Chapter 835: Implementation of new policies



As soon as he returned to the clan, he went to the Garcia Palace to talk with Leiza, who could be worried by his disappearance again.

Fortunately, he found Leiza a lot calmer than he thought, thanks to Affea and Izora's constant emotional support to her, and how common it is for Arcana masters to disappear every now and then to train in the wilderness.

They sat down and talked. Nothing significant happened in the clan, atleast as far as Leiza was concerned, apart from Orion staying at Violent Pavilion and having not returned home once during the three days.

Azzy grabbed her shoulders with a reassuring smile. "Let Orion do what he wants, my love. He is safe and sound in the clan, staying away from any mess. That's what it matters."

Leiza sighed, leaning into his arms. "Rael, after staying in this place for 3 days, with not many people to talk to, with you and Orion busy with your things, without even having to watch any television or browse the internet, I think I want to work again. You had the company building in your dimension bag, right?"

Azzy nodded. "Yes. But, I think you should wait for a tad bit of time."

"More time?" As Leiza became disappointed, the drooping eyes made it evident to her emotions, Azzy added. "Until then, how about I give you the access card to Dr. Mac's laboratory?"

"Dr. Mac?" Leiza looked at him. Azzy shrugged. "She is a scientist I secretly work with, living in a seperate pocket dimension. She is basically from an even more advanced civilization. I'm sure it'll be beneficial to you if you work with her, perhaps, see progress in AI applications further. But, the only problem is that she doesn't like people much or commercializing her work, well, atleast not too much, just enough for continuing to research. She is more of a researcher, you know. She's crazy about new things. So, I can cut a deal with her."

"Hmm… that can work out…" Leiza nodded.

During the next thirty-five to forty days, the clan saw enormous changes with every official seen working for something. First of all, it saw a migration of several families from the outside world.

The families migrated were all placed in the Blood Clan Compound; the first to arrive gets to choose whatever house they wish, except for the previous clan head's mansion. Of course, Azzy had cleaned up everything by himself, removing every bit of trace of the Blood Clan from that compound. It is renamed as the Phantom Clan, but in reality, it is the Clan of Forsaken, for those who are not welcomed into their clans but still want to be a part of the Death Clan.

Many of them didn't even wait for 8th June to come back to the clan and get their pardon, changing their surname too. And on 8th June, those who were unsure all answered their summons. Azzy spoke with them, giving them a choice of return. Those who didn't even bother to answer his summons were permanently banned from entering the clan village.

Secondly, the abolishment of professions dedicated so far to each Clan. While the law was implemented, the majority of the clansmen are still afraid of changing their professions. So, they largely maintained the same thing they have always been doing, apart from some of them, who transitioned from being a hunter to setting up their own business.

However, considering the entire business street was under the control of the Ash Clan, instead of letting those new businesses inside, Azzy gave a large piece of unused land, gave the Public Works Department the task of clearing out the field, and made it usable for a new business district.

The village was filled with Arcana masters everywhere. Clearing the field was as easy as walking in a park for them. In just three days, the entire field was created, and using earth attribute techniques, they also partitioned the entire field into 144 pieces of property; some have big areas, and some have little. They gave numbers to each plot.

The palace then introduced the leasing system. For the next ten years, whatever farm lands and properties, businesses existed, they belonged to the owners. But after that, they have to pay money and renew the lease for another ten years.

And for those new plots of land, those who were interested in setting up their business were informed to contact the Public Works Department building and put up an advanced lease amount and get the plot for the next ten years. Once they get the lease, they can build whatever they want on their land, of course, provided that it is only used for business purposes. Residential permits were not given.

So far, for thousands of years, people in the death clan have used their merits to turn into so-called store shards, a currency that is used for purchases or selling in all types of stores. At the moment, each clan's merit is worth 145 store shards. And these store shards used to look like coins, but it was made of gold, silver, and bronze mixed in a fixed ratio, but under Qridus' ruling, they adopted the paper currency, made from the Tree of Cilemo, that only grow in the Death clan, and the currency papers imprinted with unique design and the palace's seal. The Revenue Department is the one that prints handmade paper currencies, in the denominations of 1, 5, 10, 50, 100, and 1000.

However, Azzy abolished the paper currency system. Instead, he brought back the traditional coinage system. Just purely, Adamantium, mythril, gold, silver, and copper. The coins weren't created by any Forge or something. All of them were created by Azzy's Earth jewel, with a simple thought in his mind. To mass produce them in millions, he only chose a simple design of the Reaper engraved on the back and the words "the Clan of Death" on the front.

After dumping them all into the bank, the clansmen were given 30 days to exchange their store shards for the coins. After that, the paper currencies will be obsolete, carry no value anymore.

An adamantium coin was given the worth of 1,000,000 store shards.

A mythril coin was then given the worth of 50,000 store shards.

A gold coin was given 1000 store shards.

A silver coin was given the worth of 10 store shards.

A copper coin was given the worth of 1 store shard.

To transition quickly, Azzy gave an offer for the first 7 days. Those who exchanged their store shards during the first 7 days they are to be given 50% extra coins.

However, he also reduced the conversion rate of Merits so that people don't just sell away their merits at the Revenue Department building. Each Merit is only worth 80 store shards during this 30-day period.

For millennia, the concept of inflation never troubled the Death Clan because they had no dealings with the outside world regarding the village operations. Most importantly, the merit system has always been there for generations.

And this made it only easier for Azzy to introduce the new currency system, as a clan merit is the one that is still the base anyway.

And then thirdly, the Elder Council has been formed. Affea currently occupied the seat of an elder, representing the Garcia family. The Clan of Forsaken was also slowly forming over the days, getting used to the clan atmosphere, phantom surname, and new clan members, and there wasn't any unified system that took place in that clan. So, their seat was kept empty. On the other hand, the rest of the clans selected their representatives to the Elder Council.

From the Ash Clan, the Clan Lord, Irene Ash's twin brother/husband, Albin Ash, got the seat.

From the Silver Clan, their Grand Elder Hestia Silver grabbed the spot.

From the Night Clan, the retired clan matriarch, Yashna Night, came forward.

From the Starlight Clan, on the current clan lord's request, Azzy's granduncle and former Patriarch of the Crescent Clan, became a part of the Elder Council.

Contrary to others who sent powerful individuals who held a lot of influence in the clan village, the Haze Clan sent a 6-star Arcana master, who wasn't even an elder of their clan, to the Council. He was Ronald Smoke Haze, an ordinary clansman who was only a guard captain of the Clan mansion, but suddenly rose to power, for some unknown reason.

Whether she had some plan or she was mocking others, Azzy didn't care about Emiya Haze's reasons as long as he got them on board with it.

As for the candidates for the prince/princess title, no one has yet given their recommendation.
