In a spaceful room, five old men were gathered at a table. Their expressions were stoic as three of them sat in silence as the other two remained standing. If Boris was there, he would have easily identified the five old men as the Five Elders. Also known as the leaders of the World Government, the silence remained for quite some time before one of the men; an old man with locked white hair and a cap on top initiated conversation with the other five old men.
"Rocks is officially dead. His pirates crew had managed to escape God's Valley before it was destroyed, unfortunately," Saint Jaygarcia Saturn reported. The other elders kept quiet when another one of the elders, a man standing with blonde hair and a mustache, responded to Saint Saturn's report; " The other pirates don't matter as much, they didn't pose as much as a threat like Rocks D. Xebec did. Let the pirates continue their little game, as long as the marines can hold their reins for a bit." Saint Shephered Ju Peter remarked.
The other elders agreed with the elders remarks to the report until a bald elder holding a sword made another suggestion, "Also, we should erase the name of Rocks from history, we can't have his legacy influence these pirates to cause more chaos in the world." The other elders also agreed to this as well, they were just satisfied with the fact that Xebec was dead. It had seemed that he had caused these old men a great deal of stress by his actions.
They returned to their comfortable silence until Saint Jaygarcia made another remark on his report, "Also, it seems that a new pirate has joined Whitebeard's crew, I wouldn't have known if it wasn't for the fact that he was trying to detect my presence with Observation Haki."
When the other elders heard this, they simply scoffed quietly before another elder with a long white mustache replied, "As long as he doesn't have a significant presence to impact the world. It doesn't really matter, let the marines handle him." The other elders also agreed as they returned to their silence. The Five Elders decisions would always take precedence over both the World Government and the Marines. As a result, when they say something doesn't matter; it won't matter.
The room returned to its initial quiet atmosphere when a short, bald elder wearing a suit made another suggestion after a brief moment of thought, "I suggest giving the marines more firepower, this incident has proven that the marine's power as it is isn't enough to handle the world at the moment."
The other elders agreed as well, however Saint Mars; a man with the long mustache suggested, "How about we give the Magma, Ice and Light devil fruits that we have just obtained to them. We will leave it upto their discretion as to who will have the fruits."
The other elders agreed with the Elder's suggestion and just like that. The motion was passed, outside the building several World Government agents rushed around carrying three different boxes as they loaded them on a heavily guarded ship that would soon make its way to the Navy's Headquarters.

In Fleet Admiral Kong's office, the major players during the God Valley incident were all gathered there. Garp and Sengoku were comfortably sitting on the couch that was on the left side of Kong's desk while the other Vice Admirals stood on the opposite side of the couch. Waiting for the Fleet Admiral's response, "Well done, all of you, We managed to defeat the Rock's Pirates and kill their captain in the process."
Sengoku's glasses flashed as he asked, "What about the Celestial Dragons? Surely they are rioting over the number of bodies piled up?" The Fleet Admiral gave a small sigh before replying to him, "They were rioting, actually, but the Five Elders surpressed their complaints and has banned the Native Hunting Festival from now on."
Garp, who had been picking his nose while listening to the Fleet Admiral, laughed at Kong's response before replying, "That sure as hell taught those idiots a lesson!" Sengoku wasted no time raising his fist and cracking his skull. "Don't talk about them like that! Are you out of your mind, or just an idiot?!" The other Vice-Admirals in the office began to sweat at Garp's exclaimation, speaking ill of the World Nobles was an offence that normally warranted death; and Garp just called them a bunch of idiots.
Fleet Admiral Kong could only sigh quietly when the doors to his office swung open and a marine came inside, halted and saluted before announcing; "Fleet Admiral Kong! The World Government has sent three devil fruits to us as a means of increasing firepower! The devil fruits and its reports will be coming in within two days!" This was very good news for the marines, it meant that they could train future admirals with good devil fruits for the future.
Fleet Admiral Kong briefly acknowledged the message before dismissing the messanger. He looked at Sengoku and Admiral Zephyr who hadn't said anything throughout the entire meeting before saying, "I trust that you two can find candidates worthy for the devil fruits, am I right?" Sengoku and Zephyr nodded without saying a word.
Sengoku, suddenly remembering something, suddenly asked Zephyr; "Do you remember the time you had reported about someone you had fought? Do you remember his name?" Zephyr scratched his head as he tried to remember the person's name before replying, "He never gave his name, and if he did. I don't seem to remember, at most, all I remember that he said that he was just starting out." Sengoku could only sigh at Zephry's response, he remembered fighting Whitebeard when he had sensed something with his Observation Haki coming down at supersonic speeds. He was barely able to raise his haki coated fists before he made contact with the said individual. He only saw his face, but nothing else as he lost conciousness. The impact was simply too strong, and he wasn't prepared to receive such a sudden attack; although he was fighting Whitebeard himself.
Sengoku, who continued to ponder over this mysterious yet powerful individual, was caught off-guard when Garp started talking, "Now that you said it, I remember a report coming to me about somebody sleeping in my ship. He actually had slept in my bed, however, what caught my attention was that the moment we had cuffed him with seastone: the storm that we were struggling in was suddenly stopped as if it never happened to begin with"
Sengoku's veins popped out of his forehead in annoyance as he complained, "Why didn't you say anything before?!?! Moreover, Why did you let him go?!"
Garp continued to pick his nose with his nose with his eyes closed before replying to Sengoku," Whitebeard had attacked my ship just for the brat, and I was tired from fighting Rocks. I wasn't about to pick a fight with him just for a brat who was sleeping in my bed."
Sengoku could only let out a sigh hearing Garps response. Garp couldn't take Whitebeard and Xebec all in the same day, nobody could. However, Sengoku was still determined to learn this character's name, "Did you manage to get his name?" Garp, hearing this question, thought about it for a moment before responding, "I never asked, I had just confirmed that he was the one who caused the storm"
Sengoku and Kong both let out frustrated sighs as they heard what Garp had to say about him. Admiral Kong, who had long received the report about the individual who had caused the storm, announced; "In any case, we should put a bounty on him so we can get more information about him. We shouldn't forget the fact that we have witnesses reporting that he may have killed a Celestial Dragon" The marines within the office acknowledged this as they ordered their subordinates to find any pictures associating with Boris, who was the individual in question.
