In the first attempt at developing Ninjutsu, many flaws were exposed. For instance, the absence of Chakra nature transformations like the burning effect of Fire Element, and the enormous amount of Chakra consumption.

However, none of this could dampen Qin Yi's joy at this moment.

"As long as it worked, it proves that the seal-based language for communicating with the world is exactly as I suspected, and I can use it as a foundation to develop various Ninjutsu!"

His mood lifted, and he became confident.

Gandalf and the two Generals stood by, watching Qin Yi release such Ninjutsu, and they were also astounded.

"Your Majesty, what was that just now?"

"I have grasped the basics of the world's power, which will be of immense significance and benefit to us in the future." Qin Yi smiled.

The two Generals exchanged a glance, their eyes full of excitement.

"That's great!" Gandalf's eyes flashed. "It seems His Majesty has figured out how to become stronger in this world."

"Indeed." Qin Yi nodded.

Understanding the composition and meaning of the seals, and being able to create Ninjutsu on his own, was no small feat. After all, in this world, there were only a few individuals who could research and create Ninjutsu on their own— each one a true genius.

The King's talent surpassed Qin Yi's expectations. He could grasp almost anything quickly, and his creativity was extraordinary. It was easy for him to make connections and insights, and he could even go as far as making dozens of connections from one.

This unique and impressive talent was the reason Qin Yi was able to create the Fire Dragon technique after only one night of research.

It could be said that as long as he collected a large number of Ninjutsu and studied these seal-based languages, he would easily be able to create various types of Ninjutsu with different styles and properties.

At this point, he was just a beginner. But one day, when he became an expert, the Ninjutsu he created might be able to compete directly with Uchiha Madara or Senju Hashirama.

With an excited heart, Qin Yi continued to study the seal-based language on the scroll. Later, he wrote down the B-Rank and A-Rank Ninjutsu he had and compared them, deepening his understanding.

"B-Rank and A-Rank Ninjutsu are indeed more complex, but some are still simple yet powerful. What could be the reason for this?"

Soon, he encountered a problem in his research.

He found that some Ninjutsu, despite their immense power, had simple seal combinations.

"Does it have to do with Chakra? Or perhaps with the output?"

With doubts in mind, he compared and learned, trying to understand.

Of course, studying such a new language— especially one that involved the world's fundamental strength— became increasingly difficult as he delved deeper. His pace slowed, and his forehead often furrowed in thought.

At noon, Sarutobi Hiruzen arrived.

"Lord Daimyo, Lord Hashirama has invited you to the alliance ceremony. Konoha is ready."

Sarutobi Hiruzen, in his early twenties, was young and polite, bowing slightly.

He had witnessed the battle the day before from start to finish and was astounded by this young man's talents. Creating Ninjutsu on his own, and most of them being No-Hand-Seals Ninjutsu, this talent was beyond mere genius.

"Alliance ceremony?" Qin Yi paused for a moment, then realized.

"Alright, let's go right away."

Sarutobi Hiruzen nodded, glancing at the disorganized scrolls in front of Qin Yi before bowing and stepping back.

"I'll wait for you at the door."

Furrowing his brow, Qin Yi put away the scrolls in front of him, placing them carefully in his robe before setting off with Gandalf and the others.

On the way, Qin Yi continued to ponder the problem he had encountered earlier.

"The power of Ninjutsu doesn't seem to be proportional to the complexity of the seal combinations."

"Some No-Hand-Seals Ninjutsu are just as powerful, and No-Hand-Seals Ninjutsu is more convenient and sudden compared to regular seal-based Ninjutsu."

"Am I researching in the wrong direction? I could develop those No-Hand-Seals Ninjutsu from the original work, and combine them with some unique Ninjutsu to solve most problems."

"But I also have my soldiers."

Thinking of this, Qin Yi paused for a moment, his expression turning resolute.

"The people of this world are not so tolerant. To acquire various Ninjutsu, I still have to rely on myself."

"Whether with seals or without, I must have both!"

Gandalf, observing that Qin Yi seemed troubled, softly asked, "Your Majesty, are you troubled?"

"Hmm, I ran into some problems while researching the true power of this world."

Qin Yi nodded in acknowledgment.

"Your Majesty has just started exploring this power. I think there's no need to rush. First, master the basics and then progress step by step. It will become much easier."

Gandalf gently advised.

Qin Yi was taken aback, then suddenly realized.

Indeed, on the Five Elements scroll, only a small portion of Ninjutsu was recorded. He had not even seen most of the C-Rank Ninjutsu. Many related to Yin-Yang Release were beyond his reach.

This caused a problem: although he recognized some seal-based languages, they did not encompass all the basics. Under such circumstances, trying to study higher-level B and A-Rank techniques naturally left him confused.

At the heart of it, he was simply too impatient.

"I understand now."

Qin Yi solemnly nodded.

Developing Ninjutsu was not as simple as it seemed. It required steady progress and expanding one's knowledge. Only when a certain level of understanding was reached could one make significant advancements.

Some geniuses could only develop new Ninjutsu by standing on the shoulders of those who had already created many Ninjutsu before them.

As they walked, Qin Yi reorganized his thoughts in his mind, and a resolute light appeared in his eyes.

"The most urgent task now is to master the Ninjutsu I am familiar with, the ones I can master the fastest, and strengthen my power."

"Researching and developing Ninjutsu is important, but it's not something I can focus on right now."

He suddenly felt that time was running out.

A moment later, Qin Yi and his group arrived at a square in front of the Konoha office, where a simple scaffold platform had been erected.

"There are signs of human work here; it seems like Ninjutsu from this world was used to build it."

After scanning the area, Gandalf said in a low voice.

"It was built by Lord Hashirama. His Mokuton (Wood Release) is very useful for construction."

Sarutobi Hiruzen smiled and said.

Gandalf was surprised, and Qin Yi's eyes flashed. He patted Hiruzen's shoulder with a smile.

"Hiruzen, how would you like to be Hokage?"

Upon hearing this, Sarutobi Hiruzen looked startled and almost jumped.

"Lord Qin, don't say such things. Sarutobi has never thought about such matters."

"Hahaha, come on, young man, you need to have dreams and be daring enough to think big. What if it comes true?"

Qin Yi laughed heartily.

Sarutobi Hiruzen, on the other hand, had a dark expression.

When Konoha was first established, Senju Hashirama was in power, and his influence and strength were immense. Even Uchiha Madara could not compete with him.

At such a time, talking about becoming Hokage would guarantee that Hiruzen would be pounded into the ground within a day.
