Chapter 170: Chapter 170: The Fifth Hokage



Akira stood on the high platform, his gaze sweeping across the crowd below. His expression was calm, his voice steady yet commanding as he declared:

"I, Uchiha Akira, if elected Hokage, will give you a new Konoha—a prosperous, powerful Konoha! From this day forward, no other hidden village will dare challenge us!"

With that, he bowed deeply to the crowd and descended the platform.

Though his speech was brief, Akira's confidence was palpable, leaving a deep impression on everyone present.

Given his current strength, there was no need for long-winded promises. His concise words were perfectly aligned with the Uchiha clan's character and his own formidable presence.

No one perceived him as arrogant, instead, they felt this was simply the natural demeanor of someone with his strength—a style befitting a true leader.

Most of Konoha's jōnin cast their votes for him. It wasn't necessarily because they were enamored with Uchiha Akira, but rather, they recognized that supporting him was in their best interest.

In front of the Hokage building, Akira stood tall, draped in the Hokage's ceremonial robe and hat. Addressing the assembled villagers and shinobi with a solemn voice, he proclaimed:

"From this day forward, I, Uchiha Akira, am Konoha's Fifth Hokage. I will fulfill my promises and lead Konoha to unprecedented heights!"

His words ignited an uproar of cheers from the crowd below.

Though young, Akira possessed undeniable strength. Much like the Fourth Hokage, Minato Namikaze, the villagers had high hopes for him.

Seated at the Hokage's desk, Akira browsed through a stack of documents, his brows furrowing as he skimmed through a B-rank mission report.

"Even B-rank missions require the Hokage's approval?" he muttered in frustration.

Flipping to the next file, his expression grew more annoyed—this time, it was a C-rank mission.

After skimming through the entire pile, Akira had a clear picture of Konoha's current state.

A significant portion of the village's income came from the Daimyō's subsidies, a smaller fraction from shop taxes, and the rest from mission commissions. This financial structure was far from sustainable.

Moreover, while Konoha still boasted a considerable number of shinobi—nearly ten thousand—their quality was disheartening. The majority were low-level genin, whose capabilities barely exceeded that of ordinary civilians. Sending them to the battlefield was out of the question.

"The problems are too extensive. If Konoha is to truly become strong, it needs a complete overhaul," Akira mused aloud, making up his mind.

"Ninja forces must become professional, specialized, and elite. Those who fail to meet the standards should be reassigned to support and production roles. The academy also needs reform—its current curriculum is woefully inadequate."

With a clear direction forming in his mind, Akira began drafting his plans.

Two hours later, he set down his pen, satisfied with his preliminary outline.

"Unfortunately, technology is still too underdeveloped for computers to handle this work efficiently," he sighed before leaving the office.

A Visit from Fugaku

Not long after returning home, Uchiha Fugaku paid him a visit.

In the sitting room, Fugaku smiled and asked, "Akira, how does it feel to be Hokage?"

"Not great," Akira replied, shaking his head. "Konoha has far too many pressing issues that need fixing."

"Don't rush. You're still young, you have plenty of time to resolve these problems," Fugaku said reassuringly.

Akira gave a small nod before asking, "So, what brings you here, clan leader?"

Fugaku chuckled. "Akira, now that you're Hokage, it's time to hand over the position of clan leader to you."

"Clan leader? Isn't Hokage already demanding enough? Adding clan responsibilities would leave me with no time to breathe," Akira protested.

"Akira, in the Uchiha clan, power determines position. You are the strongest among us, so the role of clan leader is yours," Fugaku said firmly, though his tone carried a hint of amusement.

Akira let out a resigned sigh. "Fine. One more responsibility won't make much difference at this point."

With the matter settled, Fugaku left in high spirits. The burden of leadership, which he had borne for years, was finally lifted.

The Meeting

The next day, in the large conference room on the third floor of the Hokage building, Uchiha Akira convened a meeting. Attending were Konoha's advisors, the heads of major clans, and elite jōnin.

"Hokage-sama," the group greeted him respectfully before taking their seats.

Seeing the file in Akira's hand, they braced themselves.

"I may have only just taken office, but I've already identified numerous issues in our village's structure. To address these, I've decided to implement significant reforms," Akira announced, his tone resolute.

As he spoke, members of the ANBU distributed copies of his proposed plans.

"These documents outline my reform proposals. Please review them and share your thoughts."

The room grew tense as the attendees read through the files.

Akira's reforms targeted nearly every department in Konoha—a comprehensive shake-up was imminent.
