Chapter 175: Chapter 175: Negotiations
The ransom prices for elite and regular jonin weren't low—only slightly cheaper than purchasing bounties on the black market. Meanwhile, the prices for chunin and genin were significantly lower, practically negligible.
On the black market, an elite jonin's bounty typically ranged from 25 million to 40 million ryo. For regular jonin, it was between 8 million and 20 million ryo.
As for chunin and genin? They were worth much less, to the point of being almost insignificant.
Among the prisoners from Kumogakure and Iwagakure, the ones with the highest value were Fourth Raikage Ay and Third Tsuchikage Onoki's son, Kitsuchi.
The ransom for Fourth Raikage Ay was set at an astronomical 500 million ryo, while Kitsuchi's price was 200 million.
For high-ranking personnel, the ransoms fluctuated between 50 million and 100 million ryo.
Elite jonin and jonin were individually priced. However, chunin and genin were sold in batches.
Ten genin: 500,000 ryo per batch. Ten chunin: 2 million ryo per batch.
After processing the prisoners from Kumogakure and Iwagakure, the total came to 1,200 people: 800 from Kumogakure and 400 from Iwagakure.
If both villages decided to ransom all their captives, Konohagakure would receive over 3 billion ryo in income—a sum exceeding the annual funding provided by the daimyo. This amount would be more than enough to support the initial stages of Konoha's reform.
"I understand. I'll have the staff send these notices to Kumogakure and Iwagakure immediately," Nara Shikaku said gravely.
"Wait," Akira raised his hand, stopping him. "Add an additional notice. Demand that Iwagakure and Kumogakure unconditionally surrender. Onoki must personally come to Konoha, and as for Kumogakure, let them decide who they'll send—someone with enough authority to negotiate."
Staring at Shikaku, Akira continued, his tone cold, "Draft the terms of surrender however you see fit. They'll have to come to Konoha to sign the treaty anyway."
"Yes, I understand, Lord Hokage," Shikaku replied solemnly.

Iwagakure: Tsuchikage's Office
"Damn that Uchiha Akira!" Onoki fumed, glaring at the notice on his desk. His aged face flushed red with rage, twisted into a mask of fury.
Floating back and forth in his office, Onoki seethed, his heart burning with anger. He wanted nothing more than to obliterate Akira with a single Dust Release technique.
"That bastard dares demand we unconditionally accept Konoha's one-sided treaty…" Onoki gritted his teeth in frustration. Yet, he was powerless to resist.
The memory of the battlefield haunted him: the sudden appearance of the Complete-Body Susanoo—a power reminiscent of the despair he felt when facing Uchiha Madara alongside the Second Tsuchikage.
But this time, it was worse. He had seen it with his own eyes—the overwhelming might of two Complete-Body Susanoo clashing.
Recalling the scene sent chills down his spine, filling him with despair. It was a level of power he could never hope to match. A single slash from that behemoth could annihilate everything.
If he hadn't retreated in time, he would've been reduced to ash by Akira's Susanoo.
Sinking into his seat, Onoki let out a heavy sigh of resignation.
"Konoha… in the end, they've won…"
He couldn't abandon his son, Kitsuchi, nor the hundreds of captured Iwagakure shinobi. The people in the village wouldn't stand for it.
...
Kumogakure
Thanks to the Eight-Tails severing its tail and leaving behind an octopus leg in Killer B's body, B managed to survive. During the battle between Uchiha Akira and Nagato, he had seized the opportunity to escape, saving his own life.
"B-sama, what should we do?" The Raikage's blonde secretary asked, her face tense with worry.
No matter how she looked at it, she hadn't expected the war to end like this. It was absurd.
Killer B was silent for a moment before finally speaking. "We can only comply with Konoha's demands. Right now, Kumogakure doesn't have the strength to negotiate terms."
His usual carefree demeanor was gone, replaced by somberness. His rapping and singing were nowhere to be seen.
Looking at his secretary, he added, "I'll represent Kumogakure and travel to Konoha to sign the surrender agreement. In the meantime, gather as much funding as possible."
A week later, representatives from Kumogakure and Iwagakure arrived in Konoha to discuss terms for the ceasefire.
Konoha didn't roll out the red carpet. Uchiha Akira assigned Nara Shikaku, the Jonin Commander, to greet them—none of the three advisors made an appearance.
Now that both Kumogakure and Iwagakure were on the brink of collapse, Konoha saw no need to expend much effort. Everyone understood the truth: given the chance, they would all destroy each other without hesitation.
...
Third Floor, Hokage Tower
In a spacious meeting room, Sarutobi Hiruzen sat at the head of the table.
Uchiha Akira had delegated the negotiations entirely to him. Rather than waste time arguing with the defeated, Akira preferred to focus on his training.
Hiruzen smirked slightly as he glanced across the table at Onoki.
"It's been a while, Lord Tsuchikage!"
Onoki's face darkened, and he growled, "Is Konoha so arrogant now that they send you—a mere advisor? Where's the Hokage?"
Hiruzen's smile didn't falter. "Lord Tsuchikage, our Fifth Hokage is quite busy. He's entrusted me with full authority over this matter, and I assure you, I can make all necessary decisions."
Onoki clenched his fists, suppressing his anger. Konoha's disdain for Iwagakure and Kumogakure was blatant, but he had no choice but to endure it.
Hiruzen pushed a document across the table toward Onoki and Killer B.
"Let's not waste time. Here are Konoha's terms for your surrender."
"Twenty billion ryo in reparations for Konoha's damages?!" Onoki almost leaped from his seat.
Adding the ransom for their prisoners would bankrupt Iwagakure entirely.
"Of course," Hiruzen said coolly. "Did you think Iwagakure could start a war whenever it pleased without consequence? The defeated must accept the consequences of their actions."
"This is impossible!" Onoki shot back, his voice trembling with fury. "If Konoha insists on driving us to ruin, then we'll take as many of you with us as we can! Ten thousand Iwagakure shinobi are ready to die and raze your Fire Country to the ground!"
Onoki's defiance was clear as he added coldly, "I doubt the Third Hokage would want Iwagakure shinobi wreaking havoc across your lands, stealing, killing, and burning everything in sight."
Hiruzen's eyes narrowed, and a deadly aura filled the room, suffocating.
But Onoki met his gaze without flinching, arms crossed, his stance unyielding.
