**The Stalemate at the Rock Village**

"The Rock Village obviously doesn't want to fight the combined forces of the village and the Sand Village. Instead, they keep building fortifications at their positions and are unwilling to even fight a small-scale battle."

Shinki nodded slightly, understanding the difficulty.

"It's hard to bite a hedgehog covered with thorns," he muttered.

The Third Hokage was clearly in a tough spot. If he slacked off, he'd be criticized for inaction. Yet, if he acted recklessly, it would lead to unnecessary casualties. The families of the village—including his own—needed credit, but too many sacrifices would undermine morale and unity.

After a moment of contemplation, Shinki addressed Mitokado Hamura with regret:

"I'm sorry, senior. I don't have an easy solution for this situation. If you want to make a difference on the battlefield, there are only two options: either break through the Rock Village's military fortifications head-on or find a way to invade the Land of Earth from behind."

Hamura's expression turned somber. "Whether it is a head-on attack or a detour, both carry significant risks," Shinki continued.

"Hiruzen tried and failed," Hamura admitted, his voice tinged with embarrassment.

The dense military fortifications of the Rock Village made any approach a daunting task.

"Didn't the Hokage consider using lightning attacks?" Shinki inquired. "If the Cloud Village can leverage lightning ninjutsu, there's no reason Konoha can't. Even if lightning ninjas aren't abundant here, surely we can attempt something similar."

Hamura hesitated before responding, "We tried... but failed."

Shinki couldn't hide his disappointment. "I overestimated the so-called 'doctor of ninjutsu.'"

The truth was apparent—the Third Hokage, though skilled in a variety of ninjutsu, lacked expertise in direct, overwhelming attack strategies. Breaking through required either a large number of specialized lightning users or exceptional individual strength, neither of which Konoha had in abundance. Unlike other villages that excelled in particular elements—Sand Village with wind, Rock Village with earth, Mist Village with water, and Cloud Village with lightning—Konoha's diversity of abilities was both its strength and its weakness.

"Sometimes, quantity isn't as effective as quality," Shinki sighed. He reached into his pouch and placed a scroll on the table.

"This is a lightning ninjutsu I developed based on the water-style Water Dragon Technique and the fire-style Fire Dragon Technique. Senior, take it to the Hokage. Let him study it and select a team of ninjas with lightning chakra to cooperate with him."

Mitokado Hamura unrolled the scroll with curiosity. "A large-scale lightning ninjutsu?"

Shinki paused to consider his words. "You could call it an S-rank single-target attack or a large-scale forbidden technique. Its power depends on the user and the amount of lightning chakra applied."

**The Thunder Dragon Technique**

The technique, which Shinki named the Thunder Dragon Technique, was inspired by both the Water Dragon Technique and Fire Dragon Technique. While it bore some similarities to Sasuke Uchiha's Thunder Kirin, it lacked the latter's restrictions and was more versatile. When used by a single ninja, the Thunder Dragon had strong penetration, attack power, and paralysis effects. When employed by a group, additional lightning chakra could make the technique larger and exponentially more destructive. The minimal hand seals required, an innovation borrowed from the second Hokage's techniques, made it especially practical in combat.

"But be warned," Shinki emphasized. "If used by a group, the leading ninja must be strong enough to control the concentrated lightning chakra. Otherwise, the technique could spiral out of control and cause catastrophic damage."

Hamura nodded solemnly, committing Shinki's caution to memory. To ensure the technique's safe use, he recorded additional warnings on a scroll for the Hokage. The consequences of an uncontrolled S-rank technique were too dire to risk negligence.

"This must be tested and perfected before deployment. The Third Hokage should take the lead to ensure its success."

Hamura's appreciation for Shinki's ingenuity was evident as he expressed his gratitude.

"Shinki, I'll remember your help. If you ever need anything, don't hesitate to ask."

Shinki smiled, nodding in acknowledgment. "I'll be sure to call in the favor when the time is right."

Hamura left with renewed purpose, carrying the scroll and a sense of hope for turning the tide of the war. Meanwhile, Shinki leaned back, pondering the complexities of power and its role in leadership.
