Vijay has an impression of this country too, not only from his previous life but also from the present. "In fact, a few fishermen did contact a few aborigines on the land, and for now, we can confirm that, except for farmers and hunter-gatherers, there are no civilized powers on the island."

Vijay wasn't going to give the budding independent Dutch kingdoms a chance to survive, even if the probability of them surviving was very unlikely.
