"So that was your plan. Unfortunately, you won't live to see that day," a third voice suddenly interrupted the secret conversation between two conspirators.
"Who's there?!" Both Yuta and Ken spun around to face the source of the voice.
Kakashi entered through the secret chamber's main door, his face cold.
"Kakashi?"
The two realized their plot had been exposed and immediately drew their kunai to resist.
But Kakashi's left eye flashed red, and before the two could react, their left arms—holding the kunai—were twisted at the waist by a warped space and snapped in half. Blood sprayed as they screamed in agony, their kunai clattering to the floor.
"I'm warning you," Kakashi sneered. "Confess your crimes honestly, and you might still have a way out."
With Kakashi's words, the ANBU waiting outside moved in, capturing everyone within the two clans' compounds. Any who resisted were killed on the spot.
"Take them away!" Kakashi waved his hand, leading the team and the captured ninjas to the police force.

Upon receiving news that Kakashi had apprehended the masterminds behind the riot, Uchiha Seiryu rose from his office chair and walked to the window, looking down at the situation below. He asked, "Inaho, how are preparations on the police force's side?"
Uchiha Inaho, upon hearing this, summoned his ninja cat, glanced at the information it delivered, and replied, "The police force is ready—they can deploy at any time."
"Let the ANBU explain the situation to the villagers first. Tell them this whole affair was instigated by foreign ninja villages. Advise everyone not to be deceived. If they disperse now, I can pretend nothing happened," Seiryu ordered.
Soon, an ANBU, acting on orders, approached the gathered villagers.
"The Fifth Hokage has finished investigating—the whole matter was instigated by outside ninja villages. If you disperse now, the Hokage can let this matter go," an ANBU member said coldly to the villagers holding protest signs.
"You think we'll believe you?" The one at the front, wearing a white headband inscribed with "Honor the Hokage, Defeat the Traitor," angrily shouted, "Uchiha Seiryu took power through a coup! Only the Third can lead us! Seiryu, step down!"
"So, you plan to make a mistake to the very end?" the ANBU narrowed his eyes under his mask, coldly memorizing the faces of the ringleaders. He also noted the calluses and scars on their hands—a clear sign of ninja training, meaning most of these leaders were actually shinobi.
"Hmph! What's Seiryu going to do—send the police to beat us all up again?" the leader blustered, then rallied the crowd, "Don't be afraid! We want the Third to see we all support him! Only he can lead us to victory!"
"Seiryu, step down!"
"Seiryu, step down!"
Fueled by his words, the villagers began chanting loudly.
Soon, someone looked up and saw Uchiha Seiryu watching by the window. An egg flew toward the Hokage building, smashing against the glass in front of Seiryu, yolk and white slowly sliding down as his expression grew darker.
"Hokage-sama, please calm down. The police force will arrive soon," Inaho said quickly.
"Angry?" Seiryu sneered. "I'm not angry at all."
"Do these villagers not even fear the ANBU anymore?" Seiryu said coldly, returning to his desk.
The Hokage's office fell silent—no one dared speak.
"If they aren't even afraid of ANBU, these aren't ordinary villagers anymore," Seiryu said darkly. "They're rioters!"
"If we give up now, all the village's ninja will lose face. We can't hesitate any longer—we must strike hard!" Seiryu slapped the desk. "Inaho!"
"Here!" Inaho stepped forward.
"Tell the police force to move faster!"
"Yes!"
On the police force's side, emotions were already running high. Upon hearing that their revered Fifth Hokage was besieged by a mob at the Hokage building, every officer wanted nothing more than to rush to the scene and show these villagers the meaning of loyalty with their batons.
But without the Hokage's order, they could only wait.
Soon, after receiving the ninja cat's reply, Vice-Leader Aburame Kaze emerged from his office with a grim face and gave the order: "Everyone! Target: Hokage building! Police force, move out!"
At once, every member grabbed their batons and streamed out the door.
Nearly a thousand police officers soon gathered at the Hokage building entrance.
Faced with the baton-wielding, aggressive police force, the unruly crowd began to panic.
But the disguised ninja ringleaders of the Koharu family stepped forward and shouted, "Don't be afraid! There are so many of us; I don't believe they'll dare do anything!"
The police officers, not bothering to form a line, charged in as soon as they arrived.
"You're all ninja from civilian backgrounds, right? Will you really be Seiryu's accomplices?" one of the loudest protesters, standing atop two handcarts waving a flag, questioned.
But Sakurai, at the front of the charge, saw the flag that read "Murderer Seiryu, Step Down!" and flew into a rage. "You, who don't even appreciate the Fifth Hokage's kindness, are unworthy of being a Konoha villager! Get down!"
