Chapter 17: Chapter 17: Doctor: Some People Just Drop Dead Midway



A group of high-ranking government officials from various countries sat in the meeting room, all wearing long, dark faces, as they listened to Colonel Phillips explaining the situation, passionately and in detail.

The colonel emphasized that the core formula of the super serum had been developed and kept solely by Dr. Erskine, and that no one else knew it.

But now that Dr. Erskine had suddenly died under tragic circumstances, the formula had been lost before he could record it.

Thus, the Super Soldier Program had effectively died with him.

Faced with this reality, the officials were powerless. They had arrived full of hope and left empty-handed, without even the strength to be angry.

Seeing the ruse had worked, Colonel Phillips let out a long sigh of relief.

But he also knew—if this ever got exposed, being executed a hundred times might not be enough to cover it.

That same day, the news of Dr. Erskine's "death" was deliberately leaked.

The apparent failure of the Super Soldier Program left the officials deeply disappointed.

In their frustration, they withdrew all funding from the project, which dealt a heavy blow to the already struggling Strategic Scientific Reserve (SSR).

Colonel Phillips was, of course, unhappy about this, but with things as they were, there was nothing he could do. He disbanded the non-essential personnel from the Reserve and the lab, keeping only the core members.

But then, Colonel Phillips thought of someone.

The SSR might be broken, but Howard Stark wasn't.

He acted immediately.

Colonel Phillips took a plane straight to Howard and pitched him with a mix of persuasion and flattery.

He claimed he was planning to create an independent, new division, but the situation was dire—funds were tight, and there was nothing he could do.

If Howard agreed to invest, he could become one of the founding members and gain a say in how things were run.

Tempted by the offer, Howard was interested, but still somewhat hesitant.

That night

Wang Ye, Colonel Phillips, Agent Carter, Howard Stark, and Dr. Erskine met in a conference room to discuss their roles and responsibilities in the new organization.

After a long night of debate and discussion—

The organization's name, suggested by Wang Ye, was put to a vote and decided:

S.H.I.E.L.D.

(Strategic Homeland Intervention, Enforcement and Logistics Division)

Key Roles:

Colonel Phillips: A veteran officer with extensive military connections.

Responsible for military liaison, logistics, and occasional battlefield command.

Agent Carter: An elite agent.

Tasked with forming a new intelligence division for S.H.I.E.L.D., including training top-tier spies.

Howard Stark & Dr. Erskine: Both top-tier scientific minds.

Dr. Erskine would work on Phase 2 of the Super Soldier Serum.

Howard would develop new tech and upgrade communications systems.

Steve Rogers (now a super-soldier): Though absent from the meeting, he was assigned external combat missions.

For now, due to Erskine's "death," Steve was also required to undergo tests and sampling in hopes of reconstructing the serum.

Wang Ye, as the initiator and mastermind behind the entire plan, was unanimously elected as S.H.I.E.L.D.'s first Director.

The S.H.I.E.L.D. HQ was to be built in a secret underground base beneath an old army munitions depot.

The next day

With Wang Ye's help, Dr. Erskine developed five doses of a new, diluted version of the Super Serum.

This serum only doubled physical strength, but was completely safe, had no side effects, and could be administered via a simple intravenous injection. It caused minimal physical transformation and mild pain, making it suitable even for the elderly, women, or children.

Following that, Dr. Erskine, Colonel Phillips, Agent Carter, and Howard all received the serum.

Colonel Phillips and Dr. Erskine both saw their gray hair vanish and their facial wrinkles significantly reduce—they looked twenty years younger.

Agent Carter, who already had a stunning figure, became even more sculpted, causing everyone present to sneak a few glances.

Howard, by contrast, had a more modest transformation. Aside from gaining some muscle mass, not much changed. (Maybe he invested all his "stat points" into intellect and looks!)

After the enhancements:

Colonel Phillips was ordered to escort Steve to meet Senator Brandt.

Howard and Dr. Erskine, the two science maniacs, moved directly into the lab to continue their research.

Agent Carter began reconnecting with former allies to build her intelligence network.

Wang Ye, the new Director, supervised the construction of S.H.I.E.L.D. HQ, enjoying a surprisingly laid-back role.

"What's the status of the assassination investigation?"

Senator Brandt sat at his desk, frowning as he read the report.

"The spy bit a poison pill before we could question him. But from various clues, we confirmed he was a Hydra agent.

That's what they're best at.

It's all in the summary on your desk," said Colonel Phillips, gesturing to the messy stack of files.

"I've got more than enough on my plate, Colonel," the senator muttered, already overwhelmed—now Hydra too? He was beyond annoyed.

"Hydra was a secret scientific division of the *** under Johann Schmidt."

Agent Carter entered the room with her assistant.

"They operate like a cult. Schmidt is worshipped as an all-powerful god, and all their soldiers are religious fanatics."

Colonel Phillips nodded.

"And what do you intend to do about it?" asked Senator Brandt, setting the file down.

"This morning, I spoke with the President.

Starting today, the Strategic Science Reserve has a new mission—

We're going to fight Hydra to the very end!

Pack your things, Agent Carter. We're flying to London tonight."

With that, Colonel Phillips got up and walked toward the door.

Hearing that he was being left behind, Steve Rogers panicked.

"Sir, if you're going after Schmidt, then I should go too!"

Colonel Phillips turned back to look at Steve.

"You're too important right now. The place you're needed… is Camp Alamo."

"But—!"

Steve tried to argue, but was cut off.

"What I need is an army. What I've got is one man.

And one man isn't enough for this war."

Without another word, Colonel Phillips walked out of the room.
