Reborn in Konoha; I Think I’m Cultivating Immortality

Today was another beautiful day.

It was also a day for meetings.

This was the second official meeting held by the third Hokage.

In the largest meeting room, just like last time, almost all key personnel were present.

Hui sat at the central main seat of the room. To his left and right were the Head of the Gerneral affairs department Sarutobi Hiruzen, and the Head of the Administrative Department, Hatake Sakumo.

Surrounding them were the heads and deputies of various departments, including figures like Shimura Danzō and Orochimaru.

Also present were representatives of various clans such as the Senju, Uzumaki, Uchiha, Hyuga, Sarutobi, Shimura, Ino-Shika-Chō, Aburame, Inuzuka, and Hatake clans, among others.

Furthermore, there were elite shinobi like Mitokado Homura, Utatane Koharu, Tsunade, Jiraiya, Uzuki Ryōkawa, Uchiha Kagami, and Dan Kato.

"Everyone's here, so let's begin the meeting," Hui declared once he saw that everyone was present.

The attendees turned their attention to him. Meetings of this scale usually involved major decisions, yet they had received no prior notice.

"There are many issues to discuss today, so let's start with the departments in Konoha," Hui began.

Everyone tensed up, their minds racing with thoughts while maintaining an upright posture, waiting for his next words.

"First, let's talk about the Konoha Police Force," Hui said, immediately catching everyone off guard.

Was this... a move against the Uchiha clan?

Those unfamiliar with the situation subtly glanced at the head of the Uchiha clan, some with sympathetic looks.

After all, many were aware of the late Senju Tobirama's suppression and calculated praise of the Uchiha clan.

The reason was no secret, as Tobirama's bias against the Uchiha was well known.

Now, as Tobirama's successor, how would Hui handle the Uchiha clan?

"The Konoha Police Force was established by the Second Hokage to maintain law and order in the village. From its inception, it has been staffed exclusively by members of the Uchiha clan.

"However, with the village's growth, both in population and area, it's evident that relying solely on the Uchiha clan to safeguard the village is no longer feasible.

"Hence, I've decided to make adjustments to the composition of the Konoha Police Force and propose the following changes," Hui announced.

Everyone understood that the main event had begun.

"First, the Konoha Police Force will be formally renamed the 'Police Department' and will no longer be exclusively staffed by the Uchiha clan.

"Second, the village will recruit personnel from various clans and shinobi with relevant expertise to bolster the Police Department.

"Third, Uchiha Yuta, the head of the Uchiha clan, will serve as the Head of the Police Department, with Hyuga Hayashi, the head of the Hyuga clan, as Deputy Head.

"Fourth, while maintaining its core role in village security, the Police Department will also handle disputes within the village and undertake additional responsibilities, which will be detailed later."

The room collectively gasped.

To many, this was a harsh move—Hui had dismantled the Uchiha clan's stronghold.

The proud history of the Konoha Police Force had come to an end.

Though Uchiha Yuta was still the head of the Police Department, many believed it was only a matter of time before that position was taken away.

They turned their gaze to Uchiha Yuta, expecting to see resentment, but were surprised to find him calm, even... pleased?

In truth, their observations were accurate. Uchiha Yuta was secretly thrilled—he had personally requested this change from Hui.

And, coincidentally, it was also what Hui had intended.

Unconcerned with the subtle thoughts of those around him, Hui knew that while Konoha currently appeared united, it was a village of tens of thousands, true unity was unattainable.

He also knew that Konoha's transformation would be a gradual process, especially as the current generation of ninja academy graduates grew to become the backbone of society

Significant changes might only materialize decades later.

After giving everyone a moment to digest the information, Hui continued, "The second item on today's agenda concerns the Interrogation Department."

The room was once again taken aback.

This meeting was truly explosive, addressing two departments in quick succession.

"The Interrogation Department was tasked with interrogating enemy shinobi, particularly spies and defectors. It was a vital department during times when Konoha faced infiltration and threats from all sides.

"However, since the conclusion of the last Great Ninja War, and with peace treaties signed with the other four villages, the Interrogation Department has become largely redundant."

The attendees silently agreed.

The reality was that the other villages no longer dared to send spies into Konoha, fearing it might provoke war.

This left the Interrogation Department idle, with little to no work.

Shimura Danzō, the head of the department, knew this better than anyone.

Initially eager to make a difference in his new role, he quickly found there was little to do.

Watching Sarutobi Hiruzen thriving in the Gerneral affairs department only added to his frustration.

Now, hearing that Hui intended to reform the Interrogation Department, Danzō felt a sense of relief and even joy.

"Given the current situation, I have decided to dissolve the Interrogation Department.

"It will be split into two units: the Interrogation Unit, led by Yamanaka Mojian, head of the Yamanaka clan, and the Detention Unit, led by Ken Satō.

"These units will handle interrogation and detention respectively, and detailed responsibilities will be outlined in upcoming documents.

"Both units will be integrated into the Police Department under its management."

The room was once again thrown into turmoil.

The Konoha Police Force had been transformed into the Police Department, while the Interrogation Department had been entirely disbanded and absorbed.

What of Shimura Danzō's role, then?

Attendees glanced sympathetically at Danzō, only to find him looking content.

Like Uchiha Yuta, he seemed... pleased.

This baffled many.

"Lastly, the third item on today's agenda: the establishment of a new administrative body, the Konoha Ministry of Justice.

"This new department will be responsible for the following:

Drafting policies, laws, and regulations, as well as development plans for the judiciary and overseeing their implementation.Promoting legal education across the village and guiding law-related work in various sectors and regions.

"Further details will be outlined in subsequent documents, please make sure to pay attention to them."

Hui's words caused another wave of astonishment.

This Ministry of Justice was a powerful entity, wielding legislative authority and overseeing legal governance in the village.

"The Minister of Justice will be Shimura Danzō, with Uzuki Ryōkawa serving as Deputy Minister," Hui announced.

Sympathy many felt for Danzō quickly turned to envy.

Compared to his previous position, this new role held far greater power and significance.

Even Danzō himself was ecstatic upon hearing the appointment.

Finally, he could achieve something great.

The Ministry of Justice, with legislative authority. It was a dream come true.
