"Just go and talk."

Shinki smiled and said, "Don't worry about the Hokage's office refusing. They're already eager. Besides, we need Hokage-sama's shadow player."

"Shimura Danzo?"

"Yes! He's caused so much trouble; it's time to find something for him to do. I believe the people in the Hokage's office will agree. By the way, you can tell them this is my idea."

"Understood."

Uchiha Fugaku respectfully agreed, his face sullen.

"If there's nothing else, leave it at that. I'm busy here. If you have more questions, come find me again."

After ending the contact, Shinki smiled and looked towards Konoha.

"Danzo, the stage has been set for you. Now, you better put on a good show."

"Shinki, the barbecue is ready. Why not join us for a good meal?"

"Nothing, I'm coming."

Shinki was enjoying grilled meat prepared by Uchiha Mikoto.

Meanwhile, at the police department, Uchiha Fugaku decided to go to the Hokage's office personally to show more sincerity.

After leaving the police department, Uchiha Fugaku arrived at the Hokage's office alone. As he walked in, the Third Hokage and Mitokado Homura immediately realized that Uchiha Fugaku had agreed to the proposal but would bring conditions.

After the door was closed, Uchiha Fugaku got straight to the point with the Third Hokage and Homura:

"Hokage-sama, Homura-sama, I have already contacted Shinki. He said the police department can accept others joining, but there are conditions."

"Speak."

The Third Hokage removed the pipe from his mouth, and Mitokado Homura sat up straight.

Uchiha Fugaku stated his terms:

"First, the police department can accommodate about a hundred ninjas, but they cannot form separate, independent teams. They must be integrated into the Uchiha teams and accept Uchiha's arrangements."

The village provides limited funding to the police department. Most of the department relies on Uchiha's resources. Accepting a hundred people is already a significant gesture of goodwill. However, Uchiha must maintain operational control. They can't allow external ninjas to undermine their authority while benefiting from Uchiha resources.

Whether they were clan or civilian ninjas, Fugaku wasn't concerned. But if political players like Sarutobi or Shimura were involved, unchecked disruptions could arise. And if trouble occurred, the responsibility would fall squarely on Fugaku and the Uchiha clan.

"This request shows Uchiha's sincerity."

Integrating others into an Uchiha-exclusive department and following their directives was already a huge compromise. The Third Hokage appeared willing to consider this.

Of course, the Hokage wasn't so agreeable purely out of generosity. Besides staffing the police department, he also hoped to draw recruits from the ANBU and other specialized units. This cooperation with Shinki had broader implications.

"Additionally," Fugaku continued, "there is some instability within the clan affecting our normal operations. I hope Hokage-sama can help address these individuals. They are, after all, part of the same family, and it's difficult for me to act directly."

Uchiha Fugaku's tone was somber, but his request was clear: internal Uchiha conflicts needed resolving, and he wanted the Hokage's office to handle it.

Good grief, is he really passing the buck to the Hokage's office?

The Third Hokage was well aware of Uchiha's internal issues and knew Fugaku had been making preparations. He hadn't expected Fugaku to drop this burden on the Hokage's office.

It was obvious. Fugaku didn't want the reputation of dealing harshly with his own clan members and was deflecting responsibility to the Hokage.

You're bold, Fugaku!

Mitokado Homura's eyelid twitched involuntarily.

"Did Shinki suggest this?" the Third Hokage asked after a moment of silence.

Uchiha Fugaku nodded sincerely.

"Shinki mentioned that incorporating ninjas from other families would alleviate much of the burden on Uchiha. However, he was concerned about radicals within the clan disrupting this effort."

"I understand. You may leave for now. I'll think about it and send someone with our decision later."

The Third Hokage wasn't about to make a decision on the spot. He needed time to deliberate and consult with others.

"Alright. I'll take my leave."

Uchiha Fugaku turned and exited the office.

The Third Hokage took a deep draw from his pipe. Beside him, Mitokado Homura stood and ordered the guards,

"Summon Utatane Koharu and Nara Shikashin. Inform Akimichi Torifu as well."

"Understood."

The guards quickly relayed the message. Utatane Koharu and Nara Shikashin arrived promptly, but Akimichi Torifu excused himself, citing health reasons.

The Hokage's guard ninja returned to report this. The Third Hokage didn't mind. Torifu's absence made little difference; he rarely contributed to discussions.

Once everyone was seated, the Third Hokage outlined the village's plans and shared Uchiha Fugaku's terms.

"Hiruzen, what do you think? Are you planning to agree?"

Strangely, Koharu didn't erupt in anger this time. Her calm demeanor caught Shikashin's attention—had she changed her personality today?

But upon reflection, Shikashin realized the proposal benefited her faction. Adding members from her family into the police department gave her no reason to oppose the plan.

The Third Hokage turned to Shikashin for his opinion.

Shikashin thought for a moment and said,

"Hokage-sama, Uchiha has shown considerable sincerity by agreeing to integrate so many ninjas. Preventing those recruits from forming independent teams is a reasonable request to maintain Uchiha's operational integrity."

"They are asking for command authority, which they should have," Shikashin concluded fairly.

Uchiha's concessions were significant, and going against them here would seem unreasonable. However, Shikashin wisely avoided addressing Fugaku's request for help in dealing with clan radicals—it was a matter best left untouched.

The Third Hokage turned his attention to Mitokado Homura.

"What do you think, Homura?"
