"We'll investigate Silco's crimes tomorrow, right?" Caitlyn lifted her head from Vi's chest. "If we can find solid evidence and report it to Sheriff Marcus, we can have him arrested and jailed." Caitlyn had been absent from work for a few days, even though it was almost time for her leave. If she could find evidence against Silco, she would have a good explanation upon returning. Besides, if Silco was a big catch, she might earn some merit and share it with Vi, making her an Enforcer too, so they could be together every day. "Alright!" Vi was not thinking about all that; she just wanted revenge on Silco. "To gather intel, we could ask Granny Enya for help. Oh, and we should talk to Justin first, see what he thinks." Despite their constant disagreements, Vi knew that Justin was smart, and it would be beneficial to seek his opinion. Besides, no matter what, she couldn't involve Powder again.
"Silco's criminal evidence?" Justin finished his last piece of bread, washed it down with a big gulp of tea, and then said leisurely, "That's easy to find, but it doesn't matter... If the higher-ups in Piltover really wanted to deal with Silco, they could claim a bag of laundry powder is a weapon of mass destruction. If they don't want to deal with him, even if you present the Shimmer to their face, it will still be considered a legally produced functional drink." Caitlyn felt that his tone resembled those seasoned Enforcers who had worked for over twenty years and then retired to an office job. "Blow it up?" Jinx suddenly jumped from behind, wrapping her arms around Justin's neck.
"Investigate where the finished Shimmer is being transported."
"And then blow them up?" Jinx swung around Justin's neck, landing on his lap facing him.
"After collecting evidence of smuggling, blow them up however you like. But let's remain calm until then." Justin helplessly ruffled the girl's hair. For some reason, Jinx seemed even more hyper than usual today. And she seemed a bit displeased...
Suddenly, Jinx leaned her upper body against him, completely disregarding the people around. She pressed so closely to Justin that a hint of grievance was visible in her eyes, like a sea under a cloudy sky.
"Don't you notice anything different about me today?"
"You changed clothes." Jinx was wearing a gothic Lolita outfit today, which she must have found from somewhere.

"Indeed," Justin chuckled. "It's not like you and Caitlyn were short on 'business' these past days."
Silco's Shimmer factory was easy to find; looking at the buildings emitting smoke, the one with the thickest, darkest smoke was it. The Lower City's air was increasingly worsening, and he was partly to blame. Blending in was easy, with countless people working day and night inside. New people came and went daily. By wearing work uniforms, you could walk in openly, and no one could tell if you were an employee.
But causing trouble was difficult. Once inside, they realized the factory had heavily armed personnel patrolling like Stillwater Hold.
"Damn, this factory doesn't treat us like humans," Justin murmured during a short break. He and Vi slipped to a corner and took off their protective gear. The workload was immense; even Vi was exhausted after half a day.
"Guards are everywhere... any small move, and we'll be discovered," Vi frowned as a team of guards in combat uniforms passed by, scrutinizing them openly. Luckily, Isaac helped them with extensive disguises beforehand; not just simple sunglasses and hairstyle changes, but a complete head makeover.
"No worries, if we can't move, others can." Justin smirked, nodding toward Isaac, who, with a camera, was in the middle of the Shimmer pool area snapping photos. His illusion magic was excellent; it was like he was invisible, and nobody noticed him.
"Once Isaac finds out which batch of Shimmer is heading to the Upper City, we can intercept them outside. Best case, Caitlyn uses her position to bypass the police station and escalate directly to the council."
Vi nodded, looking at the workers who moved like machines through the plant. She suddenly asked, "Why do they willingly work here? Is Silco forcing them?"
