Hearing Reiki's response, Sarutobi Hiruzen paused, visibly caught off guard. Even at the Sanada Chamber of Commerce's discounted price, the potions were still quite costly. It wasn't that he lacked the funds, but after years of relying on favors and free services, he was reluctant to pay.
"Tsunade..." Sarutobi Hiruzen turned to her, hoping she would take the hint and support him. Reiki, after all, was just a child who might not understand subtle nuances, but Tsunade surely would.
"Hokage-sama, I also support this arrangement," Tsunade said, maintaining a polite yet firm tone. "During this time, I've been handling medical matters while Reiki has been in charge of the potions. You should deal with him directly."
Tsunade's words were a polite deflection, passing the responsibility back to Sarutobi Hiruzen. If he wanted to push for free potions, he'd have to ask an eight-year-old directly.
"Understood," Sarutobi Hiruzen replied, forcing a smile. "I'll reach out to Reiki once I have the funds ready. You're dismissed for now."
Tsunade and Reiki nodded, turning to leave. As soon as they were out of the room, Sarutobi Hiruzen's pleasant demeanor faded. He had expected Tsunade to be more accommodating, but it seemed he had misjudged her. If he wanted to curtail the Uchiha's progress, buying out Reiki's remaining potions was the best option.
The Sarutobi clan alone couldn't justify purchasing such a large amount without raising suspicions. But if three other influential clans participated, it would spread the attention and legitimize the effort.
Half an hour later, Sarutobi Hiruzen convened a meeting with the village's senior council.
"Sarutobi, what's the reason for this sudden gathering?" Koharu Utatane asked, looking slightly irritated. As a senior village official, her time was valuable, primarily spent strategizing for her family's benefit.
"Look at this," Sarutobi Hiruzen said, laying out a report. The senior council members exchanged puzzled glances as they skimmed through it. The document detailed an analysis of the Uchiha clan's recent progress.
"Are you suggesting we take direct action against the Uchiha?" Homura Mitokado asked, his expression darkening. The clan's strength was formidable, and a direct confrontation could destabilize the village.
Danzo, on the other hand, couldn't suppress a smirk. The thought of acquiring more Sharingan filled him with anticipation.
"No, not directly," Sarutobi Hiruzen clarified. "Their improvement is tied to the potions developed by Tsunade and Reiki. If we control the supply, we can curb their progress without overt conflict. I propose we buy all of Reiki's remaining stock."
The senior officials nodded slowly as they absorbed the strategy. If multiple clans participated in purchasing the potions, it would seem like a collective effort rather than a single power play. Any unused potions could be offloaded on the black market for profit, ensuring financial gain as well.
"We'll join," Koharu said, after exchanging a look with Homura. They all saw the benefits: containing the Uchiha and securing resources for their families.
Back at Tsunade's courtyard, Reiki and Tsunade were deep in their own discussion.
"No problem," Reiki said, finishing the last calculation. "The potions we've kept back are enough for now."
Tsunade looked at him skeptically. "Are you sure about giving them so many potions? You could keep them for yourself and make a profit."
Reiki shook his head. "It's fine. These are basic potions. Besides, other eyes are watching us. If the village is the one taking the first step, it makes things easier for us."
Tsunade sighed, finally understanding. "True. Handle these things carefully. I'm going to address some issues with the medical ninja unit. I'll be back for dinner."
With that, Tsunade left, leaving Reiki to collapse into a chair. The mental gymnastics involved in these strategies were more exhausting than any physical training. He couldn't fathom why high-ranking officials found such maneuvers so satisfying.
"Shizune, want to come with me? And Kurenai, join us too," Reiki called out a moment later, looking at the two kunoichi nearby. They had come out of the house after he and Tsunade returned.
It had been nearly a month since he last visited the orphanage. Now seemed like a good time to check in on their progress.

It was the weekend, and instead of school, the children were training in the open area outside the orphanage.
"Boss Reiki is here!" someone shouted, drawing everyone's attention. In an instant, dozens of eager eyes turned toward Reiki and his companions.
