Chapter 137: Chapter 135: Worried for Nothing



Hiruzen enquired with a curious expression, "When did you come up with such a brilliant technique?"

Dan replied, "I came up with it a day before Kakashi's visit."

Hiruzen's face twitched as he thought, "Then I was worried for nothing."

Dan continued, "I was crafting many seals, so to keep them safe, I created this method."

Both looked at Ryu at the same time as Hiruzen said, "Is that so?"

Ryu just smiled, his eyes twinkling with amusement. 

Hiruzen looked at Dan and asked, "Can you give me this [Encoder Seal]? It will help secure all the Fuinjutsu knowledge of the village. I will pay handsomely."

Dan looked back at Ryu and then again at Hiruzen and replied, "Sure, but this one is going to cost you a fortune. I am sure you know the importance of this seal."

"Does this [Encoder Seal] work on every other Fuinjutsu seal?" Hiruzen asked

Dan replied, "It would work on every seal as it is placed separately before the actual seal is made. It will automatically make the necessary changes. Although I haven't tested it on other seals, theoretically, it should work."

Dan continued, "I am willing to share it with other grandmasters as well, and everyone will have to pay an annual subscription of 20000 Ryo the moment they get their hands on the seal for the next 10 years; after that, 10000 Ryu will suffice. What do you say?" 

Hiruzen questioned the high cost, expressing his concern: "Why do you require such a substantial amount of money?"

Dan replied, "I want to buy a company. And it's going to cost you a lot."

"Which company is it?" Hiruzen asked.

Dan replied, "Any consumer electronics manufacturer that builds televisions, cameras, and radio speakers."

"Electronics! A ninja exploring civilian domains?" Hiruzen asked with curiosity.

Dan replied, "Don't know. Ryu is interested in it; he tells me it can be helpful in developing medical ninjutsu further and also help improve quality of life for everyone."

Hiruzen thought, "Buying an electronics company could be very expensive for an individual. But if the Fuinjutsu council can get the selling rights of a few seals, including the Fuinjutsu encoder and decoder seal, then the Fuinjutsu council together can afford to pay a huge sum of money. The most active Fuinjutsu Grandmasters who may be interested in this 'Encoder Seal' are members of the Council anyway. I can search for such a company myself and match his offer price with the Fuinjutsu council myself. " 

After rubbing his goatee for a few minutes in thought, Hiruzen spoke, "I will find such company in the Land of Fire and negotiate the deal myself. I will offer the same price to the Fuinjutsu Council for full rights to 'Encoder Seal'. You may also have to throw in a few more seals. Is that ok with you?"

Dan replied, "That's fair. Tell the council, then I will give the optimised storage seal as well."

"Deal. Can you give me a sample seal for demonstration?" Hiruzen asked.

Dan asks him, "Do you still have the last two seals I gave you?"

Hiruzen replied, "Yes, I do."

Dan said, "Then it will give you a password-protected version of both the seals. That will be very self-explanatory, right?

Hiruzen said, "that would be very helpful, yes."

Dan gave Hiruzen two password-protected versions of the same seal he gave him earlier, the [ReflexGuard: Advanced Barrier] and the [Passive Barrier].

Hiruzen left and reached his office. He needed to write numerous letters to various people regarding the Orochimaru situation. He first wrote to Damiyo, explaining the details, and then to his allied villages so that he may not take any advantage in the name of the Leaf Village. 

Someplace else, a man was seen peeking into an open bath from the bushes with a collapsable telescope. He was giggling when something landed on his head. It was a small monkey.

"What the—? You picked a very bad time to drop a message." He took the scroll from the little monkey and started reading it; his expression changed when he read it.

At the same time, in a gambling house, one lady can be heard shouting, "Tsunade-sama, I just received terrible news."

Tsunade Senju replied, "What is it, Shizune? Did sensei finally kick the bucket?"

Shizune handed Tsunade the scroll containing troubling news, and as she read it, her expression shifted.

