The Nova Empire had a highly refined process for guiding less-developed civilizations into the interstellar age. With Professor X and Coulson handling the transition, things were unlikely to go wrong.

"I've finished studying the Fight card. Give it back to Sakura for me tomorrow, and while you're at it, borrow the Create card."

Not long after they had captured the Thunder card, Syaoran's cousin Meiling had come chasing after him and ended up staying. Since they were both juniors to the current body George inhabited, he naturally took care of them as well.
