Chapter 162 Luennolay Magic Institute Branch
In the Magic Kingdom, influenced by the power held by the "Five Major Institutes," the cities where the Five Institutes are located are also known as the "Five Capitals."
The so-called Five Capitals are Luennolay where the Research Institute is located, Domlia where the Investigation Bureau is, Vanaheim home to the Civil Administration Institute, Olatio hosting the Finance Court, and Hemwein where the Magical Affairs Institute resides. Because of the presence of the Five Institutes, these cities have subtly higher status than others and therefore undertake many responsibilities other cities do not need to bear.
In the imagination of many enthusiasts, theoretically, the so-called Five Capitals and Five Institutes should be ruled separately, with each Gemstone Scepter holding its own city and power, standing equal with the other authorities. But in practice, due to certain administrative conveniences, apart from the Investigation Bureau and the Research Institute, the other three Institutes all establish branches in other cities.
After all, whether it's civil administration, finance, or magical affairs, the content they manage is closely related to the Kingdom's daily administration, even in Luennolay, the stronghold of the Research Institute, there's a need to handle these affairs.

For the Magical Affairs Institute employees at the Luennolay office, being assigned such a position is basically just marking time. After all, they can neither express opinions on personnel arrangements and deployments within the Research Institute, nor dare they do so. The Research Institute sets up an office here, and any related applications and reports submitted to them, their only job is to sign them, or send those they cannot sign to Hemwein. Even asking one more question might be seen as not understanding the rules.
A group of grassroots employees like this, who really have no real power or responsibilities, can be elevated as "members of the Five Institutes" or "officials." But if not giving face, calling them "mascots" wouldn't be wrong either.
So, when these mascot employees were greeted on this fine-weather day by a group of "powerful guests" from Hemwein's Magical Affairs Institute, they quickly lost any semblance of control.
Perhaps, these "guests" aren't truly guests, in some sense, they should be the real owners here.
To welcome these true "superiors," the mascot employees of the branch gave it their all. Days in advance, they thoroughly cleaned this old mansion several times.
After all, the Magical Affairs Institute branch in Luennolay is not a real authority institution, so naturally, there's no windfall to be had, and even waiters are uncommon. The mascot employees personally took on the role of cleaners, clearing out all the empty unused rooms and discarding countless meaningless junk. Then they sorted out the furniture that wasn't too faulty, and not very outdated in appearance, even offering their desks and chairs to put together two relatively presentable offices.
And then, in the early morning today, those mascot employees, who usually are accustomed to slacking off, absenteeism, and tardiness, had already gathered early at the office mansion, quietly waiting for the arrival of the other party.
By the time morning passed, the head of Luennolay Branch, though in rank not even equivalent to a department head of the main institute, found herself unable to focus on any documents.
From the outside, she still sat upright at her desk, carefully examining several piles of report documents from the Research Institute, but she knew well that the words on the documents did not form sentences in her mind.
The coffee beside her had been changed cup after cup, and her legs under the table had been shaking until they were almost numb. In this endless, seemingly torturous waiting, she finally heard the sound she had been wanting to hear.

The old wooden door was pushed open from the outside, and a formally dressed employee walked in anxiously from the outside. Before she could speak, the head intervened:

The employee finally caught her breath and said quickly, "They'll be downstairs soon!"
"Oh, Queen above! Why didn't you say so earlier?"
The head cursed silently, quickly pushed the documents aside, and stood up, "Why aren't you taking me there already?"
