On the highest floor of the Marine Headquarters, inside the Fleet Admiral's office, Brownie sat at his desk, meticulously reviewing documents while conversing with Vice Admiral Kong.
Kong, the man destined to become Fleet Admiral after the collapse of the Rocks Pirates and later the supreme commander of the entire Marine force, was a warrior of terrifying prowess—a titan who had stood unshaken amidst the fiercest storms of battle!

A sharp knock echoed through the room.
Brownie furrowed his brows slightly, his gaze shifting toward the door before he spoke, his voice steady and authoritative.
"Enter."
With a creak, the heavy wooden doors swung open, revealing a Marine officer stepping inside with a document in hand. The officer snapped to attention, saluting both Brownie and Kong with military precision.
"Report." Brownie rested his chin against his interlaced fingers, his expression unchanging.

"Rocks, Rocks... Let's see if you can escape me this time! Dispatch an Admiral immediately! Mobilize the forces! We will bring this pirate crew down—today!"
"Yes, sir!" The officer saluted, turning to leave.
But just as he reached the door—
"Wait."
Kong's voice cut through the air like a blade, halting the officer in his tracks.
Brownie turned to his vice admiral with a questioning gaze.
"What is it, Kong?"
Kong crossed his arms, his sharp eyes reflecting his calculated mind.
"Fleet Admiral, you know as well as I do that the Rocks Pirates are unlike any ordinary crew. A reckless full-frontal assault could cost us dearly. I strongly advise against acting rashly."
Brownie narrowed his eyes but said nothing, signaling Kong to continue.
"Instead, I propose we first send scouts to gather intelligence—learn the terrain, analyze their positions, and determine their defenses. Once we have enough information, we can execute a precision strike, minimizing our casualties while maximizing the damage dealt to them."
The logic was undeniable.

"That's correct," Kong affirmed. "These four are the future of the Marines. If anyone can gather intelligence on Rocks without being caught, it's them."
Though still young, their potential was undeniable.
But was it too soon to pit them against a monster like Rocks?
Brownie tapped a finger against his chin, deep in thought.
"They are indeed exceptional... But if they are discovered, they will be killed instantly."
A grim silence fell over the room.
"That is the risk of being in the New World." Kong's voice was firm. "They cannot avoid the Rocks Pirates forever. Sooner or later, they will have to face them.
