Chapter 88: Proposals For The Reform Of The Security Department
In his perception system, Yuma calculated that when a Mangekyō holder exhausts their pupil power to the point of affecting their vision, they can restore their eyesight and refill their pupils with power by wearing the Wood Style Colonial Suit 1.0 for three months. This would be perfect for Fugaku, whose vision was beginning to blur after using his Mangekyō abilities.
More importantly, Yuma intended to use this gift to convince Uchiha Fugaku to support his proposed reforms for the Security Department. His reasoning was twofold: first, strengthening the Uchiha clan would increase his own power; second, he saw an opportunity to make money. Yuma had no business acumen, but he realized that targeting the Security Department, which held significant power, could bring him substantial wealth.
He had already promised Tsunade a 300 million ryo annual research and development budget, so he had to find a way to keep that promise. Plus, scientific research required substantial funding. Tsunade had contributed her own resources for this project, but it couldn't continue without more financial backing.
On the way to Fugaku's residence, Yuma crafted a detailed plan on a scroll. Once he reached the Uchiha clan's core area, he made his way to Fugaku's house, walking through the familiar courtyard. Soon, Uchiha Fugaku arrived.
"Why are you visiting so early, Yuma-kun?" Fugaku asked.
"I couldn't go back on my word after promising to give you a gift yesterday. Look at this," Yuma replied, handing him the Wood Style Colonial Suit 1.0.
Fugaku took the light green ball with a puzzled expression. "Yuma-kun, what is this?"
"This is something that can restore Mangekyō eyesight," Yuma explained, taking a sip of tea.
"What?!" Fugaku was stunned. "Do you really understand what you're saying?"
"I do. As the clan leader, you and I both know the consequences of using Mangekyō too often. Your vision is already beginning to blur, right? Do you think I wouldn't have found a way to address it?"
Fugaku's surprise grew. As the clan leader, he knew the risks of Mangekyō, and he had used it extensively in battles, including against Kirigakure. The loss of pupil power was inevitable, and now his vision was fading as the records had predicted. However, what truly amazed him was that Yuma had anticipated this and actually created a solution.
"Well, Fugaku-san," Yuma said, interrupting Fugaku's thoughts. "Why not try it out? Input Chakra and see the results."
Fugaku snapped back to reality and immediately followed Yuma's instructions. As his Chakra flowed into the suit, it shifted and enveloped his body.
"What is this?!" Fugaku's shock deepened as the strong Yang Style Chakra surged within him, and he felt a refreshing coolness in his eyes.
"Don't worry about what it is. Just know that it'll restore your eyesight," Yuma reassured him. "If you have time later, you can also try out the Senju techniques the clan has copied over the years."
Fugaku took a moment to calm himself, then returned the suit to its spherical form. Sitting down, he looked at Yuma and said, "This is incredible. I can't imagine how much effort it took to develop this."
"It wasn't easy," Yuma said. "But now, I have a proposal. I hope you'll consider it."
Yuma then produced the scroll with his plan and explained, "While developing this was challenging, the real issue is the cost. Tsunade-senpai and I worked together on this, and I promised to give her 300 million ryo annually. But even with all the resources at my disposal, it might not be enough. That's why I need to reform the Security Department."
Fugaku was puzzled. "Reform the Security Department?"
Yuma handed him the scroll, and Fugaku began to read, surprised by the idea. Yuma's plan involved having the Security Department take over Konoha's "grassroots" organizations, effectively replacing them and collecting "taxes" from the civilians. Yuma saw Konoha as a large city, with a social structure resembling that of the real world, where a strong "taxation" system was essential for managing such a city.
Fugaku's face grew increasingly concerned as he read the plan. He hadn't expected the Security Department to be used in this way.
Once he finished reading, Fugaku looked at Yuma with a mix of awe and disbelief. "This plan... it could exponentially increase the family's wealth. But—"
"But what?" Yuma pressed.
"But will the village leaders and other ninja clans agree to it?"
Yuma smirked. "Fugaku-san, the Security Department already has judicial authority within the village, right?"
"That's true, but the village leaders could still interfere."
"Then there's no problem! No matter how the village leaders intervene, the Security Department will still reap the benefits."
Fugaku hesitated, always cautious of taking risks, but Yuma ignored his concerns. He was confident that this plan would benefit the Uchiha clan, even if the village's leaders were indifferent.
Yuma knew that Konoha was a city with a strong military presence and a relatively small population. The income generated by the Uchiha would not impact the village much. The village leaders, who were financially supported by the Fire Nation, would likely not care about losing a small portion of their income.
At the end of the day, Yuma was certain that the Uchiha's power would grow, and Fugaku would be left with no choice but to follow through with the plan.
