A pale white, exceedingly sharp wind blade was flung out by Uchiha Madara. However, this decapitating strike wasn't aimed at Hiruzen Sarutobi or the others.
With several soft squelching sounds, the sharp blade smoothly sliced open the ground. Accompanied by splashes of fresh blood, the strike also effortlessly cleaved several ninjas attempting to sneak past into two!
Hiruzen Sarutobi and the others instantly paled. Even the usually composed Sakumo Hatake's expression changed drastically, cold sweat beading on his forehead.
The individuals Madara had just killed were none other than a few lightly injured ninjas. The three of them had received Sakumo Hatake's covert instructions, intending to sneak beneath the air-raid shelter to inform the three hundred thousand civilians to evacuate quickly.

"If my memory serves me right, you wield a blade, don't you? Your swordsmanship seems quite decent, yes? Well then, as punishment, I'll sever one of your arms!"
As he spoke, Uchiha Madara flicked his right index finger. A wind-style cutting thread instantly extended from his fingertip.
Under Uchiha Madara's control, the wind-style chakra thread instantly wrapped around Sakumo Hatake's right arm. Madara curled his index finger back, and the sharp chakra thread immediately severed Sakumo Hatake's right arm!
Splurt! Fresh blood spurted everywhere. Sakumo Hatake's right arm fell limply to the ground.
Sakumo Hatake's face was deathly pale as he clutched his right shoulder. Blood gushed freely from the stump of his severed arm as if it cost nothing. Despite such a severe injury, Sakumo Hatake didn't even grunt, though his body swayed precariously.
Tsunade immediately rushed forward to bandage Sakumo's arm and stop the bleeding.
Watching the situation unfold, Hiruzen Sarutobi inwardly sighed with relief. With Sakumo Hatake's arm as payment, this incident should be considered over, right?
But evidently, Hiruzen Sarutobi was thinking too optimistically. Konoha's underhanded maneuvering had greatly displeased Uchiha Madara. He slowly stood up, looming over Hiruzen Sarutobi, his tone chilling:
"Hiruzen Sarutobi, I am already very displeased! The Scroll of Seals! Two billion Ryo, sixty million tons of grain, two hundred thousand tons of copper, iron, and precious metals! All land north and west of the Green Cascade Mountain Range! This compensation, not one bit less!
I demand an answer from Konoha right now! Do you agree or not! If you agree, sign! If you disagree, I will eliminate you first, then the Konoha civilians, and finally the Daimyo! I will personally take what I desire!"
Uchiha Madara shoved the ultimatum right in Hiruzen Sarutobi's face, leaving him absolutely no room to maneuver!

"Since you've agreed, then sign! Right, remember to do it like Iwagakure and the Land of Earth – proclaim it throughout the entire ninja world!"
"Yes… I understand…"
