Disappointed by humanity's greed, the silver Pokémon intervened, striking the land with lightning to divide it into four smaller islands. It then vanished into the depths of the waterfall, awaiting a time when trust between humans and Pokémon might be restored.

Moreover, legends said if the three sacred birds that maintain climate order went out of control, this Pokémon would awaken to restore balance.

Now, Giovanni realized the truth.

"Gilluta's ambitions are massive," he muttered.

Touching Pyroar's red mane, Lysandre, leader of Team Flare, observed Lugia's appearance with a faint smile.
