Sarutobi took a drag from his pipe, frowning. "But the Wraith Sorceress's attack in the game is crucial. If we pull back support from Konoha's in-game forces now, we'll be at a disadvantage."

During this time,

Asuma had been steadily rallying players across the Land of Fire—rogue ninja, civilians, and nobles alike.

What had started as a small Konoha squad had grown into a hundred-man unit, with Asuma as their commander.

"Too indecisive, as always," Danzo scoffed coldly. "Even if we abandon the Wraith Sorceress raid, there's still the Bloodsoaked Wastelands and the Vampire Baron. We can make up the difference later."

"But the Chūnin Exams will bring nobles from all nations. Even the Daimyō will attend in person. If anything goes wrong and he becomes enraged, can you bear the consequences?"

Ninja produced nothing of their own. Their funding—including commissions—came entirely from the Daimyō.

Sunagakure was poor not just because of its barren land, but also because it had fallen out of favor with the Daimyō of the Land of Wind. This had led to commissions being outsourced to foreign lands.

Hiruzen's eyes stung from the smoke. He squinted and asked, "Then what if we cut the clans' stipends first?"

"Absolutely not! Are you mad, Hiruzen?!"

Koharu Utatane's eyes flew open in outrage. "The ninja clans are Konoha's foundation! Cutting their stipends would be sawing off our roots!"

Danzo's eyes glinted as he stared at Hiruzen, surprised he'd even propose something like that.

For a moment,

he saw not the hunched, aging monkey who now held the Hokage seat,

but the brave man who once stepped forward and volunteered for a death mission as part of the Hokage Guard Platoon.

Homura Mitokado spoke calmly. "The clans receive stipends in return for protecting the village. You slash their funds without cause, and they won't stand for it."

"If you insist, Hiruzen, you'll be impeached."

Danzo straightened slightly in his seat.

Go ahead—talk impeachment. I've been waiting.

"…Fine. We'll do it your way."

It was as if someone had popped the only inflated balloon in the room.

The two senior advisors had long left the battlefield. They didn't understand the Reincarnation Game's terrifying potential.
