Hiruzen dazed by the punch and by seeing his friend death kept silent.

Danzo body was revealed and they saw that he had one sharingan in his hand hand that seemed to transplanted recently.

Jack looked at this and said to Tobirama.

"This the results of your teaching and fueling their fear and discrimination against the Uchiha.

Although I know you hated them for killing your brothers and clan members, you also killed theirs.

What was the point of establishing a village if you continued to pass your hatred.

For everything that happened, you are as responsible as Hiruzen for this abomination to exist. You created him and Hiruzen fueled him."

Hashirama looked at Jack with a look and said.

"We are already dead and we will leave the living matters to them. There's no need to rub salt on wounds."

"It's more of a lesson for the people to change their ways and be careful of what they want their students to inherit from them.

Tobirama was without a doubt a genius I respect. Even more than you. For him to make such a stupid mistake, what did he leave for other people to make.

Although no one is perfect , we should think of our actions more than others as we have the mind for it."

Tobirama looked at Jack then at the shinobi in front of him and said.

"Pass my words. I apologize for what I did and hope that you learn from us."

Then turned to the Uchiha and said.

"You are exemplary Konoha shinobi but my teaching caused my students to look at you with colored glass eyes, leading you to live in injustice.

If there's anything you want me to do, I will do it."

Jack smiled and said.

"Actually, there's. I used before two human traffickers as a sacrifice for your summoning as I didn't know what your reactions are like.

I want to summon you with your power to something for me as the ninja world is in danger.

So I would like you to stay here for a while."

Hashirama and Tobirama looked confused and Jack said.

"We will continue this later. I think you have some arrangements to make in the village , so I will take my leave as an outsider and talk later.

But if you are gonna select new Hokage, I still think Nara Shikaku will be the current best choice.

If you give it to tsunade or Jiraya, it will only be good not much better than Hiruzen."

Jack clone immediately disappeared after saying that.

Tobirama turned to Minato and asked.

"He isn't from our village?."

Minato looked at him for a while and said.

"It's difficult to explain his origins. He is just a good person who wants to help while living his new life."

Hashirama said after hearing that.

"He seemed like a decent person. I like him."

Tobirama looked at the both of them and shook his head.

"It's not that I doubt him but he seems to have an agenda"

Minato kept silent for a moment. While kushina yelled at him.

"Hey old man, you have no right to judge other people. If you want to help then good, if not then keep your mouth shut so that you at least don't hinder him."

Tobirama looked at kushina with his mouth opened not knowing what he said that offended her.

Hashirama looked at kushina and laughed .

"Hahahaha, this is the first time I saw someone shutting up Tobirama.

Yondime, you have a good wife."

Jiraya looked at Minato and kushina for a while then turned his to the Anbu saying.

"Clean this place. Then return to the village. What happened here will be a top secret."

The Anbu captain looked at Hiruzen who seemed to woke up from his daze as he nodded.

They all returned to the village afterwards.

Kushina said midway.

"I'm going to see Naruto and cook a home cooked meal for him."

Minato smiled as he said.

"Good, I will try to come quickly."

Hiruzen looked guilty and kushina saw that and immediately flew to him and punched him .

"You hypocritical old man. Looking guilty now because you are afraid that we will discover that Naruto is living alone in an apartment with so little money, huh.

We discovered a long time ago. Where's our inheritance, why did steal it from my son."

Hiruzen looked at Kushina in shock as how did she discover those things already.

"I wish i knew what kind of man you are. And jiraya sensei. Is that what a godfather does. I should have left him with Mikoto. He would have been much safer than staying with you two."

Jiraya looked embarrassed then turned to Hiruzen and wanted to punch him too.

Minato looked at them with disappointment as well but didn't speak.

Not long after they arrived at the Hokage building.

"Hiruzen, you should stand down from your position. You shouldn't have taken the position after the fourth hokage death.

You have already felt the village need of change so you stepped down. That's good thinking.

But you kept the council and their conservative thoughts so why did you step down in the first place.

This kind of completely opposite directions leads people to confusion."

Tobirama said as looked at Hiruzen.

Hiruzen nodded as the village really needed to change.

Just at this moment koharu and hamoru came and entered the office.

"Hiruzen, the roots personal seemed ..."

Koharu stopped talking as looked at the people on front of her.

"Koharu, Hamoru, you grown quite courageous to enter the Hokage office without knocking. That's something that only Madara used to do. Did you reach such level?."

Tobirama reprimanded them immediately when he saw them entering without knocking.

Koharu and Hamoru looked at Tobirama with shock.

"Is there something wrong with you?. Why aren't you replying to me."

Tobirama said again not giving them a chance to organize their thoughts.

"Tobirama sensei?."

"I heard about all the things you did since becoming elders . The village will replace every position in the upper echelons. Do you understand?"

"Wait, Tobirama sama?.what is going on.? Minato? Hashirama sama?."

Hiruzen said to his friends who seemed confused.

"Danzo is dead. If there's nothing else you should return for now ".

"Danzo is dead?. Hiruzen what is the meaning of this?. Also we are the elders of village and have the right to know what is going on here."

Minato looked at them like they are parasites. They kept their position until Naruto. They are like mosquitoes that kept sucking blood for doing nothing in the village.

Minato looked at Tobirama and said.

"My friend had some evolutionary ideas that I think we should use.

I thought about it and I think it's much better than our current system."

Then Minato give some of the government system according to Jack ideas after he finished Tobirama shook his head.

"Although the idea is good, we are in the is a military organization. You ideas would be good for the country as a whole not for Konoha."

