"As for minors, they wouldn't be required to work. Instead, they would study in labor schools and, after a set period, participate in standardized exams. Those who pass will be admitted into soul engineer academies for advanced learning. Those who don't can continue to study practical vocational knowledge related to labor."

After laying out this detailed proposal, Huo Yuhao let out a breath and observed his master's reaction.