A few days later, the Fuinjutsu council was summoned to the Hokage's conference hall. Everyone was aware of the recent betrayal of Orochimaru, so they were talking about it. Every member, including Danzo, was present. 

Just then Hiruzen arrived. He took his seat and spoke, "I know this recent betrayal by my student has brought a new low to the strength of the village. First Sakumo, then Minato, and now Orochimaru. We lost three S-rank ninjas in this decade alone. We can keep mourning this loss or lift ourselves up somehow. We have gathered today for that purpose only."

 Hiruzen opened two scrolls, each with different patterns drawn on them.

"Danzo, can you identify this seal?" Hiruzen asked.

Danzo narrowed his only eye and took a good look at the opened scrolls on the table. After a minute, he replied, "One is that barrier seal I looked at at the last meeting. other seal I don't recognise. Is that even a seal? It's written in complete gibberish."

A murmur arose among the council members. Why did he bring this seal again? Was there some issue with the seal? What is the other seal?

Hiruzen spoke, "In fact, they are identical seals with varying activation mechanisms and inner workings, resulting in the same outcomes."

Danzo was stunned. "The same seal. But the difference between them was like heaven and earth."

Danzo spoke, "Are you sure it's a working seal? I don't think it will even activate, much less work properly."

Hiruzen clarified, "You are right. If it were in a normal setting, then it would not work. but there is a catch here."

Hiruzen was purposely delaying the reveal, raising the interest in the members of the council; even Danzo was waiting for his explanation eagerly.

Hiruzen explained then how Orochimaru was confronted by Kakashi and how the seal saved his life. And Orochimaru, more interested in the seal, stole it from Kakashi after paralysing him.

Hiruzen then continued, "But the seal he stole was not this one. It was the one Danzo called complete gibberish."

"Although it may appear to be gibberish, it is actually a password-protected seal that remains secure even if captured by the enemy, preventing duplication."

Hiruzen said, "I gave that seal to Kakashi, and Orochimaru stole this protected seal."

Hiruzen continued, "This method of protecting the seal, the newly developed [Encoder Seal], is now being offered by its creator, Dan Hamura, to all present here, along with [Optimised Storage-Seal] today." 

Hiruzen thought, "It took me some time, but by sparing a few ANBU and additionally giving them this mission along with delivering letters last week, I finally found a suitable company for sale."

Hiruzen determined the proposed price for the company and calculated the amount required to match the offer for the Fuinjutsu council.

Hiruzen told the council, "In the event that all members of this council band together and buy this seal, Dan Hamura has offered to include the [Optimised Storage Seal] in the agreement as well. Additionally, I am contributing a part of this deal from the village fund as well, which will be separate from my personal contribution, because this seal enhances the overall security of all the seals in the entire village by encrypting them."

A tense silence filled the room as everyone exchanged uncertain glances.

They were calculating pros and cons for having such seals. The thought of encrypting their seals was alluring, but aside from those that are already protected by the Secret Jutsu Act, none of them have any seals that require protection. But the act only protects their secrets inside of the village, not outside of it.

Hiruzen had also thought of this, and that is why he asked Dan to offer additional seals.

Shinnosuke Uchiha joked, "Looks like he stumbled upon an ancient master's treasure or something, huh? "

But everyone present was thinking if it is a joke or is truth.

"But What will it cost us individually to propose?" Koharu Utatane asked.

Hiruzen replied, "There are 11 members in this council currently; if I include the village as an individual, it is 12 then. After that, each member can purchase both seals for 150,000 Ryo each."

Shinnosuke Uchiha said, "It's too much."

Natsurama Senju replied, "It's not too much considering it can now allow us to sell our secret seals to our allies outside the village that we previously could not sell without the risk of them making duplicates of the seal."

"Let's not forget about the 'Optimised Storage Seal' that we will also receive. It's a relatively harmless seal, and we can sell an encrypted version with a usage limit to another village at a premium cost. It's a brilliant seal because it not only enhances security but also offers a lucrative opportunity to expand our influence beyond the village boundaries."