Minato looked at Tobirama and nodded.

"We can adjust the system. For example, he told me that the Hokage position doesn't need strength. It needs vision.

Especially in peace times. The Hokage has to have the vision how to make the village progress.Use talents in the right position and all of that.

But we can't abruptly change the system we created so here's my idea.

Hokage remains dependent on strength but we form several departments that are completely beyond his powers.

Audit department, internal department and justice department. These are essential to prevent something like Danzo to appear again.

Police department needs also to be adjusted.

Science department, medical department and industrial department.

These also needs to be slowly formed or reformed. We can't be dependent on fire country all the time and should have diversity in our income.

The most important thing is financial department.

All this time the Hokage and council elders controlled all the income. This a problem because if they form personal interest the other wouldn't be able to find it.

Not to mention their absolute immunity as they have Judicial authority and military authority that make them unstoppable."

Koharu immediately yelled after hearing that.

"This is supposed to be us?. We didn't take a single coin from anyone. How dare you point at us and abruptly changing the system based on your personal judgment."

Minato looked at her with a cold look and said.

"You will know when I point at you. After all The inheritance that we left for Naruto will be needed to addressed, wouldn't it."

Tobirama looked at koharu with a look that said shup upsnd she immediately shrank back.

Tobirama then looked at Hiruzen for a while then said.

"What do you think Hiruzen?. Do you think the village needs such drastic changes?. You tell me."

Hiruzen thought for a while then said after a sigh.

"It does. Although decentralizing the power of Hokage may have a problem but if we solve this problems then it might beneficial"

"Hiruzen,you...." koharu looked at Hiruzen with confusion.

"That's why the audit and the internal department are for.

They will be responsible for monitoring each department and each other, making them sure to be kept in check.

Also, the positions needs to have a time limit. Except for the departments that needs specific recruits like the head of science and medical departments.

But Hokage,audit, financial,justice and internal will be reviewed yearly and decided if to be kept or not.

The jonin will form a council that is responsible for that."

Tobirama thought for a while then nodded .

They kept discussing different things for along time until the next morning.

Jack meanwhile returned to Naruto mental space to rest. As have a journey to prepare for to finally have a body.

Jack saw kushina came kushina to pick Naruto but got interrupted by the Anbu who got beaten up and went to inform Kakashi.

Kakashi came quickly and found them in Naruto apartment. But he was shocked by what he saw.

Kushina looked at him and said.

"Kakashi, long time no see. Come from the front door next time."

Naruto looked at Kakashi and said.

"Hehehe, look Kakashi sensei, mom is making me dinner. Come eat with me."

Kakashi not knowing what to do just kept looking without moving.

"It's a long story. I will explain it to you after dinner so Sit down for now and tell me how you doing. I saw you teaching Naruto well. Looks like me doting on you wasn't wrong as you know how to repay kindness unlike that ungrateful Obito."

"Obito??!!." Kakashi was shocked by what she said.

Kushina was about to talk but remembered that Naruto is here.

"Well, let's talk about other things for now."

She said while looking at Naruto. Kakashi understood then nodded.

When the food served Naruto saw his mother not eating and asked .

"Mom, aren't you going to eat.?"

Kushina looked at him sadly and said.

"Naruto, you eat with Kakashi, I will eat with you some other time."

"Okay. Mmmm. Delicious."

Naruto said while Kakashi noticed kushina weird state but didn't say anything.

After Naruto eat , kushina tucked him in and returned to Kakashi to tell him about what happened.

Kakashi was responsible for the protection of Naruto in case the Uchiha came for him as Hiruzen gave him this order from the first day he came.

But like any person who needs to rest, he would take personal breaks and it would be Hiruzen himself responsible for this.

But Danzo matters happened suddenly and Hiruzen forgot about it.

Kakashi was shocked that they died because of Obito and that they also met him today.

They kept talking about matters until Minato came.

"Kakashi, good to see you all grown up. You did well teaching Naruto."

"Thank you Minato sensei, I really didn't know about him until recently."

"Yeah, I know. don't worry about it. So kushina told you everything?."

"Yeah, I still had some questions but she didn't answer them."

"We can't tell everything for now. Anyway I need to go somewhere, but I need to talk with you about Obito when I come back. For now go to the Hokage building and understand the change Konoha about to usher into. I will leave a shadow clone with in case Obito attacks you."

"....I understand. Then I will take my leave."

Kakashi left with that.

Minato looked at Naruto who just woke up and said.

"Good morning camp. I need to go some place then I will come again, okay?."

"...but you just got here."

"It's really urgent for your uncle Jack and then I will stay with you for a long time. I will even leave a shadow clone until I return."

"Okay."

"Good,activate a shadow clone then let your uncle switch with it."

Jack came out and talked to Naruto for the first time on the outside world.

"Hey Naruto, you must feel happy with your parents next to you."

Naruto smiled happily and said.

"Of course. I will go shopping with mom today and father said that he will leave a shadow clone too."

"Good. Happy for you buddy."

Jack then looked at Minato and asked.

"Did you make arrangements for Hikari and karin.?"

"Yeah, they are living in an apartment for now. They will be there until tsunade sama comes back and treat Hikari."

"Good. Then let's go meet orochimaru."

"I really hate the guy, you know."

"Me too but try getting involved with Danzo after suffering a trauma seeing your friend younger brother and student die and tell me you can still make judgment.

It's not like I'm telling you to forgive him. But killing him is nearly impossible, so let's try changing him."

"Good."

Then they transferred to the Otokagra in the land of rice fields.
