Chapter 36: Beginnings of an Imperium
Sitting within an old room within his new Palace which was being completely reconstructed. Seated around the table with Daimon, were Sera, Cortana, the 10 Progenitors, and 10 members from the Order of the Balance Keepers. These 10 members were the handpicked few that Daimon raised for a specific role within the Imperium.
"Now that we have an actual Imperium established, let's get started with the establishments of various government departments and positions. The first will be the Imperium High Council (IHC) which will consist of me the emperor, the head of Administration known as the Grand Chancellor who oversees bureaucratic operations, implements my decrees, and manages high-level administration duties.
The Lord Marshal of the Imperium who will be the Commander of all military branches, responsible for wartime strategy and planetary security. The final position for the Council will be the Archon of the Treasury who will control the Imperium's finances, taxation, economic stability, and treasury reserves." As the first three positions of the Imperium were just created, everybody in the room was waiting to see who would get which.
They were all chosen to lead the Imperium into the future and they were prepared to take on whatever assignment they needed to in order to achieve their promise to the people.
"For the position of Grand Chancellor, I will grant this position to Kael Thoryn who will begin carrying out his duties immediately." Kael stood up and bowed his head as the others clapped their hands, congratulating their brother on his appointment.
"Thank you, My Lord, I will carry out my duties from this day to my last day." he declared before sitting back down.
"For the position of Lord Marshal of the Imperium, I will grant this position to Liraen Vos who will be placed as the Commander of all military branches on my behalf, responsible for coming up with strategies during wartime strategy, and ensuring that each planet under the Imperium has proper planetary security needed to protect itself." Just as before, Liraen Vos stood up and bowed her head, while everybody congratulated her on the appointment.
"And for the Archon of the Treasury, I will grant this position to Garrik Dain who will be responsible for monitoring and controlling the Imperium's finances, taxation across Veldari and any future planets, ensure that economic stability is maintained, and the treasury reserves." Garrik Dain was the first non-progenitor chosen for a position and the only one on the Imperium Hich Council.
The rest of the meeting went on like for the next 12 or so hours with a few breaks in between. In addition to the Imperial High Council, the Imperium Bureau of Law and Order (IBLO) was created. The position of the Bureau would be Lord High Justiciar which was granted to Syra Veyra (The Blade of Balance), and the Magistrates of the Imperium who would be the regional judges responsible for enforcing law and delivering verdicts.
In addition to being part of the Imperial Council, Lord High Marshal Liraen Vos would also be placed in charge of the Imperium Ministry of War (IMW) with two additional positions for the Navy and ground Forces. For the Navy, the position of Supreme Fleet Admiral was granted to Karros Vex. For the ground forces, the position of Warmaster was created and granted to Raelos Vyn (The Blade of Harmony).
For the Archon of the Treasury, Garrik Dain, the Imperium Treasury was created with 3 supportive positions created. The first was the Grand Minister of Wealth who would oversee economic policies, trade regulations, and wealth distribution. The second was the Commissioner of Taxation who would enforce taxation laws and ensures revenue is collected from Imperium citizens. Third was the Master of the Imperial Mint who would control currency production, banking institutions, and assist with maintaining economic stability.
The Imperial Intelligence Directorate (IID) headed by Varyn Dreyl (The Silent Warden). He would be the director of Imperial Intelligence responsible for espionage, counterintelligence, and surveillance operations. Under him would be the Chief of Counterintelligence, responsible for eliminating foreign spies, rebels, and other foreign threats. The Master of Propaganda who would control media, historical narratives, and public perception, ensuring that the people stay informed on what's going on around the Imperium.
The Ministry of Expansion and Colonization (MEC) is headed by Orin Volkar (The Architect of Unity), the Overlord of expansion who would direct the colonization of new worlds and oversees the annexation of territories. Under him would be the Governor-General of new worlds who would administrate new colonies, enforcing Imperial rule until they became a full-fledged world under the Imperium. Then there was the Director of Resource Allocation who would manage supply chains and ensure logistical efficiency for settlements.
