediate the malicious competition arising from the election.

Cooper actually shares Alicia's view; as the most powerful law enforcement agency in America, the FBI should not become a pawn in someone else's hand.

A non-neutral FBI will lose not only external trust but also the trust of its people.

When Rashiri's early emails were exposed, the New York police dragged the FBI into it for self-preservation.

After Danny Logan's viral "I don't have heart disease nor will I commit suicide" email was widely forwarded, Cooper received many identical authentic letters on his desk.

Many bold agents are within the FBI; these are the forces Cooper wants to win over.

The current FBI chief is destined to take the blame. Once Cooper gains enough prestige from this event, his promotion to director will be unstoppable.

By then, this newly-appointed America secret agent head will be hard to control for others, relying on his performance in this affair.

This guy wants to use a fair and objective stance to clear the fog, creating the best working environment for himself.

You see, people are different!

When most only know how to join sides and cling to power, some can see through the situation and use systemic rules and fair, objective methods to gain more benefits.

Joe Ga's thoughts are a bit scheming, but he has to admit that anyone, from any country, will involuntarily respect an enforcer of "fair and objective" law.

Once Alicia Alexander becomes the Attorney General, she can attain relative independence for the Department of Justice.

FBI, this super enforcer under the Department of Justice holding numerous dirty secrets, will become crucial once it stands on fair and objective ground.
