Jessica also revealed—whether intentionally or not—that Morgan wanted to recruit her, but Javier paid no attention to it. Morgan was the kind of man who used you and then destroyed you.
Around this time, Tricell began conducting research on Las Plagas. They intended to use the parasite to achieve their goal—something very cliché: world domination.
Wesker obtained a large amount of Tricell funding when he handed over the sample. His ambition seemed to grow with each passing day.
Wesker also traveled to Africa and, along with Excella, founded a Tricell branch. He wanted to cooperate with her and shared part of his plan—but of course, not all of it.
At that time, Excella was already connected to Javier in several ways, and she immediately informed him of everything. Javier instructed her to keep pretending to cooperate and to gather Wesker's latest intel.
Each company was busy with its own research back then. Tricell was their main competitor, and another emerging one was the newly established Wilpharma Corporation.
Wilpharma absorbed a large number of former Umbrella employees, including many sought-after researchers who had worked on the T-Virus. They immediately began studying it to develop a vaccine, hoping to become a pharmaceutical giant like Umbrella.
It could be said that the world seemed relatively peaceful at that time. Unfortunately, not everything is always as it seems.
Since Claire joined TerraSave, she had been traveling all over the world. Javier rarely saw her, but they always stayed in touch, and over time, their relationship grew much closer.
He also made a point to see Jill whenever possible. When they had free time, they would meet up or simply spend time together.
Meanwhile, Javier's plans were progressing steadily. The Azure Dragon Company had branches all over the globe. Javier even purchased a large island from a country at a considerable cost.
He planned to turn the island into a small nation—one where he would rule. He began sending troops and engineering teams to carry out large-scale construction on the island.
Migration was scheduled to take place in one year, and by then, Javier would be free from U.S. restrictions and able to develop without interference.
When Javier saw Rebecca again, she had become a BSAA consultant. She had shed her former immaturity and grown much more mature.
Rebecca looked beautiful and poised, though she still had her charming, cute side. It was the first time Rebecca had seen Javier since they separated a few years ago. Overwhelmed by nostalgia, Rebecca ran up to him and hugged him.
"My sweet Rebecca has grown up and become so beautiful," Javier said with a warm smile as he returned the hug. Rebecca smiled upon hearing his words—she truly looked very different from before.
They shared a meal and talked about everything that had happened over the past few years. After leaving Raccoon City, Rebecca had returned to university to continue her studies, hoping to develop a T-Virus vaccine. Later, Chris invited her to join the BSAA.
In recent years, she had been working at the BSAA Research Institute, studying various types of viruses. Her dream was to help eliminate them all, so the world would no longer suffer from bioterrorist attacks.
For Javier's safety, he had recently injected himself with a special antiviral vaccine developed by Alexia. Rebecca was very interested in the vaccine and looked forward to discussing it with Alexia.
Javier also wanted Rebecca to visit him more often, so he gave her his home address. There were plenty of research instruments available there as well.
After Alexia met Rebecca, there wasn't much Javier could do. As soon as the two women met, they started talking nonstop, leaving Javier with no choice but to excuse himself.
Time flew by, and a full year passed.
Javier had been busy the entire year. In addition to completing BSAA-related tasks, he also had to monitor the progress of construction on the island. He even went to Africa to meet with Excella.
He named the island L-Island, a subtle reference to his surname. All research labs and essential facilities were in the process of being transferred to the island.
By that point, the island featured several research institutes, mansions, residential zones, and military installations.
The residential area was built to house the families of researchers and company employees. All types of supplies were readily available, along with vital infrastructure, including hospitals, schools, supermarkets, and even police stations.
It could be said that the entire island was well-equipped and massive—covering an area of 3,000 square kilometers. Javier's dream of founding a nation was about to become reality.
While Javier was busy pursuing his dream of building the island, he received a call from the BSAA. Jill and Parker had gone missing during a mission.
At the same time, Chris and Jessica had been dispatched to investigate a remote region in Finland. That meant Javier was the only one available to search for Jill and Parker.
When he arrived at BSAA headquarters, not only was Clive there—Morgan from the FBC was present as well. Standing beside him was a tall, beautiful blonde woman.
"Javier, let me introduce you," Morgan said with enthusiasm. "This will be your partner for the mission. She's an FBC agent—Rachel."
Looking at Morgan's excited expression, Javier sensed that the man had something sinister in mind. His smile hid something darker. Choosing to ignore it for now, Javier approached Rachel and extended his hand. "Pleasure to meet you. My name is Javier Lee."
Rachel's golden-blonde hair shimmered in the sunlight, and one of her eyes was obscured by her bangs. She briefly shook Javier's hand and quickly let go.
"Javier, due to the risk involved in this mission, you were the only BSAA agent capable of completing it," Clive said seriously. "Jill and Parker's disappearance may be connected to Veltro."
BSAA had previously sent Chris Redfield and Jessica Sherawat to the Finnish mountains to investigate a location believed to be Veltro's hideout.
Soon after, Jill Valentine and Parker Luciani were sent to the Queen Zenobia, a Mediterranean cruise ship, to investigate Chris's sudden disappearance.
Chris had initially gone to northern Europe, but contact with him had been lost. Then, without warning, his signal reappeared at sea—prompting Clive to send Jill and Parker to investigate.
As a result, both of them vanished as well.
