Chapter 21: Chapter 21: The Miracle Virus
Bidding farewell to Cerulean Gym, Kazuki and his companions walked along the bustling streets. A salty sea breeze caressed their cheeks, and the refreshing air filled their lungs.
"We've used quite a few bandages and healing items… And Poké Balls… Hmm, better stock up on those too."
Kazuki rummaged through his backpack, taking inventory of their depleted supplies, as they made their way toward the item shop in Cerulean City. However, for some reason, the streets seemed unusually lively today. A large crowd—mostly women—flooded the road, their numbers so overwhelming that Kazuki felt as though he were facing a herd of wild Tauros charging at him.
The direction the crowd was heading… Was it the docks?
Confused, Kazuki stopped a middle-aged man trailing at the back of the group.
Sweat dripped from the man's chin in rivulets, soaking his tank top. He looked as though he had jogged a long distance, but now, out of breath, he could only walk slowly to catch a break.
"Excuse me, but why is everyone in such a rush? What's going on?"
The man looked surprised at Kazuki's question. "You mean you haven't heard? Steven Stone is coming to Cerulean City today."
Steven Stone… That name sounded familiar. Kazuki felt as though he had heard it somewhere before. Wait—what?!
"The Steven Stone… You mean, the former Champion of the Hoenn Region?"
As the realization hit him, Kazuki's breaths quickened. If it was that Steven Stone, then his visit to Cerulean City was indeed a major event.
"Who else would it be? When my daughter heard the news, she wouldn't stop crying and begging me to get a photo of him at the docks. She didn't even consider this old man's aching bones," the middle-aged man grumbled.
Steven Stone—heir to the Devon Corporation, former Champion of the Hoenn League. A man whose strength, wealth, and charm could make women swoon and men seethe with envy. If Gary was a charismatic rival, then Steven was the ultimate pro-max version of him.
With a celebrity of this magnitude gracing the city, it was no wonder Cerulean's residents were in a frenzy. Even Kazuki found himself tempted to alter his original plans and catch a glimpse of this legendary figure.
After all, this was a League Champion! The strongest Pokémon Trainer in an entire region—bar none. Although Steven had since stepped down, rumors hinted that he relinquished the position simply because he found the Champion's responsibilities uninteresting and passed the title to another powerful trainer.
"Thanks, sir. If I can, I'll take a photo for you too."
Adjusting the backpack on his shoulders, Kazuki turned and ran toward the docks, his pace quick and purposeful.

At the Cerulean City docks, the rumbling sound of a ship's horn echoed alongside the sea breeze. It was the mighty roar of a colossal steel beast.
The S.S. Anne, a world-renowned luxury cruise liner, had arrived, as it often did, bringing esteemed guests to the Kanto Region. At 170 meters long and weighing nearly 5000 tons, the ship could carry up to 3000 passengers at maximum capacity. Today, the illustrious ship once again delivered a distinguished guest.
The gangplank was lowered, and descending from the ship was a strikingly handsome man in a black tailcoat, a red tie fluttering at his chest. His silver hair shimmered in the sunlight. Behind him trailed a group of staff and bodyguards.
As soon as Steven stepped onto the dock, the barricades holding back the excited crowd almost buckled under the pressure. The fans erupted into screams, many women swooning at the sight of his chiseled features.
"Oh my gosh! My husband is so handsome!"
"What did you say?! He's my husband!"
"Excuse me… aren't you a guy?"
The commotion was out of control. The police officers tasked with maintaining order were struggling to hold back the crowd, while the sound of camera shutters and flashes filled the air.
Among the throng of people, Kazuki stood on his tiptoes, craning his neck. It wasn't hard to spot Steven. His silver hair and confident demeanor made him shine like a beacon amidst the chaos. He stood waving to the crowd, a faint smile on his lips.
Steven looked even younger than he had on television, yet his very presence was commanding. Without saying a word, the way he moved exuded an air of natural authority.
"So this is the aura of a League Champion…" Kazuki couldn't help but marvel. He muttered under his breath, "This is what a Pokémon Trainer should aspire to be."
However, perched on Kazuki's right shoulder, Aron seemed unimpressed. Her bright blue eyes locked onto Steven with a fiery determination and ambition.
"Ko! Ko-ko!"
Hmph. I can surpass him!
Hmm? Steven suddenly paused mid-step, sensing an intense gaze fixated on him. Scanning the crowd, his eyes quickly landed on the silver-coated little Pokémon resting on the shoulder of a black-haired boy.
"Mr. Steven, is something wrong?" one of his assistants asked, noticing his sudden stop.
Steven smiled faintly, the corners of his mouth lifting slightly. "It's nothing. I just spotted something… intriguing."
With that, Steven resumed walking. "Let's keep going. We can't keep the Kanto League representatives waiting."

The top floor of Cerulean Tower had been entirely reserved by the Pokémon League. Well-trained officers guarded every corner of the floor. Today's attendees were high-profile individuals, and no mistakes could be afforded.
Inside the spacious conference room, seated at the head of the table were none other than the Kanto League's Elite Four. Even the tireless Lance, a man who spent 300 days of the year fighting crime and the remaining 65 traveling to fight crime, was present. As the Dragon-Type Elite Four member and Kanto Champion, his appearance underscored the weight of this meeting.
The other seats, though filled with individuals of slightly lesser stature, were occupied by senior administrative officers of the Kanto League. The atmosphere was heavy with silence, so much so that the sound of a pin dropping would have been deafening. All eyes were glued to the closed doors at the end of the room.
