Jiraiya wasn't stupid. The moment he heard Chinya asking about his level of authority, Jiraiya already guessed what Chinya intended.
Now that Orochimaru had granted Chinya complete control—as long as he had a reason—he could make them jump through hoops whenever he wanted.
