The reason behind Uchiha Kagami's decision to host the Shinobi World Grand Tournament, if one had to sum it up, was both a spur-of-the-moment idea and a long-planned strategy.

Kagami firmly believed that only through real combat could the strong continue to grow.

He cared deeply about Shisui, his clan, and even Minato.

After them, another savior figure might have emerged, like Boruto.

The world itself might possess a will.

Not as a conscious entity, but as a self-preserving set of rules.

For example, the Mangekyo Sharingan did not exist during the Warring States Period, which spanned over a thousand years.

Uchiha records explicitly stated that Uchiha Madara was the first to awaken the Mangekyo Sharingan.

Even Indra, the progenitor of the Uchiha, never had a Mangekyo.

Kagami aimed to guide Shisui down his own "Perfect Mangekyo" path.

When Shisui awakened, he must not be influenced by emotions like anger or vengeance.

Otherwise, awakening Amaterasu would be a wasted opportunity.

Even Eternal Mangekyo Amaterasu offered limited utility against the Ōtsutsuki.

Kagami preferred Shisui to awaken abilities that enhanced himself or provided support.