He leaped up, kicked the man off the handcart, and struck his leg hard with a baton.
After the last riot, the police force had developed a method for dealing with unruly crowds: first strike the legs to prevent escape, then the mouth to stop pleading, then the hands to prevent resistance. The remaining blows were for loyalty to the Fifth Hokage!
In less than half a second, Sakurai's three strikes rendered the troublemaker unable to resist, then followed up with a six-strike combo, before moving onto another rioter.
As the police force began their assault, the private soldiers of the two ninja clans hidden among the crowd began forming hand signs, planning to fight back with ninjutsu.
But before they could finish, the prepared ANBU and elite police officers struck with a variety of Jutsu, accurately targeting and killing them. The loudest Torine ninja was blasted to pieces by a Fireball Jutsu.
"They're killing people! The police are killing people!" As people died under the jutsu, panic swept through the crowd, and the once-brazen troublemakers scattered like birds and beasts.
Newly promoted squad leader Watanabe Masashi saw this and shouted at the newly joined members, "What are you doing? Move faster! Did you forget your training? Swing with force! Step accurately! Raise your arms high! Show the Fifth Hokage our attitude!"
"You're too slow! Are you worthy of the Hokage's trust?" After knocking down a rioter, the transformed Fujiwara Yoki—thanks to Uchiha Saito's training—also shouted, "Move faster! Show your loyalty!"
"Loyalty!" Inspired, the new recruits swung their batons with vigor and chased after the fleeing rioters.

Soon, only a handful remained at the Hokage building entrance; the first to fall were tied up and dragged back to the police base.
At this moment, Kakashi finished dealing with the remnants of the Koharu and Mitokado clans and returned to the Hokage building to report.
"Well, did you get anything?" Seiryu asked.
Kakashi nodded. "After interrogation, Koharu Yuta and Mitokado Kun admitted they were assisted by Iwagakure spies to stir up the villagers."
"Onoki! I wasn't even planning to cause him trouble yet, and he's already making moves against me," Seiryu growled. He'd suspected the two clans—after their assets were seized and their leaders arrested—no longer had the resources to incite so many villagers. So it was Onoki meddling behind the scenes.
"That old bastard, just you wait. Let's see who outplays whom," Seiryu said viciously.
Seiryu took a deep breath and asked Kakashi, "What about the clan members?"
Kakashi nodded. "Since they colluded with Iwagakure, there's nothing more to say. All ninja were executed on the spot. The old and young were sent to the police prison for village judgment."
"Well done! That's exactly how traitors who eat the village's rice and collude with outsiders should be treated—no mercy," Seiryu nodded.
"But, Seiryu, how should we handle these rioters?" Kakashi asked. "Though they were incited, this isn't the first time. If any schemer can stir them up, it'll threaten the village's order."
"I already have a plan for that," Seiryu said. "I'm going to set up a department to educate these rioters—body and mind. I'll call it the Re-education Squad. Kakashi, get a copy of Guy's daily training regimen for me."
"I understand," Kakashi nodded, unsure what Seiryu wanted with Guy's regimen, but trusting he had his reasons.
Just then, an on-duty medical ninja reported, "Hokage-sama, the Hyuga elder has awakened."
"Really?" Seiryu frowned, then said to Kakashi, "Sorry to trouble you again—bring that old man to rescue Clan Head Hiashi from house arrest. Tell the other Hyuga elders that Iwagakure was behind this. If they persist in stubbornness, treat them as traitors."
"Understood," Kakashi said.
Because there were so many rioters, and many had fled home, even with the entire police force deployed, only half the troublemakers were caught by midnight.
But the order from above was clear: not a single participant in the assault on the Hokage building could be let go. So the police split into day and night shifts—some searching, some resting.
Watanabe Masashi was assigned to the rest shift. After catching over a dozen rioters, he returned home exhausted, hoping to rest for tomorrow's work.
"Big brother, you're back!" His sister ran out to greet him.
"Meiko, I'm too tired to play today," Masashi smiled, picking her up and putting her down.
"You're back, Masashi," his frail mother said, emerging from inside.
"You didn't go out today, did you?" he asked.
"No, we stayed home all day, even postponed the doctor's appointment. But your squad leader did come by and delivered some medicine and snacks for Mei," his mother said.
"Squad leader?" Masashi was surprised, quickly changed shoes, and entered his room.
There, lying by his pillow, was a red envelope thicker than his pillow.
Seeing this, Masashi slapped himself twice, said nothing, grabbed his baton, and left the house again.
