There was a mocking underline in his words here that the grand minister understood clearly.
Though it sounded filled with respect and nothing wrong with his words.

This undermined both the grand minister's authority since he was the one announcing and no one even cared to follow his words.
He appeared like a fool to wait and speak when no one appeared, creating an awkward environment.
