"This is a good proposal. The Rocks Pirates have been utterly dismantled. There's no longer any merit in continuing the bloodshed against other pirates," the blond Gorosei elder said calmly.
Though the remnants of the Rocks crew had yet to be eliminated entirely…
The world's highest authority had already begun to plot out their political moves for the aftermath of the Rocks' fall.
"For now… let us wait in silence. The Marines will bring back news befitting the glory of justice."
—Elsewhere, deep within the chaos of the Valley of the Gods—
"Hahaha! It's over, Zhenwu, Black Bat!!"
Roger's wild laughter echoed across the battlefield as he, Rayleigh, and Jabba moved like an unstoppable tide.
With a final, thunderous assault—sword, saber, and club collided against flesh and Haki—the Black Bat Admiral and Zhenwu Admiral were struck down simultaneously.
Zhenwu, once a stalwart warrior who stood tall during the Battle of Hachinosu, had fallen far from his prime. Time and battle fatigue had dulled his edge.
As for the Black Bat Admiral—though recruited through the World Conscription initiative, which had given rise to prodigies like Fujitora and Ryokugyu—his Haki mastery and experience were shallow.
Their names held weight as Admirals… but their strength no longer justified the title. It was only the recent void in Marine High Command—created by casualties like Deros and Brownie—that allowed these two to bear the rank of Admiral.
This is why Kong, the Supreme Commander of the Armed Forces, was still revered as the strongest Marine even above the others.
Had these Admirals possessed power on par with Kong… they would never have fallen so easily.
"Seriously... Zhenwu and the Black Bat Admiral, both gone!" one surviving Marine gasped in disbelief.
"This is insanity! One Rocks has fallen… but four top-tier officers of the Navy are now dead!"
"What are we supposed to do? We don't have enough power left to fight these demons!"
The panic rippled through the surviving ranks. Marines who were still on the island reeled in terror as reality set in.
On the Marine side: Admiral Brownie, Admiral Deros, Zhenwu, and Black Bat—all perished.
Only Garp, Sengoku, Zephyr, Crane, and the unconscious Kong remained as the last pillars of Marine might.
Zephyr had previously been knocked unconscious by Ayr's terrifying attack, but the relentless warrior had rejoined the battlefield after regaining consciousness.
Kong had been struck down by Ayr's Susanoo-enhanced assault and fell into deep unconsciousness—but was since retrieved by Navy support units and stabilized.
Meanwhile, the pirate forces…
Aside from the death of Rocks D. Xebec, every major figure of the Rocks Pirates remained active: Ayr, Whitebeard, Golden Lion, Big Mom, Kaido, John, Silver Axe, and Ochoku.
And the Roger Pirates—Roger, Rayleigh, Jabba—stood undefeated.
No wonder the Marines trembled.
"These two didn't live up to the title of Admiral. They were nothing like Garp…" Jabba muttered while wiping blood off his axe.
The Roger trio had engaged Rocks himself in a brutal showdown—and yet, still had strength remaining to dispatch two Admirals.
Part of it was the decline and incompetence of the Admirals, but more importantly… the lack of coordination between Zhenwu and the Black Bat proved fatal.
Their teamwork paled in comparison to the iron-clad synergy of Roger, Rayleigh, and Jabba.
"Roger, after this… the Roger Pirates' name will resound across the world," Rayleigh said, watching the corpses of the Admirals lying at their feet.
To kill Rocks D. Xebec—and slay two Marine Admirals in the same campaign?
This feat would go down in history, elevating them to the uppermost echelon of infamy and power.
"This sea now belongs to the Roger Pirates," Roger said with a slight grin, blade dripping with blood.
Before today, the Roger Pirates were merely the strongest crew under the Rocks umbrella.
But now?
With Rocks dead and his crew scattered or weakened, no other pirate faction in the New World could contest them.
Roger's words were no boast—they were a declaration of fact.
"This battle was a true harvest," Rayleigh said, surveying the devastation. "We've eliminated Rocks, crippled the Marines, and even earned the favor of a monster like Ayr."
"Yeah," Jabba nodded. "Having someone like Ayr owe us could be a game-changer in the future."
They had witnessed it all—Ayr's fully-armored Susanoo, wrapped in Conqueror's and Armament Haki, had cut through Kong's might like a blade through paper.
The fact that such a power now existed outside of Rocks' shadow was terrifying.
And if Ayr survived and grew stronger?
He might one day be a greater threat to the world than Rocks ever was.
But if Roger's crew could secure his loyalty—or at least his favor—they could wield that threat as a deterrent against anyone, including the World Government.
"But…" Rayleigh suddenly turned serious, glancing at the sea surging around them.
"This island is going to collapse soon."
The final battle between Ayr and Kong had split the Valley of the Gods wide open.
Ayr's titanic Susanoo blade had cleaved the island's bedrock, causing an undersea rift to open beneath it. The ocean had begun swallowing the land whole.
The seawater was rising rapidly. Cracks split through the cliffs. Ruins fell into the ocean like dominoes.
The entire island was about to sink.
"It's time to pull out," Roger nodded, voice calm but commanding.
Their mission was complete.
There was no more reason to linger in the Valley of the Gods.
—Elsewhere, amidst the desolate ruins—
Ayr slowly opened his eyes.
Though his body still ached from the exertion of using Susanoo and unleashing multiple Haki-infused strikes, the regeneration gifted by his Sage Body had begun to mend his wounds.
He remained isolated.
The remnants of the Rocks crew were either still clashing with the Navy or off chasing the rumored location of Uranus.
That left Ayr alone, untouched.
And that brief solitude was all his unique physique needed.
Even limited rest had allowed him to reclaim a large portion of his stamina and Haki reserves.
As his breath steadied, Ayr pushed himself up and began walking.
Eventually, he arrived at a part of the battlefield strewn with rubble and blood—a place where Roger and Rocks had fought their fateful duel.
What Ayr saw next made his eyes narrow.
A contingent of Marines had gathered around the lifeless body of Rocks D. Xebec.
Though the terror of the seas had long fallen, his body remained untouched until now due to the chaos of constant battles.
But now, with a lull in the fighting, the Navy was ready to retrieve his corpse.
They would take his body back to the Holy Land and spin the narrative however they wished—portraying the battle as a decisive victory of justice, regardless of the real outcome.
The Marines had lost dearly in blood and manpower.
But the death of Rocks would be used as a propaganda weapon to proclaim peace and power.
Even in defeat, the World Government would find a way to manipulate the story and suppress the truth.
Ayr's fists clenched as he watched them. He didn't move—yet—but he would not forget.
He would remember who fell… who survived… and who turned this day into a lie.
Because one day, the world would remember the truth.
And the man who would remind them—
Was still standing.
