Though, there were exceptions—the CP9 Director also had that privilege.
"Admiral Luo Yu, this is a Buster Call summon. We're too far from the location to reach in time."
Gion looked at the emergency signal from the Den Den Mushi with disbelief etched across her face.
Using the signal's coordinates, they quickly pinpointed the Buster Call's target—
It was one of the World Government's three great strongholds.
The fact that a Buster Call had been triggered there meant only one thing:
That stronghold had likely fallen—to an unknown force.
"Tch, I can't believe they've already made it this far." Luo Yu took another sip of liquor and chuckled.
"Let's go. Let's join the fun. Who knows—maybe I'll earn a little overtime pay."
Although this was technically Whitebeard's territory, the Red Line wasn't too far off.
If they could reach the Red Line, they could use the high-speed marine currents developed by the Science Division to get to Justice Plaza quickly.
From there, using the vortex stream, reaching Enies Lobby wouldn't be hard.
Of course, Luo Yu suspected that by the time they arrived, all they'd see was a pile of scorched earth.
"Admiral Luo Yu… you're not planning to use this to trick Fleet Admiral Sengoku again, are you?"
Gion asked with a pained smile. She could already see through his little game.
The others sighed helplessly.
Luo Yu took another swig of liquor, rolled his eyes, and said, "Do I look like that kind of person? And even if I did—you better not tell Sengoku!"
Meanwhile, at Marine Headquarters, chaos had erupted.
The news of the Buster Call had shaken even Sengoku.
Just as one crisis ended, another began.
But when he saw the Buster Call had been triggered at Enies Lobby, Sengoku finally let out a sigh of relief.
"Thank goodness it wasn't that little brat who triggered it—otherwise, I'd have to resign as Fleet Admiral just to keep my sanity."
"Still, the command Den Den Mushi in that guy's hands is like a ticking time bomb. We really need to find a chance to get it back."
He turned to the side.
"Garp, why are you pulling that constipated face again? You're not about to say something outrageous, are you?"
Garp stared at the emergency intelligence flashing on the Den Den Mushi's receiver.
He very nearly said, "As expected of my grandson."
But then he remembered that every recent disaster had been tied to Luo Yu in one way or another.
If Sengoku found out… he'd probably be the first to get kicked out.
"Ahem—Sengoku, what could I possibly say? I was just thinking—maybe Luo Yu's planning to scam you again."
"To prevent that, I'll head there right now to keep things under control!"
With that, Garp turned and briskly walked away.
So decisive.
If Luo Yu knew that Garp had just sold him out to protect himself, he'd probably shout:
"You traitorous old goat!"
Watching Garp vanish down the corridor, Sengoku's heart skipped a beat.
His right eyelid started twitching uncontrollably.
Left eye means fortune, right eye means misfortune—
Why did he suddenly feel like disaster was coming?
"Fleet Admiral Sengoku," Tsuru said quietly, withdrawing her gaze, "I have a bad feeling. If Garp and Luo Yu join forces… something truly ominous might happen."
Everyone present felt a chill.
No one could argue with her words.
"Come to think of it… Aokiji's also heading out for this Buster Call." Sengoku murmured. "Two admirals and one 'Hero'—why do I feel even more uneasy?"
