Chapter 78: The Eyes of the Reed

The same man who once rode into Bogwater alone now waited just beyond the village's edge seated beneath a willow tree, reins loose in hand, the dull glint of chainmail peeking from beneath his cloak. His guards lingered behind him, silent and still, like shadows that had grown bored of sunlight.

Levi approached on foot, slower than before.

"You returned," he said simply.

The envoy gave a small nod. "I was told to wait for your answer."

Levi took a breath. "Then tell House Reed: I accept. The silver will be paid, the bailiff will be housed, and the road will stay free of tolls."

He hesitated, then added, "But if I may I'd like to request training. For myself and for a few others. Even a guide or—"

The envoy raised a hand, firm. "No."

Levi blinked. "No?"

"I don't need your requests. I'm not here for negotiations. Only your answer."

Levi frowned. "Then who?"

"The one they send," the envoy interrupted. "Speak your hopes to the bailiff. It is up to him whether they're worth repeating."

There was no anger in the man's voice only the weariness of someone who'd done this many times before.

"He's not just here to tax you," the envoy added. "He's here to watch you."

Levi's mouth went dry.

"Every choice you make who you trust, who you punish, what you build all of it will be seen. And remembered."

"So," Levi muttered, "I'm being tested."

"You were always being tested," the envoy replied. "You simply didn't know it."

He tugged at the reins. "You'll meet him soon. And when you do, don't ask how much power he has. That's the wrong question."

Levi narrowed his eyes. "Then what's the right one?"

The envoy turned in the saddle. "Ask how much of it he's willing to use."

Then he rode off, his guards following in grim silence, hooves muffled by the sodden earth of the Neck.

Later that fortnight…

Wordless days passed. The villagers spoke in whispers now, and children paused their games whenever Levi walked by. A new kind of silence had settled in the silence of waiting for something to change.

And then one morning, a rider arrived.

He came not alone but flanked by two silent companions. Unlike the envoy before him, he wore no cloak to hide his armor a dark green brigandine set with bronze rivets, a frog-emblem clasp at his throat.

He dismounted slowly in front of Levi's hall, eyes sharp and unblinking. Then he extended a gloved hand, not in greeting, but in acknowledgment.

"I am Sedge. Appointed bailiff of Bogwater, by order of House Reed."

His voice was calm. Confident.

"I will oversee the tax. I will reside in the longhouse provided. I will carry word to Greywater Watch as needed. And I will be obeyed."

Levi swallowed once, then nodded. "Then welcome to Bogwater."

The bailiff didn't smile. Didn't blink.

He only said, "We'll see."
