Chapter 13: government intervention



Haruka sat at the dining table, sipping tea.

It was early morning. The sky was cloudy. He had just returned from training.

His uncle's phone rang.

It was a secure line. Everyone in the room stopped talking.

His uncle picked up the call and stood up. "Hello?"

The voice on the other end was calm but firm. "This is the National Defense and Special Awakening Department. We have an urgent matter."

Haruka looked up. His ears perked up.

The government man continued, "Your school grounds contain one of the confirmed Blood Awakening Pools. Only 47 are reported across the world. We want to discuss cooperation."

His uncle looked around the room.

Everyone was listening now. His expression stayed calm.

"I understand," his uncle said. "But if the government wants the pool, there must be conditions."

There was a short pause on the other end.

"List your conditions," the voice said.

Haruka's uncle pulled his chair and sat down. His tone became business-like.

"First, we need a new land grant near the city. Enough land to build a university and schools. The government must provide best-in-class equipment, labs, and housing."

"Second, allow us to register and manage multiple industries legally under our name. No restrictions."

Haruka leaned forward. This was serious.

"Third, a lifetime blood pool quota. No matter what happens in the future, our family should have guaranteed access to the pool."

The official said nothing yet.

His uncle continued, "Fourth, we request four to five diamond and gold mines across the country. At least one must be active and high-yielding."

"Fifth, we request ownership of a private island."

"Sixth, provide enough survival materials to support 20 people for 3 to 4 years."

"That includes clean drinking water, preserved food, farming tools, daily-use items, medicine, and clothing."

"Seventh," his uncle added, "we want all types of seeds that the agriculture division can offer—vegetables, fruits, herbs, energy crops—everything."

Haruka was stunned. These terms were huge.

But his uncle wasn't done yet.

"Eighth, allocate 40 to 60 plots of fertile farmland and forest to our family. Make sure they're self-sustaining."

"And finally," he paused, "if possible, give us access to the government's cultivation manuals—especially if you have body energy, ki, or Reiki techniques."

There was a long pause.

Then the calm voice returned. "One moment. Let me connect you to a higher-up."

A minute passed.

Then a new person came on. "We've heard your proposal. Your demands are heavy. But considering the strategic importance of your pool, we accept."

Haruka's uncle raised an eyebrow. "What will you actually provide?"

The official replied, "You'll get three brand-new, high-yield diamond mines and one old but active gold mine. A residential island off the coast of the southern zone. Large land near Metro Sector B, approved for university development."

"You'll have industrial licenses under government protection," the voice continued.

"Also food, supplies, and farming support for 20 core members. And yes—approved cultivation manuals on Qi and Reiki training will be delivered under seal."

Everyone in the room looked shocked.

Haruka was amazed.

"We will draft a legal agreement by the week's end. Our team will visit the site soon," said the official.

Haruka's uncle said calmly, "Then we have a deal."

He ended the call and looked around.

"Well," he said, "we now own three mines and one old one... plus a whole island."

Maria blinked. "Uncle... did they really agree to everything?"

"Yes," he replied. "Their need is greater than ours."

Haruka sat back. "They're desperate."

His uncle smiled. "Good for us."

"Uncle, what is cultivation manuals?" Haruka asked.

"Ancient body energy techniques," his uncle replied. "Ways to harness soul energy, ki, or Reiki. It can enhance a person's power far beyond normal awakening."

"Government usually keeps it restricted."

The younger uncle stood up. "That's why this deal is massive."

"When will the land be ready?" Maria asked.

His uncle replied, "Within a week. They're clearing other allocations for this special project."

Haruka smiled. "We need a plan."

The rest of the day turned into planning meetings.

They discussed the school blueprint, university layout, and flooring systems.

Haruka pulled out a notepad and started writing ideas.

"We should separate students by awakening type," he suggested.

"Good," his uncle nodded. "Physical types in one wing, mage-types in another."

"And we'll build living quarters right next to the facility," Haruka added.

"We'll need defense systems too," Maria muttered.

Haruka's father said . "We'll use the forest land as a natural barrier. Grow herbs and vegetables, but also hide the layout strategically."

Haruka's uncle added, "Government will help us, but protection is still our responsibility."

That evening, the whole family met around the dinner table.

The atmosphere was bright. Everyone was excited.

Even the twins, Yuna and Nina, were curious.

"Are we really getting an island?" Nina asked.

"Yes, and we'll visit it soon," Haruka said with a grin.

His uncle added, "And only our family members will have private access, as written in the agreement. And other have to take government permission"

The next morning, government drones arrived.

Officials came with documents—blueprints, maps, permission letters, and resource details.

Three large boxes were delivered. Each one had cultivation scrolls inside.

"These are foundation-level techniques," the official explained. "Later stages require earning merit or achieving status with the Department of Energy."

Haruka opened one scroll. It showed techniques for circulating ki, strengthening muscles, and calming the mind.

"This will change everything," Haruka whispered.

That afternoon, they visited the new land.

It was beautiful.

Flat plains for farming. A nearby forest. Wind was fresh. No pollution.

Their island was visible from the higher hills.

Maria looked around. "It's peaceful."

Haruka smiled. "A perfect place for training and growing"

Construction teams started arriving from the Capital.

Crates of tools, machinery, prefab equipment, seeds, fertilizer, and solar panels were stacked outside.

In just a week, the development began.

By day eight, a portion of the council hall and research room was under construction.

He also started using the scrolls every morning during his body training.

He felt his ki move for the first time on day six.

"It's warm," he said to himself, practicing slow breathing.

His uncle joined him. "That means it's working."

The next night, documents came from the Department of Arcane Training.

It included an advanced scroll called 'Dragon Pulse Breathing' — a mid-tier cultivation method.

Haruka was the first to receive it.

Everyone started formal cultivation training from that day.

Yuna and Nina practiced together at sunrise daily.

Haruka trained with weights and scrolls.

Maria supervised the growing structures.