The Imperium Ministry of Science and Technology (IMST) is headed by Telys Kaor (The Forge Master), the High Magos of Innovation who would lead scientific advancements, technological research, and various other experimental programs.
The Imperium Ministry of Health and Genetics (IMHG) was headed by Darek Thalor (The Habringer of Renewal), the Grand Minister of Health who would oversee medical policies, public health, biosecurity, population enhancement programs, develop genetic modifications, prevent biological threats, and control epidemics.
The Office of Imperium Diplomacy (OID) is headed by Nyssa Revar (The Weaver of Minds), the Grand Minister of Diplomacy who would oversee treaties, negotiations, and external political affairs. Under he would be the Lord Ambassador, and the Minister of Internal Affairs.
Lastly would be the Department of Divine Imperial Doctrine (DID) which is headed by Malis Kaevor (The Void Shephard), the High Pontifex of the God-Emperor. Under Daimon he will be the supreme religious leader of the Imperium and oversee all religious doctrine, ceremonies, and interpretations of Imperial theology. In time various other positions under him will be created to deal with all sorts of situations and problems that may arise.
In one day, Daimon had established the first departments and positions that will help him lead the people into a new era. A one-month plan was laid out to start recruiting potential people who would fill some of the roles under the Head of each department and or position.
It was understandable that the Gen'Dai were still a more primitive race and most of the leadership of the old regime was pretty much wiped. So, for the people who are recruited, if they are not from the Order of the Balance Keepers then they would be properly trained and educated on how to do their job.
For the economy, Daimon had to build one from scratch which would prove to be a challenge for him and the Archon of the Treasury. The first thing they did was survey the land for minerals, water sources, fertile land, and energy sources. Daimon did this through the Force, feeling each of the required natural resources across the planet.
The planet was divided between 4 Continents. Across all Continents, Daimon had determined that the planet's economic potential was better for manufacturing and agriculture. So, over the course of the next few months, laborers were assigned to mine resources, clear areas for farming, and construct foundries.
Since there was no economy at the moment, people started to consider their divine duty to work for the betterment of their planet. Tens of millions of people were employed in all sorts of jobs as things got moving. Once the industry started to build up, Daimon focused on food, clothing, and tools.
The Impera coin was finally introduced after 6 Months of hard work with the first payments rolling out to everybody, tax free. For the first 4 years or so while the world developed, Daimon would not tax the people as the economy was still developing and would take some time before it was stable and efficient.
The first Imperium calendar was also created with the year being 368 days long, divided into 10 months.

Unlike a 7-day week, the Imperium would follow an 8-day cycle of structured progression:
Onset: for beginnings, ambition, and vision.
Rise: for growth, expansion, and action.
Clash: for struggles, competition, and strength.
Trial: for hardships, judgment, and justice.
Order: for reinforcement of law, discipline, and structure.
Flourish: for creativity, innovation, and prosperity.
Twilight: for contemplation, change, and transition.
Renewal: for planning the next step forward.
This cycle ensures that every day has a purpose, maintaining a sense of order and momentum throughout the year. Instead of BBY, the Imperium would mark time as Imperial Era (I.E.), starting from the founding of the first true Imperial civilization. So, this first year would be I.E. creating historical perspective, ensuring that each generation is aware of their duty to build upon the foundations of the past.
This was just the first of many things that were to come. Daimon had 310 million Gen'Dai living on Veldari, most of which were young Gen'Dai under the age of 900 as majority of the older Gen'Dai were killed by Kaelor during his rule. To increase the population of the planet faster, Daimon came up with a way for the Gen'Dai to reproduce faster.
As it stands now, because of the Gen'Dai long ages, their birth rates were low. But by using his Force energy spread throughout the planet, he could increase the birth rates to increase their population for a few centuries until they had like 5-10 billion Gen'Dai living on Veldari and any other planet they colonize.
It was a long 6 months for Daimon, but it was also a very efficient 6 months as they were making great changes to the world. All he needed to do was develop the planet and people for a year or two, then establish control over the other planetary bodies within the system then let his Imperium build up for a few decades or even centuries before expanding.
