Chapter 188: Looking Down
---Hiruzen POV---
"Alright, sensei, this is the receipt for the amount I spent to buy all 50 radios," said Jiraiya, handing over a sheet of paper.
"Hmmm, 500 Ryo," Hiruzen muttered, raising an eyebrow. "Did Uzushiogakure increase their prices?"
"Nope. This is a new model. It captures signals twice as well as the previous one," replied Jiraiya. "Each radio costs 600 Ryo now, compared to 450 Ryo for the old model."
"Open the package," ordered Hiruzen, wanting to inspect the merchandise for himself.
Jiraiya carefully unwrapped one of the boxes and demonstrated the new features of the radio. The reception was clearer, and even the casing seemed more durable.
"Looks good," Hiruzen nodded, satisfied. "Thank you, Jiraiya."
"No problem," Jiraiya replied casually before leaving the Hokage's office.
The moment Jiraiya closed the door, Hiruzen's face changed. His relaxed demeanor turned cold and calculating. He immediately called for Nakamura, one of the Anbu operatives who had accompanied Jiraiya on the mission.
"Hokage-sama," greeted Nakamura respectfully, handing over a scroll. "Here's the mission report. Everything went smoothly."
"Good," said Hiruzen with a small smile, flipping through the document. His eyes paused on a particular section—an interesting note that the Anbu had been restricted from entering certain areas of Uzushiogakure.
"Did you try to move around on your own?" Hiruzen asked without looking up.
"We tried," Nakamura admitted, "but we were closely monitored. The Uzumaki guards accompanied us everywhere—even to the toilet. They are highly skilled sensory-type shinobi. Any attempt to escape would have immediately raised suspicion."
Hiruzen's face grew more serious.
"Did you encounter any Uchiha while you were there?" he asked, lowering his voice.
"No," Nakamura replied. "We were told that the Konoha refugees reside in another district, and we weren't given clearance to visit. However, we did encounter a Hyuga who was shopping in the public market."
"I see," murmured Hiruzen, tapping his fingers thoughtfully on the desk. "Thank you for your detailed report. You may take a three-day leave."
"Thank you, Hokage-sama," Nakamura said before leaving the office.
Hiruzen was about to delve deeper into the scroll's details when, without warning, the door slammed open and Danzo strode in, uninvited as usual.
"You again?" Hiruzen sighed heavily. "Can you at least learn to knock?"
"Doors are trivial," Danzo said bluntly. "Right now, we need to focus on seizing this opportunity. We must secure more advantages for Konoha through that sealing knowledge."
Danzo had already received his own reports from his Root operatives, who had secretly tagged along with Jiraiya's group. According to them, they had successfully stolen crucial information about Uzushiogakure's fuinjutsu techniques, including potential weaknesses in their barriers.
"Tell me honestly," Hiruzen said, rubbing his temples. "Do you truly think eliminating the Uzumaki Clan is the right decision? Are we walking down the correct path?"
Danzo's single visible eye narrowed.
"Hiruzen, you must understand—Senju influence has diminished greatly in the village. Without them, Konoha's balance of power shifts. Eliminating Uzushiogakure would bring immense benefits. Their clan holds dozens of sealing techniques, not to mention the rapid technological advancements they introduce every year. If we can take control of those, Konoha's supremacy will be ensured."
"But the other villages will get access to the sealing techniques too," Hiruzen pointed out cautiously.
"Don't worry about that," Danzo said confidently. He grabbed a scroll from inside his robes and tossed it onto Hiruzen's desk. "Read this."
Frowning, Hiruzen picked it up and unrolled it. His eyes scanned the contents rapidly. After a full minute, he stared up at Danzo, dumbfounded.
"You... You really think this plan will succeed?" he asked.
"Yes," Danzo said firmly. "This seal will prevent the other villages from getting their hands on the Uzumaki's techniques."
Hiruzen leaned back in his chair, deep in thought.
"Good," he said finally. "I will arrange a meeting with the Fire Daimyo. If we are going to move forward with this plan, we'll need more funding and official backing."
Danzo smiled slightly—cold, calculating. Everything was progressing just as he had envisioned.
"But there is something in the report that seems suspicious," said Hiruzen.
"Is it about the restricted movement?" asked Danzo.
"Yes, Konoha shinobi were prevented from entering certain places in Uzushiogakure," replied Hiruzen.
"That is indeed a problem. We cannot properly assess their real strength, but I do not think the Uchiha and Hyuga living there are a major threat," said Danzo.
"What do you mean?" asked Hiruzen.
"There are only a few Hyuga and Uchiha who left Konoha, not even one-tenth of the Uchiha Clan abandoned the village," Danzo explained. "Even though we must remain cautious, they are still small in number and could easily be destroyed if necessary."
"Do you remember Uchiha Setsuna?" asked Hiruzen.
"Yes," Danzo said with clear hatred in his voice, "the menace man who divided Konoha during the First Hokage's reign."
For the first time in many years, they finally spoke about Uchiha Setsuna.
"What would happen if he managed to call reinforcements from the Uchiha Clan during the invasion?" asked Hiruzen, his tone heavy with concern.
Danzo's expression darkened.
"We would need to deal with him swiftly and share information about his power with the other villages so they can assist in defeating him," said Danzo.
"He is one of the few individuals who possess the Mangekyou Sharingan," Hiruzen added grimly.
"Do not worry," said Danzo confidently. "Given how old he must be by now, I believe his eyes are almost blind or have already gone blind. You remember what Tobirama-sensei taught us about the Uchiha? How their eyes will inevitably fail?"
This answer brought a measure of comfort to Hiruzen. If Setsuna truly was as strong as Uchiha Madara, it would pose a tremendous problem. But if his vision had deteriorated over time, the threat could be much less severe.
Luckily, in this timeline, the secret of the Uchiha Mangekyou Sharingan causing blindness had been exposed early by Tobirama—unlike in the original timeline, where such information remained hidden for too long and was only revealed when the Uchiha fought against each other, particularly during the battle between Itachi and Sasuke.
Even Tobirama, who had fought against the Uchiha Clan since his youth, had not known about the blindness at first. The only reason he discovered it was because of the presence of Uchiha Setsuna.