With a heavy creak, the doors swung open, and a distinctive head of silver-gray hair came into view. A confident, cheerful laugh followed:
"Wallace couldn't make it due to League duties, so I'll be representing the Hoenn Region for this meeting."
A League official quickly responded, "We were notified in advance by the Hoenn League. Please, take a seat, Mr. Steven, and your delegation as well."
One by one, the empty seats were filled, and the meeting officially began.
An elderly man with graying temples read out the meeting agenda. He was a senior member of the Kanto League, well past retirement age, but he remained steadfast in handling League affairs.
"Today, we're here to discuss the increasing influx of Pokémon Poachers into the Kanto Region. They operate either in groups or alone, but all of them are connected to a single organization—the Evolution Association. Mr. Steven, we understand that this organization originated in your region."
"Yes, Mr. Chairman," Steven replied, retrieving a file from his briefcase. His tone turned grave.
"The Evolution Association began as a small-scale, grassroots organization in Hoenn a few years ago. Initially, it passively recruited members and refrained from any dangerous activities, so we didn't pay it much attention. However, as more Pokémon Poachers and other criminals began affiliating with the Association, we could no longer regard it as a benign entity."
As Steven explained, his assistant distributed copies of the file to everyone in attendance.
"Please take a look. Any member of the Evolution Association can exchange captured Pokémon for points, based on rarity and species potential. These points can then be traded for Evolution Stones, battle items, and other resources strictly regulated by the League to protect the ecosystem."
"We've conducted extensive investigations into this organization. It's supported by a few obscure research facilities that theoretically lack the means to accumulate such valuable resources. Unless…"
"Unless they're collaborating with illegal underground organizations!" Lance pounded the table with his fist, finishing Steven's sentence.
As a Champion and the head of investigations, Lance often dealt with corrupt merchants who, blinded by greed, supplied resources to criminal groups like Team Rocket. He despised these parasites within the system.
However, Lorelei, the Ice-Type Elite Four member, offered a counterpoint. "But if the Evolution Association is as shallow-rooted as you claim, what leverage does it have to collaborate with underground organizations? Also, based on your data, their point exchange system is far less cost-effective than black market transactions. Profit-seekers wouldn't choose a losing deal."
"That's true for their basic trade items, which are meant to attract ordinary trainers. The Association's real leverage lies here…" Predicting this question, Steven gestured to his assistant, who carefully placed a secure container on the table.
The container was unlocked one safeguard at a time, revealing a single vial of suspicious purple liquid nestled within foam padding.
"What is that?" The attendees leaned forward, their interest piqued.
"This," Steven said, "is something our undercover agents within the Evolution Association managed to extract. It's called the Miracle Virus. Currently, only the Evolution Association can produce it, meaning it's a monopolized resource."
As Steven's gaze swept across the room, he continued his explanation:
"Despite its name, the Miracle Virus isn't lethal or contagious. It only works when directly injected into Pokémon—it has no effect on humans."
"And its effects? Let me give you an example. One month ago, we injected a vial of this Miracle Virus into a Beldum. Without any external assistance, special resources, or intervention, the Beldum fully evolved into a Metagross within one week. Furthermore, tests showed no abnormalities or defects in the evolved Metagross."
The room erupted in astonishment. Metagross, a pseudo-Legendary Pokémon renowned for its immense potential, was notoriously resource-intensive and time-consuming to train to its final form. Its typical training period could span years.
And now, Steven was claiming that with this tiny vial, all of that was unnecessary.
No expensive resources, no painstaking care—just one week for the same outcome. If such results could be achieved with a pseudo-Legendary, what would it mean for ordinary Pokémon?
"Are you certain about this?" A trembling voice broke the silence.
Many attendees turned their hopeful eyes toward Steven, silently praying that what they had heard was some kind of experimental error. But Steven crushed their hopes without hesitation.
"The Hoenn League has conducted multiple experiments with the Miracle Virus, and the results were consistent."
This revelation made everything clear. It explained why Pokémon Poachers were going mad over this, and why underground organizations were equally obsessed. With this Miracle Virus, they could amass a fully evolved Pokémon army in no time, posing an unprecedented threat to the League!
"I'll instruct my investigators to thoroughly comb through all incoming personnel. We'll root out these vermin as quickly as possible. As for Team Rocket… No, I'll personally oversee them to sever any ties between the two organizations," Lance declared. He could hardly sit still, as though his chair was lined with thorns. He was eager to teleport back to headquarters and deploy emergency orders.
The others weren't much calmer, their faces grim as they whispered amongst themselves.
The Chairman, seeing the heated atmosphere, coughed loudly to recapture everyone's attention.
"I know everyone is feeling anxious. This matter indeed concerns not only Kanto and Hoenn but the survival of the entire world. However, we must not act rashly and risk making mistakes in command or execution."
His words had a calming effect. As the attendees regained their composure, the Chairman introduced another agenda item.
"This is a recommendation letter submitted to the League by Cerulean City's Officer Jenny. Since everyone is here, we might as well address it now…"
"In this letter, she recommends a talented rookie trainer from Pallet Town. Coincidentally, this rookie also plays into the topic we just discussed. The Pokémon Poachers we recently apprehended were subdued by this young trainer, who managed to foil two separate criminal acts. I believe we should consider recruiting this promising individual into the League. What do you all think?"
As he spoke, the Chairman had the young trainer's profile distributed to everyone at the table.
The moment the file landed before Steven, he glanced at the photo of the black-haired boy and his listed Pokémon. A knowing smile crept across his face.
"So it's him…"
