After a brief chat with Stussy, who was under the influence of Kotoamatsukami, Shin exchanged contact information with her and instructed her to coordinate with Doflamingo. They could likely manage a significant portion of the underworld's influence with their combined capabilities—at least seventy or eighty percent.

This network would form a solid intelligence backbone. Shin could tap into this powerful intelligence network if obstacles arose or devil fruits needed to be located.

In fact, if Shin weren't wary of the World Government's hidden powers, he would have taken them on long ago. Overthrowing the World Government and then using Kotoamatsukami to influence key departments would allow him to gain complete control over this world.

Shin had already implemented this approach in the Naruto World, where his influence ensured peace. Half of the peacefulness stemmed from the virtual realm he created, and the other half from transforming influential figures into moral paragons dedicated to serving the people.

Moreover, in a place as corrupt as the One Piece world, Shin felt confident that he couldn't possibly govern worse than the World Government.

"Too bad... I still don't know who Imu really is. Doflamingo has mentioned the World Government's 'national treasure,' a super-weapon powered by life energy. But even he doesn't know much about Im... Twenty years and still no explanation! It's all that old fox Oda's fault for creating mysteries he never resolves."

According to Doflamingo, he once witnessed the effects of the Ope-Ope fruit, but he hadn't encountered Im. This suggests that there are more mysteries hidden beneath the surface.

Shin then offered Stussy help in eliminating other underworld emperors. However, she declined with a sly smile. "Besides these so-called underworld emperors, we have CP agents embedded in their ranks. As soon as we decide, there's no way they'll return home."

She continued, "And some have arrangements with the World Government; they'll keep their mouths shut."

Shin was impressed with the infiltration skills of the World Government's agents. In the past, he thought that people in this world appeared clueless and naive.

Still, it was nothing compared to the Naruto World, where espionage was truly rampant.

As for the ones who might leak information... Shin immediately thought of the white-feathered Morgan. That bird was always on edge, more obsessed with scoops than his life.

With the intelligence network provided by Stussy and Doflamingo, Shin could finally locate a person he'd been keeping an eye on: Kaido, the strongest creature on land, sea, and air, whom he'd previously driven out of Wano.

When Shin had initially expelled Kaido from Wano, he hadn't planned too far ahead. Mainly, he felt that Kaido's usefulness was depleted, and for Yamato's sake, he allowed him and his Beast Pirates to escape.

But after building a bond with Kozuki Hiyori, Shin reconsidered. A new, mischievous idea crossed his mind: Kaido, who had invested so much in an artificial devil fruit army only to face defeat by Tama's Dango-Dango fruit, could be put to an ironic use.

If Shin gave Kaido an artificial Azure Dragon Fruit and then fed him one of Tama's dango…

At the very least, Shin thought Kaido would be a proper protector of Wano at this time.

Kaido's attempts to build his strength in Elbaf explained his long absence. Now, however, he had assembled a group of mighty giants and reappeared on the seas, claiming dominion over a few small island nations.

Shin wasn't too surprised by Kaido's success in recruiting giants. Being similar in size and possessing immense physical power, Kaido's presence would naturally attract admirers among the giant warriors.

In the past, Kaido may have avoided recruiting giants because of his association with the experimental Ancient Giants. But these so-called Ancient Giants failed miserably in his last clash and were nearly wiped out. Now, Kaido had no reason for hesitation.

With Kaido reclaiming territory, it became easier to track him down. Shin, who was in Dressrosa at the time using Pudding's Memory-Memory fruit to erase memories, quickly transformed into a dragon and confronted Kaido again.

Shin now possessed the artificial Azure Dragon Fruit and had secured a stash of dango made with Tama's devil fruit before leaving Wano. All the conditions were in place to see his plan through.

Shin chose not to bring along Ulti and Page One this time, considering their ties to Kaido.

However, he decided Violet's presence was indispensable. Her observational powers were a great asset in tracking Kaido. Naturally, Kyros, ever-concerned for his family, wouldn't stay behind.

And Pudding, who had just recently joined Shin's ranks, was eager to witness this unfolding drama.
