Chapter 2381: -2381- Decisions of various nations

Natsuki's words left everyone present momentarily stunned, unable to react for quite some time.

But clearly, she wasn't joking.

"Nichiyo,"

Natsuki looked straight at Rozen.

"For the time being, I suggest you lay low."

She actually said it.

"Lay low?" Rozen furrowed his brow at first, but quickly caught on. "Because of the matter with the Sanctuary Treaty's army, right?"

Natsuki nodded.

Honestly, it wasn't that hard to understand.

Ultimately, it all stemmed from the last incident.

Because Rozen single-handedly crushed the Sanctuary Treaty's army—formed from several member nations under the Sanctuary Treaty—and forced them to retreat in disgrace, while world governments no longer dared to recklessly target Rozen, the general populace wasn't so forgiving.

To the average citizen, the Sanctuary Treaty dispatched forces under a righteous cause: to contain large-scale destructive magical tools for the protection of both humanity and Demons. They were seen as defenders of justice.

But being utterly routed by Itogami Island, with heavy casualties, sparked immense public outrage. People demanded retribution for what they perceived as a massacre and insisted that Itogami Island face appropriate punishment.

Even though the Sanctuary Treaty forces had since revoked their designation of Itogami Island as a threat, many believed Rozen still needed to answer for the lives lost.

This reaction was predictable.

Imagine it—your own country sends troops to protect world peace, only for them to be slaughtered. Which citizen wouldn't be furious?

As a result, people calling for vengeance and justice for the fallen soldiers were everywhere, and the world was in an uproar.

Only the higher-ups in various nations knew the real reasons behind their actions.

Thus, while they couldn't act against Rozen again, they still had to appease domestic anger, leaving them overwhelmed.

In the past few weeks, numerous political leaders had resigned or been implicated. Domestic situations were in utter disarray.

Amidst such chaos, anything could happen:

For example, disillusioned citizens began rioting, protesting in the streets, and even questioning the legitimacy of the Sanctuary Treaty itself. This gave rise to cult-like groups claiming they'd overthrow corrupt governments and correct the world's errors.

Some non-member neighboring nations took advantage of the situation, applying pressure and sowing discord to create instability—essentially kicking others while they were down.

Then there were power-hungry opportunists who emerged, promising that if people supported them, they'd lead the nation to crush Itogami Island and defeat Rozen, riling up the masses to gain wealth and political power.

In short, member nations of the Sanctuary Treaty were thrown into turmoil. If not for the three major Night Empires suppressing things from the top, full-scale wars and civil unrest might have already broken out.

To resolve this, the global powers gathered at Itogami Island to seek a compromise.

They proposed that if Itogami Island made an official announcement clarifying the incident, the international community would:

Help debunk rumors and prevent Itogami Island from becoming a global pariah,

Avoid unnecessary wars,

Provide substantial support in terms of resources, manpower, and cooperation,

And even share critical magical research and cutting-edge technologies.

In return, Itogami Island would need to issue a formal statement explaining Rozen's actions and put a lid on the incident with the Sanctuary Treaty forces.

After thorough discussions, a decision was reached:

Itogami Island would declare to the world that Rozen attacked the Sanctuary Treaty forces due to a loss of control over his power.

"Loss... of control?"

Akatsuki Nagisa was still struggling to wrap her head around it.

But Rozen more or less understood Natsuki's and the others' intentions.

La Folia provided further clarification:

"Because the Duke of Ardeal and Itogami Meiga initiated the Cleansing without authorization, it's reasonable to believe that the Divine Child who inherited the Fourth Primogenitor's power lost control due to interference from the Cleansing."

The Fourth Primogenitor was created to slay the God of Sin, Cain, and to neutralize the threat posed by the Cleansing.

In other words, it made sense that the powers of the Fourth Primogenitor and the God of Sin would clash.

Moreover, Rozen had acquired the power by force—he wasn't even a vampire. Many already doubted his ability to fully control the Fourth Primogenitor's Beast Vassals. Even Iblisveil Aziz's previous doubts were proof of that.

With this context, if Rozen went berserk after the Cleansing was activated, it would only reinforce the public's assumption that he couldn't properly control his power.

So, Rozen's attack on the Sanctuary Treaty forces would be seen as an accident born of loss of control.

Later, with both Vatler and Itogami Meiga—who had initiated the Cleansing—killed, Rozen would have returned to his senses and been subdued by Itogami Island.

This, then, was the story they planned to present to the world.

"In this way, the public will believe we've already brought the Divine Child under control," said La Folia smoothly. "If they think he didn't act intentionally, but due to loss of control, they'll be more willing to accept the situation."

"And afterward, if the nations manage the PR and media well, the whole affair will blow over," Polifonia added gently, as understanding dawned on the others.

"Of course, that story only holds if this guy doesn't show his face too openly again. If he does, the whole narrative could fall apart. He needs to vanish for a while, which also helps divert attention and reinforce the idea that he's under strict supervision. Then, once things cool down, we can 'release' him again, claiming he's been thoroughly examined and deemed stable. By that point, even if some remain upset, it won't cause any real trouble."

That was Natsuki's full explanation.

That was why she told Rozen to "lay low."

To create the illusion that he was under strict control, Rozen couldn't show himself in public at all.

And the best place for Rozen to lay low was far from Itogami Island or any other major country.

Aldegyr, located in a remote corner of Northern Europe, fit the bill perfectly. Though it was part of the Sanctuary Treaty, it hadn't taken part in the last incident. Its citizens saw the event as distant spectators, and with the royal family covering for him, Rozen could remain there without causing a stir.

That's why Natsuki had invited the Aldegyr royals—to visit Kanase Kanon, yes, but also to serve as Rozen's temporary refuge.

In fact, Natsuki's original plan had been to lock Rozen inside the Prison Barrier for a while—preferably long enough for him to become her exclusive possession... ahem—she meant, to settle him down properly.

Eventually, she scrapped that idea out of concern for his mental health. She was worried prolonged confinement might break him somehow.

Completely unaware that he'd just dodged a bullet, Rozen sank into deep thought.
