Chapter 352: Ch 352 : Terumi Mei
Province of Water.
Compared to the original Land of Water, this province was now significantly larger.
The empire had incorporated several surrounding smaller nations into its territory.
A chief governor, dispatched from Konoha, managed all governmental affairs, while the former Fourth Mizukage, Karatachi Yagura, held an honorary position within the Ninja Guild.
His primary role was to pacify the former Kirigakure ninjas who had become rogue ninja.
Yagura was well aware of his position and responsibilities—he only did what was required of him, content to serve as a symbolic figurehead.
Two days ago, strange creatures suddenly appeared across various parts of the province.
The Ninja Guild called upon the rogue ninja to subdue them, but few responded.
In the end, it was Yagura himself who stepped forward and persuaded former Kirigakure ninjas to protect the civilians.
Fortunately, some new imperial decrees soon resolved the issue.
Now, registered ninjas of the guild eagerly formed teams to hunt down these creatures—called Hollows—as successfully capturing one could yield a handsome reward.
This development meant Yagura no longer needed to concern himself with the matter.
Deep down, he held great respect for the empire's young emperor.
He had to admit that, in every aspect, the emperor far surpassed him.
Resistance never crossed his mind—the gap in power was simply too vast.
"Lord Mizukage."
A young and beautiful girl knocked on the door before stepping into his office.
"These are the newly delivered documents."
She carried a stack of documents in her arms and placed them on Yagura's desk.
Yagura frowned and said, "I've told you before, stop calling me Mizukage. There are no more Kage in this world. If the wrong people hear that, it could cause trouble."
The girl simply grinned. "It's just a habit! Besides, there's no one else in your office. It's fine to say it here."
Yagura sighed helplessly. "Mei, you're going to get me in trouble. Take my words seriously."
"Yeah, yeah, I got it." The girl waved off his concerns nonchalantly, picking up one of the documents from his desk.
Her name was Terumi Mei—formerly a kunoichi of Kirigakure.
Unlike most who became rogue ninja after the ninja reformation, she had taken up a clerical job at the Ninja Guild.
Naturally, this was because Yagura was looking out for her, ensuring she wouldn't have to struggle like the others.
After skimming through the document, Mei's eyes widened in surprise.
"Why are they planning to build so many more Solarity Towers?"
Yagura replied, "That's His Majesty's decision. Whatever he's planning, we don't need to understand it. We just follow orders."
Yagura had already witnessed the power of the Solarity Tower.
With it in place, the empire's stability was guaranteed—rebellions were practically impossible.
Ordinary ninja stood no chance of shaking that towering structure.
The Solarity Tower and the Brutal Justice…
With these two forces alone, Yagura couldn't imagine what could possibly threaten the empire.
Mei set down the document and picked up another.
"The First Imperial Ninja Combat Tournament… What's this?" she asked.
Yagura explained, "It's similar to the old Chunin Exams that Konoha and Sunagakure used to hold together, selecting outstanding ninja to join Konoha. But while the Chunin Exams were only for Genin, this tournament is open to all registered guild ninjas."
Mei nodded thoughtfully. "I see…"
Her gaze moved carefully over the document, reading through the tournament format, process, and various requirements.
Seeing her interest, Yagura asked, "What, thinking of joining?"
Mei chuckled. "I'll pass."
Yagura observed her for a moment before suddenly saying, "In the current empire, if you could enter Konoha, your future prospects would definitely be much better than staying here."
However, Mei responded with an indifferent expression, "What's so bad about staying here? The village may be gone, but everyone is still together."
However, Yagura shook his head and said, "It's not the same anymore, completely different. Konoha is now the center of the world. If you can make a name for yourself there, it will also bring great benefits to your family."
"..."
He continued, "I'm serious. Think about it carefully. If you really want to participate, I'll support you. I'll also help you talk to your family."
Mei fell silent.
In the former Kirigakure, there were many clan-based ninja.
Mei came from a distinguished family, and with her exceptional talent, she had already become a Jonin years ago.
She was known as a genius among the village's younger generation.
Yagura had originally considered grooming her as his successor.
"Don't dwell on meaningless things, and don't listen to the old folks' nonsense. Kirigakure no longer exists. You have to see yourself as a ninja of the Sun Empire. Holding onto outdated prejudices will get you nowhere."
Mei lifted her head and smiled at him. "I'll think about it seriously. Thank you… Lord Yagura."
She turned to leave but suddenly came back.
From the stack of documents she had just delivered, she pulled out one and placed it in front of Yagura.
"Almost forgot, this one is urgent. Please prioritize it."
Mei left, while Yagura looked down at the document on his desk, his brows furrowing.
"These guys just don't know when to quit… They even dare to call themselves the 'Pirate King' now…"
.................
Imperial Palace.
Makoto once again summoned Kurotsuchi Mayuri and his expressionless, beautiful lieutenant, Kurotsuchi Nemu.
With a faint smile, he spoke, "How was your tour around Konoha, Captain Kurotsuchi?"
Mayuri replied, "Eye-opening."
He meant it—many things in Konoha had truly amazed him.
"If possible, I would love to stay here and slowly immerse myself in this civilization and technology."
As a Shinigami with a long lifespan, spending a few years studying something was hardly a waste in his eyes.
Makoto said, "That's not difficult at all. Konoha will be establishing a department specifically for communication with the Soul Society. Why not have you oversee it, Captain Kurotsuchi?"
Hearing this, Mayuri narrowed his eyes slightly.
Each division had its own clearly defined responsibilities.
A department like the one Makoto described would typically be managed by the Thirteenth Division or possibly even the First Division—there was no way it would fall to him.
"What is the reason for Your Majesty's summons?" he asked.
"It's nothing too serious, just an introduction," Makoto said warmly.
At that moment, another person stepped into the room—a tall figure with slightly wavy black hair, dressed in Konoha's combat uniform.
On the back of his clothing and at the cuffs, there was a distinctive fan emblem.
"This is Uchiha Shisui, one of the Seven Crown Guards, my personal escort."
Mayuri felt a sense of doubt, unsure of what this emperor of the living world intended.
He turned to look at Uchiha Shisui, and the moment their eyes met, he saw that the man's pupils were a deep crimson, forming a strange four-pointed pinwheel pattern.
Those eyes were too eerie.
As Mayuri gazed into them, he found himself unconsciously drawn in, his mind slipping away…
